VENEMAN, Executive Director of the <u>United Nations Children&#8217;s Fund<\/u>&nbsp;(UNICEF), said the focus today would be on children in armed conflict.&#160; She recalled that 10 years ago, a United Nations study on the impact of armed conflict on children alerted the world to the brutal realities faced by children living in conflict zones.&nbsp;&nbsp;It had been researched by Gra&#231;a Machel, whose birthday it was today.&#160; Ms. Machel had visited countries that had felt the impact of armed conflict, met children and their parents there, and had shared their stories in order to galvanize change.&#160; Progress had since been made to lead children back to their communities and their classrooms, and to protect children from war crimes such as unlawful recruitment and sexual violence.&#160; But much more had to be done, including holding those who violated children&#8217;s rights accountable.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">RADHIKA COOMARASWAMY, Special Representative of the Secretary-General for Children and Armed Conflict, said important advances had been made in the 10&#160;years since the Gra&#231;a Machel report on the world situation of children had been released. &#160;The prioritization of the issue by the General Assembly and the systematic engagement of the Security Council had been positive developments, she said, adding that she would today be presenting a special 10-year strategic review of Mrs. Machel&#8217;s study. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Questions<\/u><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The representative of <u>Syria<\/u>&nbsp;said his delegation had hoped that the Special Representative would have had provided more details on the disasters that had afflicted Lebanese and Palestinian children.&#160; His delegation also wanted to know whether the mandate of the Special Representative for Violence against Children included children under foreign occupation, or whether the visits to Lebanon and Palestine had been made only at the request of the Secretary-General?<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The representative of <u>Israel<\/u>&nbsp;asked if the issue of the use of children in conflict had been raised during the Special Representative&#8217;s visits Palestinian President Mahmoud Abbas, and if anything had happened since that meeting?<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">\/&#8230;<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Mrs. COOMARASWAMY said the changing nature of conflict and the implications for children had been discussed in the Machel report.&#160; International humanitarian law and action had to be strengthened in light of such change.&#160; There also needed to be some understanding of the issue of terrorism and counter-terrorism, because of a blurring of the line between civilians and combatants.&#160; <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:10pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Referring to her visit to the Middle East, she said a detailed background document had been submitted to the Security Council;
