COMMITTEE ON ELIMINATION OF RACIAL DISCRIMINATION TO MEET<\/p>\n

<\/p>\n

AT GENEVA, 26 FEBRUARY – 15 MARCH<\/p>\n

  GENEVA, 19  February (UN  Information Service)  — The  measures taken  by
\nZimbabwe, Russian  Federation, Colombia,  Denmark, United  Kingdom, Finland,
\nHungary,  Spain  and  Venezuela to  combat  racial  discrimination  will  be
\nconsidered by the Committee on the  Elimination of Racial Discrimination  at
\nits  forty-eighth session,  to be  held at  Geneva from  26 February  to  15
\nMarch.<\/p>\n

<\/p>\n

  These   countries  are  among   the  146   States  parties   to  the  1969
\nInternational  Convention   on  the  Elimination  of  All  Forms  of  Racial
\nDiscrimination.   The 18-member  Committee, the  first body  created by  the
\nUnited Nations to review actions by  States in fulfilling their  obligations
\nunder  a  specific  human  rights  agreement,  examines  reports   submitted
\nperiodically  by  States parties  on their  compliance with  the Convention.
\nRepresentatives of the  Governments are  invited to introduce their  country
\nreports and respond to questions from Committee members.<\/p>\n

<\/p>\n

  The panel  of experts  is also  scheduled to  discuss the  reports of  the
\nfollowing  States  parties,  whose  reports  have  been  deemed  excessively
\noverdue: Madagascar,  Cambodia, India,  Pakistan, Panama, Nepal,  Swaziland,
\nGuinea, Gambia and Cote d'Ivoire.<\/p>\n

<\/p>\n

  With  regard  to prevention  of  racial  discrimination,  including  early
\nwarning and urgent procedures, the Committee  may consider the situation  in
\nwhich information has  been requested  under paragraph 1,  article 9 of  the
\nConvention.   According to that paragraph,  States parties  are to undertake
\nto submit  to the Secretary-General, for  consideration by  the Committee, a
\nreport on  the legislative, judicial, administrative or other measures which
\nthey  have  adopted  and  which  give  effect  to  the  provisions  of  this
\nConvention within one year after the entry into force of the Convention  for
\nthe State  concerned  and, thereafter,  every  two  years and  whenever  the
\nCommittee so requests.<\/p>\n

<\/p>\n

  In addition to  considering States  parties' reports,  the Committee  will
\nexamine,  in closed session, communications from individuals  claiming to be
\nvictims  of racial discrimination.   Only  complaints against  the 22 States
\nparties that have recognized the competence  of the Committee under  Article
\n14 of the Convention are admissible.<\/p>\n

  Submission of Reports<\/p>\n

<\/p>\n

  Under  article  9 of  the Convention,  States undertake  to report  to the
\nCommittee on legal,  judicial and other measures they have adopted to ensure
\neffective   protection   against   racial   discrimination   within    their
\njurisdiction. States parties to the Convention agree  to:  condemn and  seek
\nto  eliminate  racial discrimination  in  their  territories;  review  their
\npolicies  in order  to amend  or  nullify any  regulations which  create  or
\nperpetuate such discrimination, based on  racial superiority or  hatred; and<\/p>\n

prohibit  organizations  and  activities  which  promote  or  incite  racial
\ndiscrimination. They  also agree to provide  remedies for  victims of racial
\ndiscrimination  and  to  adopt  measures  to  combat  prejudice  and promote
\nunderstanding among different national, racial and ethnic groups.<\/p>\n

<\/p>\n

  In addition, States parties undertake to  guarantee the right of  everyone
\nto equality  before the  law  without  distinction as  to race,  colour,  or
\nnational or ethnic origin.<\/p>\n

<\/p>\n

  In the past, the Committee has called upon the Secretary-General to  bring
\nto  the  attention  of  States  parties,   at  their  annual  meeting,   the
\nunfortunate  consequences of  delays in  the  submission  of reports  and to
\nencourage them  to consider  ways and  means by  which all parties  might be
\nbrought  to fulfil  their reporting  obligations.    The Committee  has also
\ninstituted  a procedure to  review the  implementation of  the Convention in
\nthose States  parties  responsible  for  the longest  delays  in  submitting
\nperiodic  reports.    In  a letter  addressed  to the  Governments  of those
\nStates,  the  Committee  said  that  delays  in  the  submission  of reports
\nhampered its efforts to monitor the implementation of the Convention.<\/p>\n

<\/p>\n

  Communications under Article 14<\/p>\n

<\/p>\n

  Under   article   14  of   the   Convention,   the   Committee   considers
\ncommunications from  individuals  or groups  of individuals  claiming to  be
\nvictims of a violation by States parties of  any of the rights set  forth in
\nthe  Convention,   provided  the  States   concerned  have  recognized   the
\ncompetence  of the Committee  in this regard.   The following States parties
\nhave already done so:  Algeria,  Finland, Australia, Bulgaria, Chile,  Costa
\nRica,  Cyprus,   Denmark,   Ecuador,   France,  Hungary,   Iceland,   Italy,
\nNetherlands, Norway,  Peru, Russian Federation,  Senegal, Slovakia,  Sweden,
\nUkraine and Uruguay.<\/p>\n

<\/p>\n

  Third Decade to Combat Racism and Racial Discrimination<\/p>\n

<\/p>\n

  Concerning the Third  Decade to Combat  Racism and  Racial Discrimination,
\nwhich began  in December 1993,  the Committee will  have before  it relevant
\nGeneral Assembly  resolutions on the implementation  of the  Third Decade as
\nwell as  the report  of the Special  Rapporteur of the  Commission on  Human
\nRights  on   contemporary  forms  of   racism,  racial  discrimination   and
\nxenophobia and related intolerance (A\/50\/476).  Relevant  resolutions of the
\nCommission and Sub-Commission will also be before the Committee.<\/p>\n

<\/p>\n

  States Parties to Convention<\/p>\n

  At present,  the  following 146  States  are  parties to  the  Convention:
