CONSEQUENCES ON THE HEALTH SYSTEM<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i><strong>1. Governance<\/strong><\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8211; Paralysis of the MoH, or an MoH less capable of developing health policy, regulatory and coordination related functions.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&#8211; Increased fragmentation of the health system resulting from lack of homogeneity of standards and protocols, which will produce inequities in the access to health services.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i><strong>2. CONSEQUENCES ON THE HEALTH PROGRAMMES<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i><strong>1. Preventive and promotive programs<\/strong><\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">413 PHC centers (357 in the WB and 56 in Gaza) and 140 to 252 maternal and child health clinics (208 in WB and 44 in Gaza) will be affected, leading to an important or drastic reduction of their service provision capacity towards their closure.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Programs likely to be affected (numbers refer to 2004 data):<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&#8226; Immunization: 65,796 children (35% of the children in Gaza and 85% of the children in the WB) were immunized in the MoH facilities.\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&#8226; Supplementation: 63,736 children (72.8% and 47.9% of the children 3 weeks -12 months in the WB and Gaza respectively) received Vitamin A and D supplementation.<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>7<\/sup><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;In addition, 79,037 pregnant women (78.9% of all pregnant women in the WB and 71.8% in Gaza) received iron supplements<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>8<\/sup><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">.<\/span>\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&#8226; Growth monitoring: 65,796 children receive monitoring.<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>9<\/sup><\/span>\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&#8226; Antenatal and postnatal services: services received by 90,409 women (96.5% of all pregnant women) and 31,263 (33.5% of all pregnant women) respectively, received ante-natal and post-natal care mainly through the MoH MCH centers<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>10<\/sup><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">.<\/span>\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&#8226; Delivery services: 59,731 deliveries (55.2% of total deliveries) occurred in MoH hospitals and clinics in 2004.\n\t\t\t\t<\/div>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&#8226; Health education and promotion\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i><strong>2. Curative and rehabilitative programs<\/strong><\/i><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Reduction or closure of secondary and tertiary level curative and rehabilitation care in MoH hospitals.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Services likely to be affected:<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&#8226; Maternity: 47% of maternity beds are located in MoH hospitals. In 8 (over 15) districts, 100% of maternity facilities are from MoH.\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&#8226; General hospitals: 61% of general hospital beds are located in MoH hospitals (66% of internal medicine beds, 71.3% of pediatric beds and 58% of the surgical beds are located in MoH hospitals)<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>11<\/sup><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">. No general hospital beds are present in 5 districts.<\/span>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&#8226; Other hospital services<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>12<\/sup><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">:<\/span>\n\t\t\t\t<\/div>\n<p><\/p>\n<ul type=\"circle\" style=\"margin-left:20px;margin-top:0px;margin-bottom:0px;\">\n<li style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">Admissions: 278,839 patients (7.67% of the total population) were admitted to the MoH general hospitals; 8,732 admissions to the emergency hospitals and 879 to the mental hospitals.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">Out-patients: 751,988 patients (20.67% of the total population) benefited from the MoH out-patient departments.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">Surgical operations: 72.4% were performed in the MoH hospitals.<\/li>\n<li style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">482 patients are on regular hemodialysis in the MoH hospitals.<\/li>\n<\/ul>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;margin-left:20px;\">\n\t\t\t\t&#8226; Tertiary care services:\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:40px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">Tertiary care services are provided in two MoH hospitals in Gaza and the WB. The majority of patients in need of tertiary care are referred to the non- MoH hospitals in Gaza and the West Bank or abroad to Israel, Egypt or Jordan, and are financially covered by the MoH. In 2004, 31,744<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>13 <\/sup><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">patients were in need of tertiary care services that are not available in the MoH hospitals.<\/span>\n\t\t\t\t<\/div>\n<div style=\"text-align:left;margin-left:20px;\">\n\t\t\t\t<span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&#8226; Emergency services: 976,400 patients (26.84% of the total population) received emergency services in MoH hospitals.<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>14<\/sup><\/span>\n\t\t\t\t<\/div>\n<p><\/p>\n<div style=\"text-align:center;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><img class=\"lazyload\" decoding=\"async\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%27695%27%20height%3D%27420%27%20viewBox%3D%270%200%20695%20420%27%3E%3Crect%20width%3D%27695%27%20height%3D%27420%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"https:\/\/www.un.org\/unispal\/wp-content\/uploads\/images\/318ce7bfbee88d5785257148006e5ebc_image1.GIF\" border=\"0\" height=\"420px\" width=\"695px\" \/><\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">C. CONSEQUENCES ON SOCIAL DETERMINANTS OF HEALTH <\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>15<\/sup><\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Poverty<\/u><\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">Unemployment will increase and purchasing capacity, including purchasing of health services, will decrease. Further deterioration of the situation of an already vulnerable population is expected<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>16<\/sup><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><u>Environment<\/u><\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">The overall environmental situation will be degraded.
