LETTER DATED 3 APRIL 1982 FROM THE CHARGE D 'AFFAIRES A.I. OF THE<\/p><\/div>\n

PERMANENT MISSION OF ISRAEL TO THE UNITED NATIONS ADDRESSED TO<\/p><\/div>\n

\n

THE PRESIDENT OF THE SECURITY COUNCIL<\/p><\/div>\n

\n

\t<\/span>I wish to draw your urgent attention to the latest atrocity committed by the PLO terrorists – this time, against an Israeli diplomat stationed in Paris, France.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Today at approximately 12:30 P.M. local time a diplomat at the Israel Embassy in Paris was shot and killed in cold blood at the entrance of the house in which he resided. The diplomat, Mr. Yacov Bar-Simantov, was about to leave the house in the company of his wife, his 10 year-old daughter and his 17 year-old son.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Mr. Bar-Simantov's family watched in horror as the assassin, a twenty-year old woman shot him at point-blank range from a revolver and fled the scene. The diplomat's young son gave chase to the murderess who threatened to kill him as well if he did not desist.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>This heinous crime was claimed shortly later by an organization calling itself "the Lebanese Armed Revolutionary Fraction", the same organization that boasted of an attack against an Israel Embassy Trade Mission on Wednesday, 31st of March last (See my letter to the President of the Security Council dated 31 March S\/14939).<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Responsibility for this murder, as well as for the attack on the Israel Trade Mission is squarely with the PLO perpetrators who have the cowardly habit of hiding behind assumed names ("Black September", "Eagles of the Revolution" etc., etc. all aliases for the same group of murderers) .<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Government of Israel views these crimes with utmost seriousness. The PLO bandits make no distinction between the murder of men, women or children, Jews or Israelis residing in Israel or abroad. We have had occasion, in the past, to draw the attention of the Security Council to attacks against synagogues, nurseries, schools and homes of peaceful, innocent citizens, by the PLO who have no way of quenching their thirst for blood. These acts are conducted on a world-wide scale with the financial support of Arab countries.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Government of Israel will hold the instigators, the perpetrators and the abettors of these crimes responsible and answerable for their deeds.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>I have the honour to request that this letter be circulated as a document of the Security Council.<\/p><\/div>\n
