EU supports historic energy agreement between Israel and Palestinian Authority<\/strong><\/p><\/div>\n

An historic agreement on energy co-operation has been signed today in Rome between Israel, represented by the Minister of National Infrastructure Joseph Paritzky, and the Palestinian Authority, represented by Azzam Shawwa, Minister of Energy and Natural Resources, under the auspices of the European Union (EU), in presence of Italian Deputy-Prime Minister Gianfranco Fini and European Commission Vice-President Loyola de Palacio. <\/strong><\/p><\/div>\n

\n

This new framework aims at creating the concrete basis for an energy dialogue between Israel and Palestinian Authority by identifying and promote interconnection projects of common interest to be integrated in the Euro-Mediterranean Energy Partnership. Several concrete measures were agreed: building of a joint electric generation plant, development of an electric interconnection between Gaza and Netivot, a gas interconnection between Ashkelon and Gaza, definition of a joint framework for bilateral and regional exchange and trade in electricity, development of the co-operation on renewable energy and setting-up of a common platform for the follow-up of the israeli-palestinian energy co-operation. <\/p><\/div>\n

Launched in Athens by May 2003, this renewed dialogue was conducted by a tripartite technical group Israel-Palestinian Authority-European Commission, which met several times in Athens, Jerusalem and Rome between June and September, with the participation of the EU Presidency. «As for European countries after the World War II, the energy dialogue must contribute to reconciliation and co-operation, in order to overcome the oppositions and conflicts, and take commitments for more interdependence and solidarity” declared Loyola de Palacio, vice-president in charge of Energy and Transport. “In this respect, the joint declaration between Israel and Palestinian Authority is significant and represents for all parties a real message of hope” she added. <\/p><\/div>\n

Depuis la conférence d'Athènes, un groupe technique trilatéral Israël Autorité palestinienne – Commission s'est réuni: <\/p><\/div>\n

·\t<\/span><\/span>le 13 juin à Jérusalem; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>le 22 juillet à Bruxelles; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>le 14 août à Jérusalem; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>le 15 septembre à Rome. <\/span><\/p><\/div>\n

Lors d'une réunion ministérielle qui s'est tenue à Bruxelles le 23 juillet avec la participation du ministre italien de l'énergie M. Marzano, un programme de coopération dans le secteur de l'énergie a été adopté. Il couvre: <\/p><\/div>\n

\n

l'élaboration des projets d'interconnexion du gaz<\/strong><\/i> <\/i>et en particulier: <\/p><\/div>\n

<\/p>\n

\n

·\t<\/span><\/span>l'interconnexion du gaz entre Ashkelon et Gaza; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>d'autres options d'interconnexion du gaz devant être mieux définies sur le plan technique entre les parties; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>l'élaboration d'un <\/span>accord sur l'électricité<\/strong><\/i><\/span> comprenant entre autres: <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>des projets d'interconnexion de l'électricité et en particulier la construction de la ligne de 161 KV entre les sous-stations de Gaza et de Netivot; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>des mécanismes pour un système bilatéral et régional de protection en vue d'augmenter la sécurité et la sûreté des approvisionnements en électricité; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>la définition d'un cadre bilatéral et régional pour le commerce et l'échange d'électricité, y compris un système d'échange d'informations; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>une centrale électrique commune pour l'amélioration de la capacité de production de réserve pour le marché de l'électricité israélo-palestinien; <\/span><\/p><\/div>\n

<\/p>\n

\n

le développement de la coopération dans le domaine de la gestion de la demande et de l'utilisation accrue de l'énergie renouvelable<\/strong><\/i>, en particulier l'énergie solaire, par le biais de: <\/p><\/div>\n

<\/p>\n

\n

·\t<\/span><\/span>la promotion des projets industriels de production d'électricité fondés sur l'énergie solaire lorsque cela est faisable sur le plan technique, environnemental et économique; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>la coopération scientifique et technologique pour le développement et la promotion, au niveau bilatéral et régional, des technologies liées aux énergies renouvelables; <\/span><\/p><\/div>\n

\n

·\t<\/span><\/span>programmes de formation conjoints, notamment entre les centres de recherche et les universités; <\/span><\/p><\/div>\n

\n

l'élaboration, sur la base des accords bilatéraux et multilatéraux déjà existants, d'un "<\/strong>accord-cadre israélo-palestinien sur l'énergie"<\/strong><\/i> couvrant les principes qui devraient régir la coopération énergétique entre les parties; <\/p><\/div>\n

<\/p>\n

\n

l'élaboration d'un programme de réhabilitation et d'extension des infrastructures énergétiques auquel des IFI telles que la BEI et le secteur financier privé pourraient être associés; <\/p><\/div>\n

\n

la création d'un office technique conjoint de l'énergie entre Israël et l'Autorité palestinienne qui soutiendrait la coopération énergétique et pourrait bénéficier d'une assistance technique. Les procédures opérationnelles et le mandat de cet organe devraient être arrêtés par les ministres en vue de la conférence de Rome. <\/p><\/div>\n

\n

En outre, les parties ont décidé en principe d'étendre leur coopération aux activités liées au secteur de l'énergie, telles que le secteur de l'eau et en particulier par le biais: <\/p><\/div>\n

<\/p>\n

\n\t\t\t\t·<\/span>  <\/span>d'une coopération dans le domaine des approvisionnements énergétiques destinés aux projets d'intérêt commun concernant des usines de dessalement de l'eau; <\/span>\n\t\t\t\t<\/div>\n
\n\t\t\t\t·<\/span>  <\/span>d'une coopération visant à améliorer le traitement des eaux usées en vue de prévenir la pollution des eaux souterraines.<\/span>\n\t\t\t\t<\/div>\n
