Civil society organizations, in particular, have played a key role in keeping critical issues on the development agenda and providing direct support to women peacemakers in conflict areas.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">However, it says, continued attention and support is required to counter stereotypes and ensure the meaningful participation of women at all stages of the peace processes and the integration of gender perspective into justice and security sector reform, disarmament, reintegration processes and economic recovery.&#160; In addition, progress has not always been consistent.&#160; Significant achievements under the resolution remain difficult to quantify, and a single coherent and coordinated approach, guided by a clear framework with concrete and specific goals and targets, and supported by a meaningful set of indicators to track progress was needed.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">For that reason, the report says, during its open debate in 2009 the Council adopted resolution 1889 (2009) calling for the development of indicators to measure progress on the implementation of resolution 1325 (2000).&#160; In response, the Secretary-General submitted a report that resulted from consultations between relevant agencies, as well with Member States and civil society, and proposed 26&#160;indicators to track the implementation of the resolution.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Statements<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">RIYAD MANSOUR, Permanent Observer for <u>Palestine<\/u>, recalled that the Council had expressed concern that civilians, mainly women and children, accounted for the vast majority of those adversely affected by armed conflict.&#160; Regrettably, women&#8217;s hopes for improved lives had not been realized, a fact that was extremely tragic in the case of Palestinian women, whose situation in the Occupied Palestinian Territory, including East Jerusalem, remained in dire humanitarian crisis.&#160; The Israeli military occupation had caused innumerable hardships for them, which required the international community, in line with resolution 1325 (2000), to do more to end that deplorable situation.&#160; Citing an example, he said the Council had failed to protect Palestinian women during and after the latest Israeli war of aggression in the Gaza Strip, showing the extent to which the resolution was &#8220;totally ignored&#8221;.&#160;
