\t<\/span>On instructions from my Government and further to our earlier letters concerning Israel's attacks on southern Lebanon and the Western Bekaa and the arbitrary practices against the civilian inhabitants in which it engages on a daily basis, I have the honour to notify you of the series of such incidents that took place in January 1999.<\/p><\/div>\n

1 January 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1130 and 1230 hours Israeli warplanes overflew the South at high altitudes.  Two Israeli reconnaissance aircraft overflew the Tyre and Sidon East areas at high altitudes.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1525 and 1600 hours occupying Israeli forces fired several 155-mm artillery shells at outlying areas of Jibal al-Butm, Zibqin, Majdal Zun, Izziyah and Yatar from their position at Tall Ya`qub.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1545 and 2100 hours occupying Israeli forces and their client militia fired several 120-mm and 81-mm mortar shells and directed a number of bursts of medium-weapons fire at areas around their positions on Razlan, Tahrah, Dabahah and Sujud hills.<\/p><\/div>\n

2 January 1999<\/u><\/p><\/div>\n

\t<\/span>Between 0345 and 0600 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0615 hours Israeli forces fired several 81-mm mortar shells at areas around their position on Dabshah hill.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0925 and 1130 hours Israeli forces and the client militia fired several 155-mm artillery shells, 155-mm and 120-mm mortar shells and direct-fire projectiles at Jabal Sujud, Mazra`at Uqmata and outlying areas of Rayhan from their positions at Shurayfah and Rayhan and on Razlan and Sujud hills.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1710 and 1735 hours Israeli forces and the client militia fired several 155-mm artillery shells and directed a number of bursts of medium-weapons fire at outlying areas of Tulin and Sawwanah and at Wadi al-Hujayr from their positions at Qantarah and Bawwabat Mays al-Jabal.<\/p><\/div>\n

\t<\/span>Beginning at 0230 hours Israeli forces strafed the area around their position at Qal`at al-Shaqif (Château de Beaufort) with medium-weapons fire.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 0400 and 0530 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1710 and 2120 hours an Israeli reconnaissance aircraft overflew the South at high altitude.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 2130 and 2230 Israeli forces and the client militia fired several 155-mm artillery shells, 81-mm mortar shells and direct-fire projectiles at outlying areas of Jba`, the area around Sujud hill, Mazra`at Uqmata, Mlita hill and areas along the Zahrani River from their positions at Zafatah, Sujud hill, Bi'r Kilab and Ksarat al-Urush.<\/p><\/div>\n

\t<\/span>Between 0635 and 0735 hours Israeli forces and the client militia fired several 155-mm artillery shells at outlying areas of Yatar, Jibal al-Butm, Zibqin, Majdal Zun, Mansuri, Izziyah and Buyut al-Siyad from their positions at Tall Ya`qub and on Hardhun hill.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 0640 and 0730 hours an Israeli reconnaissance aircraft overflew the Tibnin area at high altitude.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1615 hours [Israeli] forces on Ahmadiyah hill fired 15 81-mm mortar shells at the area to the south of Jabal Ayn al-Tinah.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1800 and 2130 hours Israeli warplanes overflew the South at various altitudes.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 2100 and 2110 hours Israeli forces and the client militia fired several 155-mm artillery shells and direct-fire projectiles at the outskirts of Sujud from their positions at Zafatah and Ksarat al-Urush.<\/p><\/div>\n

5 January 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0400 and 0430 hours an Israeli gunboat offshore between Mansuri and Qulaylah fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1255 and 1540 hours Israeli warplanes overflew the South, the Western Bekaa and the coastal area of the Shuf at various altitudes, breaking the sound barrier.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1310 and 1425 hours Israeli forces fired several 155-mm artillery shells at outlying areas of Jibal al-Butm, Zibqin and Mazra`at al-Hamra from their positions at Shurayfah and Tall Ya`qub.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1500 hours an infantry patrol of some 20 men from the client militia at Burj hill approached Arnun.  They proceeded to fire in the air in the town's streets.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1955 hours Israeli forces fired three 120-mm mortar shells at the Yuhmur al-Shaqif lowland from their position at Dayr Mimas.<\/p><\/div>\n

6 January 1999<\/u><\/p><\/div>\n

\t<\/span>Between 0000 and 0400 hours occupying Israeli forces bulldozed 16 dwellings in the eastern section of Arnun.<\/p><\/div>\n

\t<\/span>Between 0101 and 1040 hours several 120-mm mortar shells fired from the occupied strip fell on Jabal al-Rafi` and the outskirts of Arabsalim.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1025 and 1330 hours Israeli warplanes overflew the South, the North and the Bekaa at high altitudes.<\/p><\/div>\n

\t<\/span>Between 1720 and 2150 hours an Israeli reconnaissance aircraft overflew the Nabatiyah and Tyre areas at high altitude.<\/p><\/div>\n

\t<\/span>Between 1920 and 2035 hours Israeli forces and the client militia fired  several 81-mm mortar shells and directed a number of bursts of medium-weapons fire at the areas around their positions at Qal`at al-Shaqif (Château de Beaufort) and on Burj hill.<\/p><\/div>\n

\t<\/span>Between 0835 and 0840 hours Israeli forces fired several 155-mm mortar shells at outlying areas of Jibal al-Butm, Zibqin, Majdal Zun, Izziyah and Khirbat Silm from their positions at Tall Ya`qub and Bawwabat Markaba.<\/p><\/div>\n

\t<\/span>At 1145 hours Israeli forces fired several 130-mm shells at Jabal Bir al-Dahr from their position on Ayn Qinya hill.<\/p><\/div>\n

\t<\/span>Between 1330 and 1340 hours Israeli forces fired 13 155-mm artillery shells at outlying areas of Kafra, Yatar, Jibal al-Butm and Zibqin from their position at Tall Ya`qub.<\/p><\/div>\n

\t<\/span>At 1350 hours Israeli forces fired several 155-mm artillery shells at Jabal Sujud and Mazra`at Uqmata from their positions at Shurayfah and Ksarat al-Urush.<\/p><\/div>\n

8 January 1999<\/u><\/p><\/div>\n

\t<\/span>Between 0830 and 1130 hours Israeli warplanes overflew the Bekaa, the North and Mount Lebanon at high altitudes.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0950 and 1145 hours Israeli forces and the client militia fired several 155-mm artillery shells and directed a number of bursts of medium-weapons fire at outlying areas of Yatar, Jibal al-Butm and Izziyah from their positions at Tall Ya`qub and on Ali al-Tahir hill.<\/p><\/div>\n

\t<\/span>Between 1355 and 1410 hours the client militia fired several 120-mm mortar shells at outlying areas of Rshaf, Tiri, Haddatha and Mazra`at Uqmata from its positions at Ruwaysat al-Jamus and Rayhan.<\/p><\/div>\n

\t<\/span>Between 1610 and 1700 hours an Israeli reconnaissance aircraft overflew the Zahrani and Iqlim al-Tuffah areas at high altitude.<\/p><\/div>\n

\t<\/span>Between 1810 and 1820 hours Israeli forces fired seven 155-mm artillery shells at outlying areas of Majdal Zun from their position at Tall Ya`qub.<\/p><\/div>\n

9 January 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1030 and 1130 hours Israeli warplanes overflew all parts of Lebanon at high altitudes, breaking the sound barrier.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1145 and 1215 hours the client militia fired four 120-mm mortar shells at outlying areas of Haddatha from its positions at Ruwaysat al-Jamus and Saff al-Hawa'.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2045 hours the client militia directed several bursts of medium-weapons fire at the area around the Zimriya crossing from its position on Ayn Qinya hill.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2230 hours Israeli forces fired 20 120-mm mortar shells at Jabal Bir al-Dahr from their position on Ahmadiyah hill and directed several bursts of medium-weapons fire at Wadi al-Fatir from their positions at Zimriya, Zuwwiya, Ayn Qinya and Zaghlah.<\/p><\/div>\n

10 January 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0730 and 1130 hours Israeli forces and the client militia directed several bursts of medium-weapons fire at areas around their positions on Suwayda, Dabshah, Tahrah and Ali al-Tahir hills.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1030 and 1200 hours Israeli warplanes overflew all parts of Lebanon at high altitude breaking the sound barrier.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1435 and 1515 hours the client militia fired 20 120-mm mortar shells at areas along the Litani River and the outskirts of Zillaya from Kawkaba and Ahmadiyah hills, severing the high-voltage transmission cable.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1835 and 2200 hours Israeli forces and the client militia fired several direct-fire projectiles and 120-mm mortar shells at Jabal al-Rafi`, the outskirts of Luwayzah and the abandoned Army barracks in Nabatiyah from their positions at Ksarat al-Urush and on Razlan, Tahrah, Dabshah and Ali al-Tahir hills.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1920 and 2010 hours Israeli forces and the client militia fired several 120-mm mortar shells and 155-mm artillery shells at outlying areas of Majdal Zun from their positions on Radar hill and at Tall Ya`qub.<\/p><\/div>\n

<\/p>\n

\n

11 January 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1105 and 1115 hours the client militia fired several 155-mm artillery shells at the abandoned Army barracks in Nabatiyah and a number of 120-mm mortar shells at the outskirts at Jabal al-Rafi` from its positions at Zafatah and in the Razlan hills.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1830 and 1920 hours Israeli warplanes overflew the Western Bekaa and the South and carried out seven attacks on the outskirts of Sujud and Jabal al-Rifi` in which they fired nine air-to-surface missiles.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1950 hours the client militia fired two 120-mm mortar shells at Mazra`at Uqmata from its position at Bi'r Kilab.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 2300 and 2330 hours two Israeli helicopters overflew outlying areas of Shaqra and fired two air-to-surface missiles.  The client militia also fired several 81-mm mortar shells and directed a number of bursts of medium-weapons fire at outlying areas of Majdal Silm and at the nearby wadis from its positions at Hula and Markaba.<\/p><\/div>\n

12 January 1999<\/u><\/p><\/div>\n

\t<\/span>At 0510 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 0635 and 0645 hours Israeli forces fired several 155-mm artillery shells at outlying areas of Shaqra and Yatar from their positions at Bawwabat Mays al-Jabal and Tall Ya`qub.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0940 and 1200 hours Israeli warplanes overflew the Western Bekaa, Mount Lebanon and the South at high altitudes, dropping heat balloons.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1710 and 1900 hours Israeli forces and the client militia fired several 155-mm artillery shells and 120-mm mortar shells at outlying areas of Majdal Silm, Shaqra, Majdal Zun and Wadi al-Qaysiyah from their positions at Bawwabat Mays al-Jabal, Atlar Jaffin, Bi'r Kilab and Ksarat al-Urush.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1830 and 1900 hours two Israeli helicopters flew over the client militia's position on Hardhun hill.<\/p><\/div>\n

13 January 1999<\/u><\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1200 and 1230 hours three waves of Israeli warplanes attacked areas along the Litani River to the west of Zillaya and Jabal Tumat Niha.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1445 hours the client militia's security apparatus arrested Rida Hasan al-Tawil in Kafr Killa and took him to Khiyam detention camp.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1500 and 2150 hours Israeli warplanes overflew the Mount Lebanon and Western Bekaa areas at various altitudes, breaking the sound barrier.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2320 hours Israeli warplanes attacked Jabal al-Rafi`, firing four<\/p><\/div>\n

\n

air-to-surface missiles.<\/p><\/div>\n

\t<\/span>At 2325 hours Israeli forces and the client militia fired several 155-mm artillery shells and 120-mm mortar shells at Mlita hill, Jabal al-Rafi` and outlying areas of Arabsalim from their positions at Zafatah and Ksarat al-Urush.<\/p><\/div>\n

\t<\/span>Between 0525 and 0640 hours Israeli forces and the client militia fired several 81-mm mortar shells and directed a number of bursts of medium-weapons fire at Wadi al-Qaysiyah and Mazra`at al-Hamra from their positions on Rum hill and at Mays al-Jabal and Zafatah.<\/p><\/div>\n

\t<\/span>At 0915 hours Israeli warplanes overflew Tyre and its surroundings at low altitudes.<\/p><\/div>\n

\t<\/span>Between 0630 and 0745 hours the client militia fired 34 artillery shells of miscellaneous calibre at Jabal Bir al-Dahr and areas along the Litani River from its positions inside the occupied strip.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0830 and 0900 hours Israeli forces fired several 155-mm artillery shells and direct-fire projectiles at the outskirts of Luwayzah from their positions at Shurayfah and Ksarat al-Urush.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0730 hours Israeli warplanes attacked the Iqlim al-Tuffah heights (Mlita), and the Jarju` – Tasah Spring – Luwayzah road came under intense artillery fire.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1005 and 1320 hours the client militia fired several 120-mm mortar shells at areas along the Tasah Spring and outlying areas of Jarju` and Luwayzah from its positions at Zafatah and on Rahamin hill.<\/p><\/div>\n

\t<\/span>At 2140 hours the client militia fired three tank shells at Jabal Bir al-Dahr from its position on Ayn Qinya hill.<\/p><\/div>\n

16 January 1999<\/u><\/p><\/div>\n

\t<\/span>Between 0310 and 0635 hours the client Israeli forces fired several 155-mm artillery shells and 120-mm and 81-mm mortar shells at outlying areas of Jibal al-Butm, Majdal Zun, Yuhmur and Wadi al-Qaysiyah from their positions at Tall Ya`qub, Bawwabat Mays al-Jabal, Zafatah and Qal`at al-Shaqif (Château de Beaufort).<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0310 and 0630 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0700 hours the Hamra-Sawwan areas, areas between Zawtar al-Gharbiyah and Qa`qa`iyat al-Jisr and areas along the Zahrani River came under artillery fire from positions of the Israeli occupation forces.<\/p><\/div>\n

\t<\/span>At 2100 hours Israeli forces fired several direct-fire projectiles at the outskirts of Luwayzah and the area around Sujud hill from their position at Ksarat al-Urush.<\/p><\/div>\n

\t<\/span>Between 0045 and 0620 hours Israeli forces and the client militia fired several 155-mm artillery shells and 81-mm mortar shells at Mazra`at al-Hamra from their positions at Zafatah and Qal`at al-Shaqif (Château de Beaufort) and on Dabshah and Ali al-Tahir hills.<\/p><\/div>\n

<\/p>\n

\t<\/span>At 0630 hours Israeli forces fired several 155-mm artillery shells at Wadi al-Qaysiyah, Ghazzi and Majdal Silm from their position at Bawwabat Mays al-Jabal.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 0930 and 1035 hours an Israeli reconnaissance aircraft overflew the Sidon and Tyre areas at high altitude.<\/p><\/div>\n

<\/p>\n

\t<\/span>Between 1830 and 1900 hours Israeli forces and the client militia fired several 120-mm and 155-mm mortar shells at outlying areas of Mayfadun from their positions at Zafatah and Tayyibah and on Suwayda hill.<\/p><\/div>\n

18 January 1999<\/u><\/p><\/div>\n

<\/p>\n

\t<\/span>Beginning at 0430 hours the client militia fired several 120-mm mortar shells at parts of Jabal Sujud from its position in the Razlan hills.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0830 and 1250 hours Israeli forces and the client militia fired several 120-mm mortar shells and directed a number of bursts of medium-weapons fire at areas around Sujud and Radar hills from their positions on Radar and Razlan hills.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0915 and 1000 hours the client militia fired several 120-mm mortar shells at areas around Sujud hill, Jabal Safi and Jabal al-Rafi` from its position on Razlan hill.<\/p><\/div>\n

<\/p>\n

19 January 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1120 hours the client militia fired several 120-mm mortar shells at parts of Sujud hill from its position on Razlan hill.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1130 hours the outskirts of Buyut al-Siyad, Mansuri and Majdal Zun came under concentrated artillery fire from occupation positions and the client militia in the Bayadah locality.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>For unknown reasons, the Bayt Yahun crossing remained closed to passage by vehicles and pedestrians in both directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2125 hours Israeli forces fired several 81-mm mortar shells and directed a number of bursts of medium-weapons fire at areas around their positions at Qal`at al-Shaqif (Château de Beaufort) and on Dabshah hill.<\/p><\/div>\n

\t<\/span>At 2135 hours Israeli warplanes overflew the South at high altitude.<\/p><\/div>\n

\t<\/span>At 0520 hours Israeli forces and the client militia fired several 81-mm mortar shells and directed a number of bursts of medium-weapons fire at the abandoned Army barracks in Nabatiyah from their positions on Dabshah and Ali al-Tahir hills.<\/p><\/div>\n

\t<\/span>Between 2130 and 2150 hours the client militia fired several 81-mm mortar shells at areas around its positions on Tahrah, Sujud and Suwayda hills.<\/p><\/div>\n

<\/p>\n

\t<\/span>The Lebanese Government strongly condemns the continued Israeli occupation and the fresh attacks and arbitrary practices against the Lebanese civilian population that have caused further serious damage to property.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Like previous attacks, this new series is in flagrant violation of the sovereignty and independence of Lebanon and constitutes a breach of the purposes and principles of the Charter of the United Nations, of international law and of basic human rights.<\/p><\/div>\n
