Israeli settlement policies and activities on efforts to resume and advance the peace process and on its credibility.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">As in past years, those updated, but traditional, resolutions forwarded to the world body by the Fourth Committee required recorded votes.&#160; Other texts covered decolonization, outer space, atomic radiation, information and public outreach, and peacekeeping.&#160; Recorded votes were required for more than half.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Of the five resolutions contained in the Report of the Work of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian Peoples and Other Arabs of the Occupied Territories, three contained provisions that focused on Israeli settlement activities.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">In one such text, adopted by a recorded vote of 169&#160;in favour to 6&#160;against (Israel, Marshall Islands, Federated States of Micronesia, Nauru, Palau, United States), with 3&#160;abstentions (Cameroon, C&#244;te d&#8217;Ivoire, Panama), the Assembly demanded the immediate and complete cessation of all Israeli settlement activities in all of the Occupied Palestinian Territory, including East Jerusalem, and in the occupied Syrian Golan. &#160;(For details of the vote, see Annex VII)<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">By further terms of that text, the Assembly expressed its grave concern about the rising incidents of violence, harassment, provocation and incitement by &#8220;illegal armed Israeli settlers&#8221; in the Occupied Palestinian Territory, including East Jerusalem, against Palestinian civilians, including children, and their properties, including historic and religious sites, and agricultural lands.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">With 73&#160;delegations abstaining from the vote on the traditional text on the work of the Special Committee to Investigate Israeli Practices, the resolution only garnered the support of little more than half those voting, with 87&#160;in favour to 8&#160;against (Australia, Canada, Israel, Marshall Islands, Federated States of Micronesia, Nauru, Palau, United States).<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Drawing broader support were three more texts on Israeli practices: &#160;on the applicability of the Geneva Convention relative to the protection of civilian persons in time of war; practices affecting the human rights of the Palestinian people in the Occupied Territory, including East Jerusalem; and the occupied Syrian Golan.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">Also adopted were four texts on the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), specifically concerning:&#160; UNRWA&#8217;s operations; persons displaced as a result of the June&#160;1967 and subsequent hostilities; <\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">assistance to Palestine refugees; and entitlement of the Palestine refugees to their property and to the income derived therefrom.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">In the text on UNRWA&#8217;s operations, the Assembly renewed the Agency&#8217;s mandate until June&#160;2014 and invited Kuwait to become a member of the Advisory Commission. &#160;It reaffirmed that the Agency&#8217;s functioning remained essential in all fields of operation and asked the Secretary-General to support its institutional strengthening through sufficient resources from the United Nations regular budget.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">That resolution was adopted by a recorded vote of 169&#160;in favour to 6&#160;against (Israel, Palau, Marshall Islands, Federated States of Micronesia, Nauru, United States), with 2&#160;abstentions (Cameroon, Canada). It would also affirm the need to continue UNRWA, pending the achievement of a just solution, and called upon donors to be as generous as possible.&#160; Also by that text, the Assembly would renew the Agency&#8217;s mandate until June&#160;2014 and invite Kuwait to become a member of the Advisory Commission.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The draft was approved by a recorded vote of 163&#160;in favour to 1&#160;against (Israel), with 8&#160;abstentions (Cameroon, Democratic Republic of the Congo, Liberia, Marshall Islands, Federated States of Micronesia, Nauru, Palau, United States).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">By the terms of draft&#160;II, on <u>persons displaced as a result of the June&#160;1967 and subsequent hostilities<\/u>, the Assembly would reaffirm the right of persons displaced as a result of the June&#160;1967 and subsequent hostilities to return to their homes in the territories occupied by Israel, and stressed the need for an accelerated return of the displaced persons, in compliance with the mechanism agreed upon by the parties.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">The text was approved by a vote of 160&#160;in favour to 6&#160;against (Israel, Marshall Islands, Federated States of Micronesia, Nauru, Palau, United States), with 5&#160;abstentions (Cameroon, Canada, Democratic Republic of the Congo, Fiji, Liberia).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:9pt;font-family:Arial, san-serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">By draft&#160;III on <u>UNRWA&#8217;s operations<\/u>, the Assembly would renew the Agency&#8217;s mandate until June&#160;2014 and would invite Kuwait to become a member of the Advisory Commission.&#160; properties and revenues<\/u>&nbsp;would have the Assembly reaffirm that the Palestine refugees were entitled to their property and to the income derived there from.&#160; It would also request the Secretary-General to take all appropriate steps, in consultation with the United Nations Conciliation Commission for Palestine, for the protection of Arab property, assets and property rights in Israel.&#160;
