Identical letters dated 2 September 2003 from the Permanent Observer of Palestine to the United Nations addressed to the Secretary-General and the President of the Security Council<\/strong><\/p><\/div>\n

\t<\/span>Yesterday, Israel, the occupying Power, committed yet another extrajudicial killing after launching its sixth missile attack in less than two weeks, targeting for assassination even more Palestinians in its relentless military campaign against the Palestinian people throughout the Occupied Palestinian Territory, including East Jerusalem. Monday’s attack, which was carried out by Israeli helicopter gunships, targeted a car travelling on a crowded street in Gaza City and killed one Palestinian man, Khathir Badawi Al-Husari, and wounded more than 30 other Palestinian civilians. This criminal act was preceded on Saturday by the extrajudicial killing of two other Palestinian men, Abdullah Ali Aqel and Farid Yussef Meit, also in Gaza. On that same day, the occupying forces also killed an eight-year-old Palestinian girl, Aya Mahmoud Fayyad, by tank fire in Khan Yunis. The killing of Palestinians continued today when Israeli occupying forces shot and killed a Palestinian man at a checkpoint near Jenin. Also today, an 11-year-old Palestinian girl died tragically of wounds sustained during an Israeli missile attack in Gaza City last week.<\/p><\/div>\n

\n

\t<\/span>As the Palestinian casualties continue to mount as a result of such war crimes being committed by the occupying Power, Israeli officials continue adamantly to declare and reiterate their intentions to press on with the campaign of extrajudicial killings. Indeed, while the Israeli occupying forces persist in carrying out this brutal military campaign, using all means of excessive and indiscriminate force against the Palestinian people, the situation on the ground continues to devolve rapidly and dangerously. Such a deteriorating situation will clearly bring only more suffering to the Palestinian people under Israel’s occupation, exacerbating the already deep humanitarian crisis and gravely diminishing any hopes and potential for peace efforts to succeed.<\/p><\/div>\n

\n

\t<\/span>Urgent measures must be undertaken by the international community to bring an end to these Israeli crimes and violations of international law and international humanitarian law and to stem this downward spiral of developments in the Occupied Palestinian Territory. In this regard, the United Nations Security Council in particular, in upholding its duty to maintain international peace and security, should take action.<\/p><\/div>\n

\n

\t<\/span>This letter is in follow-up to our previous 171 letters to you regarding the crisis in the Occupied Palestinian Territory, including East Jerusalem, since 28 September 2000. These letters, dated from 29 September 2000 <\/span>(<\/span>A\/55\/432-S\/2000\/921<\/a>) <\/span>to 29 August 2003 (<\/span>A\/ES-10\/233-S\/2003\/848<\/a>), constitute a basic record of the crimes committed by the Israeli occupying forces against the Palestinian people since September 2000. For all of these war crimes, State terrorism and systematic human rights violations committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice.<\/span><\/p><\/div>\n

\n

\t<\/span>Accordingly, in follow-up to the above-mentioned letters, it is my regret to inform you that, since my last letter, at least six Palestinians, including children, have been killed by the Israeli occupying forces, raising the total number of martyrs to 2,522 Palestinians. (The names of the martyrs that have been identified thus far are contained in the annex to the present letter.) <\/p><\/div>\n

\t<\/span>I would be grateful if you would arrange to have the text of the present letter and its annex distributed as a document of the tenth emergency special session of the General Assembly, under agenda item 5, and of the Security Council. <\/p><\/div>\n
