{"id":189294,"date":"1999-11-15T00:00:00","date_gmt":"2019-03-11T22:34:21","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?p=189294"},"modified":"2019-03-11T22:34:21","modified_gmt":"2019-03-11T22:34:21","slug":"auto-insert-189294","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/auto-insert-189294\/","title":{"rendered":"UNDOF &#8211; SecGen report"},"content":{"rendered":"<div>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>REPORT OF THE SECRETARY-GENERAL ON THE UNITED NATIONS<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>DISENGAGEMENT OBSERVER FORCE<\/strong><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>(for the period from 16 May to 15 November 1999)<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">I.&nbsp;&nbsp;INTRODUCTION<\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">1.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The present report gives an account of the activities of the United Nations Disengagement Observer Force (UNDOF) during the past six months in pursuance of the mandate contained in <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/4F79AE6DF5F9B5AC852560CB0075D710.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">Security Council resolution 350 (1974) <\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">and extended in subsequent resolutions, most recently by <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/EB9997170C23C4B80525677F00538F46.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">resolution 1243 (1999)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;of 27 May 1999.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">II.&nbsp;&nbsp;SITUATION IN THE AREA AND ACTIVITIES OF THE FORCE<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>During the period under review, the ceasefire in the Israeli-Syrian sector was maintained without serious incident, and the Force&#39;s area of operation remained calm. The Force supervised the area of separation by means of fixed positions and patrols to ensure that no military forces were in it. It also carried out fortnightly inspections of armament and force Levels in the areas of limitation. Liaison officers from the party concerned accompanied the inspection teams. As in the past, both sides denied inspection teams access to some of their positions and imposed restrictions on the Force&#39;s freedom of movement. Renewed efforts are under way to have those restrictions eased.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Force assisted the International Committee of the Red Cross with facilities for mail and the passage of persons through the area of separation. Within the means available, medical treatment was provided to the local population upon request.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Minefields in the area of operation, especially in the area of separation, continue to be a concern. On 12 September 1999, UNDOF evacuated a Syrian shepherd, who had been injured after stepping on a mine.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>As at November 1999, UNDOF comprised 1,053 troops from Austria (368), Canada (189), Japan (45), Poland (358) and Slovakia (93). The Force was assisted by 78 military observers of the United Nations Truce Supervision Organization (UNTSO). Major General Cameron Ross continued as Force Commander.&nbsp;&nbsp;A map showing the Force&#39;s deployment is attached.<\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">III.&nbsp;&nbsp;FINANCIAL ASPECTS<\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>By its <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/3AEB66ABE5AED701852569DE005548D6.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">resolution 53\/226<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;of 8 June 1999, the General Assembly appropriated an amount of $35,351,308 gross, equivalent to a monthly rate of $2,945,942 gross, for the maintenance of the Force for the period from 1 July 1999 to 30 June 2000. Therefore, should the Council decide to extend the mandate of UNDOF, the cost of maintaining the Force during the extension period would be limited to the monthly rate approved by the General Assembly.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>As at 31 October 1999, unpaid assessments to the Special Account for UNDOF, for the period from the inception of the Force to 30 November 1999, amounted to $53.8 million. Total outstanding assessed contributions for all peacekeeping operations as at the same date amounted to $1,761.2 million.<\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">IV.&nbsp;&nbsp;IMPLEMENTATION OF SECURITY COUNCIL RESOLUTION 338 (1973)<\/p><\/div>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">8.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In deciding in its resolution 1243 (1999) to renew the mandate of UNDOF for a further period of six months, the Security Council also called upon the parties concerned to implement immediately its <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/7FB7C26FCBE80A31852560C50065F878.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">resolution 338 (1973)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">, and requested the Secretary-General to submit, at the end of the period, a report on the developments in the situation and the measures taken to implement that resolution. The search for a peaceful settlement in the Middle East and, in particular, the efforts undertaken at various levels to implement Security Council resolution 338 (1973) were dealt with in my report on the situation in the Middle East (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/EFBB5433A0E9B34B052566BF004DF76C.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">A\/53\/550<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), submitted in pursuance of <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/F7B09CE673E70E88052565A90057515C.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">General Assembly resolution 52\/54<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;of 9 December 1997.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">V.&nbsp;&nbsp;OBSERVATIONS<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">9.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>UNDOF, which was established in May 1974 to supervise the ceasefire called for by the Security Council and the agreement on disengagement between Israeli and Syrian forces of 31 May 1974, has continued to perform its functions effectively, with the cooperation of the parties. The situation in the Israeli-Syrian sector has remained quiet and there has been no serious incident.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">10.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Despite the present quiet in the Israeli-Syrian sector, the situation in the Middle East continues to be potentially dangerous and is likely to remain so, unless and until a comprehensive settlement covering all aspects of the Middle East problem can be reached. I hope that determined efforts will be made by all concerned to tackle the problem in all its aspects, with a view to arriving at a just and durable peace settlement, as called for by the Security Council in its resolution 338 (1973).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">11.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In the prevailing circumstances, I consider the continued presence of UNDOF in the area to be essential. I therefore recommend that the Security Council extend the mandate of the Force for a further period of six months, until 31 May 2000. The Government of the Syrian Arab Republic has given its assent to the proposed extension. The Government of Israel has also expressed its agreement.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">12.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In making this recommendation, I must draw attention to the serious shortfall in the funding of the Force. At present, unpaid assessments amount to $53.8 million. This sum, far larger than the current annual budget of UNDOF, represents money owed to Member States that contribute the troops who make up the Force. I appeal to all Member States to pay their assessments promptly and in full and to clear all remaining arrears.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">13.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In conclusion, I wish to pay tribute to Major General Ross and to the men and women serving with UNDOF. They have performed with efficiency and devotion to duty the important tasks assigned to them by the Security Council.
