THE SITUATION IN THE MIDDLE EAST<\/p><\/div>\n

Letter dated 16 June 1999 from the Permanent Representative<\/u><\/p><\/div>\n

\n

of Lebanon to the United Nations addressed to the <\/u>Secretary-General<\/u><\/p><\/div>\n

\n

\t<\/span>On instructions from my Government and further to our earlier letters concerning Israel's attacks on southern Lebanon and the Western Bekaa and the arbitrary practices against the civilian inhabitants in which it engages on a daily basis, I have the honour to notify you of the series of such incidents that took place in May 1999.<\/p><\/div>\n

<\/p>\n

1 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0105 hours Israeli occupation forces fired 10 155-mm artillery shells at Jabbur pool from the Abu Qamhah position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At various times between 0025 and 0525 hours Israeli occupation forces and the proxy militia in positions at Tall Ya`qub, Zafatah, Jabal Balat and Dabshah hill fired several 155-mm artillery shells and 120-mm mortar shells and directed bursts of medium-weapons fire at outlying areas of Jibal al-Butm, Zibqin, Majdal Zun, Mazra`at al-Hamra and the area around Dabshah hill.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>For unknown reasons, the Lahad proxy militia continued to keep the Rum-Jazzin crossing closed.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1150 hours Israeli occupation forces and the proxy militia in positions on Sujud hill and Shurayfah hill fired several 155-mm artillery shells and directed bursts of fire at the area around Sujud hill and the Umqata lowland.  A shell landed in Sarba near the home of Idmun al-Haluw, causing serious damage.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Lahad proxy militia elements expelled Ali Husayn Hammadah, 59, and Zahrah Husayn Shararah, 60, from Bint Jubayl, their home town, by way of the Bayt Yahun crossing because their two sons refused to cooperate with the occupation.<\/p><\/div>\n

\n

\t<\/span>Between 1705 and 1740 hours Israeli occupation forces at Qal`at al-Shaqif (Château de Beaufort) fired several rifle-launched grenades at areas around the castle and outlying areas of Yuhmur and Arnun.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 2045 and 2110 hours Israeli occupation forces fired several 155-mm artillery shells at outlying areas of Majdal Zun and Zibqin from inside the occupied strip.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2305 hours Israeli occupation positions in the occupied strip shelled the outskirts of Zibqin, Shu`aytiyah and Jibal al-Butm.<\/p><\/div>\n

<\/p>\n

\n

2 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0800 and 0815 hours the Lahad proxy militia fired several 155-mm artillery shells, two 120-mm mortar shells and two direct-fire rounds at outlying areas of Zibqin, Izziyah and Majdal Zun from positions at Tall Ya`qub, Hardhun and Shama`.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0920 hours Israeli forces and the proxy militia fired several 155-mm artillery shells and 120-mm mortar shells at areas along the Tasah spring, Mlita and the area around Sujud hill from their positions at Shurayfah and Ksarat al-Urush.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1015 and 1130 hours Israeli warplanes overflew the South, the Western Bekaa and Mount Lebanon at high altitudes and a reconnaissance aircraft overflew areas of the South.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1030 hours the Lahad militia prevented a funeral procession from using the Bayt Yahun crossing so that the deceased, Safiyah Faw`ani, could be buried in Hula, her home town.  A warning was issued that anyone who tried to approach would be fired upon.  The elements stationed at the crossing also prevented people from Hula from crossing to attend the funeral.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1620 hours occupying Israeli forces fired five 155-mm artillery shells at the Surayrah hills from the Abu Qamhah position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At intervals between 1720 and 2130 hours Israeli occupation forces at Ksarat al-Urush and Shurayfah hill fired several 120-mm mortar shells at areas along the Tasah spring, the outskirts of Luwayzah, Mlita hill and the area around Sujud hill.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2250 hours Israeli forces at Tall Ya`qub fired several 155-mm artillery shells and 120-mm mortar shells at outlying areas of Majdal Zun, Zibqin and Izziyah.  The shelling continued until 0345 hours on 3 May.<\/p><\/div>\n

<\/p>\n

3 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At intervals between 0530 and 0610 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0610 hours occupying Israeli forces and the proxy militia fired several 120-mm mortar shells and 155-mm artillery shells at the area around Sujud hill and areas along the Zahrani River from the Shurayfah and Zafatah positions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0700 and 0740 hours Israeli forces fired several 155-mm artillery shells, 81-mm and 120-mm mortar shells and direct-fire rounds at outlying areas of Majdal Zun, Mansuri, Izziyah and Hinniyah from the Tall Ya`qub and Radar positions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0955 hours Israeli warplanes carried out a mock attack on an outlying area of Jibal al-Butm, breaking the sound barrier.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1145 hours Muhammad Husayn al-Zayn was seriously wounded in his home in Majdal Silm when it came under fire from an Israeli occupation position in Tallusah.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At intervals between 1140 and 1750 hours Israeli warplanes overflew the Western Bekaa, the North, Kasrawan, the Shuf and the South at high altitudes.  A reconnaissance aircraft also overflew the South.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1850 hours Israeli forces at Abu Qamhah and on Ahmadiyah hill fired several 155-mm artillery shells and 120-mm mortar shells at the outskirts of Qilya and Zillaya and at Jabal Abu Rashid.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1905 hours Israeli occupation forces fired several 155-mm high-explosive and phosphorus artillery shells at areas along the Litani River south of Zillaya.  The shelling caused fires to break out among the olive trees.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2100 hours Israeli forces at Abu Qamhah fired two 155-mm artillery shells at Jabal Bir al-Dahr and launched one illumination flare over the Zimriya position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2340 hours Israeli forces shelled the Sawwan area between Zawtar al-Gharbiyah and Qa`qa`iyat al-Jisr from the Zafatah position.<\/p><\/div>\n

<\/p>\n

4 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0000 and 0030 hours Israeli occupation forces and the collaborators' militia in positions at Ruways, Ruwaysat al-Jamus, Ayn Qinya and Abu Qamhah fired several 155-mm artillery shells and 81-mm and 120-mm mortar shells and directed bursts of medium-weapons fire at outlying areas of Tiri, Rshaf, Haddatha, Jabal Bir al-Dahr and the Mimis sector.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0450 hours an Israeli gunboat off Bayyadah fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0500 hours the Lahad militia fired three 130-mm artillery shells at Jabal Bir al-Dahr from the Ayn Qinya position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0915 and 0930 hours the Lahad militia fired several 120-mm mortar shells at outlying areas of Haddatha from the Ruways position north-east of Rshaf.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1050 and 1355 hours Israeli warplanes overflew the South, the Western Bekaa and Mount Lebanon.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0900 and 1220 hours four Israeli occupation bulldozers levelled the shoulders of the Hasbayya – Abu Qamhah road, uprooting a number of olive trees and destroying crops.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1615 and 1625 hours Israeli warplanes overflew the South and the Western Bekaa at various altitudes and attacked Shamis (north of Ayn al-Majdalayn in Jazzin district).<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2000 hours the Lahad militia strafed the area around the Hardhun hill position (north-west of Shama`) with medium-weapons fire.  The high-tension cable was hit in the shooting and electricity supply to Mansuri and Majdal Zun was disrupted.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2145 hours the Lahad proxy militia fired several 120-mm mortar shells at the Kurum al-Arz area, Jazzin district, from the Ayn al-Tughrah position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 2230 and 2300 hours Israeli helicopters overflew Hinniyah, Majdal Zun, Zibqin, Jibal al-Butm and Hannawiyah and fired eight air-to-surface missiles at outlying areas of Hinniyah, Jibal al-Butm and Zibqin.  One dwelling in Zibqin received direct hits from three missiles and other dwellings were damaged.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2230 hours Israeli warplanes attacked the Shaykh Habib neighbourhood of Ba`labakk, firing an air-to-surface missile.  One building was demolished and an adjacent mosque was damaged; and three residents were wounded, namely In`am Amhaz, Ali Abd al-Karim Amhaz and Husayn al-Jamal.<\/p><\/div>\n

5 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0510 hours Israeli occupation forces fired several 155-mm artillery shells at outlying areas of Jibal al-Butm and Zibqin from their position at Tall Ya`qub.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0500 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0930 hours the Lahad proxy militia closed the Batir-Jazzin crossing to passage in both directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1120 and 1125 hours Israeli forces fired three 155-mm artillery shells at outlying areas of Jba` from the Shurayfah position. They resumed shelling from the same position at 1130 hours and fired at Wadi Kafra (north-east of Jba`), Jabal al-Rafi` and outlying areas of Luwayzah.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1215 and 1245 hours Israeli occupation forces at Abu Qamhah and Ibl al-Saqi fired 22 155-mm artillery shells at Jabal Bir al-Dahr and outlying areas of Ayn al-Tinah.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At intervals between 1315 and 1515 hours Israeli warplanes and a reconnaissance aircraft overflew the South, the Western Bekaa and the North.  At 1450 hours they attacked areas along the Litani River between Zillaya and Yuhmur, firing two air-to-surface missiles.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1550 and 1610 hours Israeli occupation forces fired 20 155-mm artillery shells at areas along the Litani River from the Abu Qamhah position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2140 hours Israeli occupation forces fired four 155-mm artillery shells at Mazra`at al-Hamra from the Shurayfah position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2210 hours Israeli warplanes attacked the area between Ayn Bu Siwar and Jabal Safi, firing five air-to-surface missiles, while an Israeli gunboat off the southern coast was strafing the shore between Mansuri and Ra's al-Ayn.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 2300 and 2320 hours Israeli forces fired five 155-mm artillery shells at Wadi al-Qaysiyah and shelled the Ayn area, between Yatar and Jibal al-Butm, from positions in the occupied strip.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2310 hours two Israeli helicopters strafed the outskirts of Jibal al-Butm and Zibqin while Israeli warplanes overflew Tyre at low altitudes.<\/p><\/div>\n

6 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0510 and 0620 hours Israeli occupation forces and the proxy militia in positions at Suwayda, Dabshah, the Mays al-Jabal checkpoint and Tall Ya`qub fired several 81-mm mortar shells at areas along the Zahrani River and areas around Dabshah hill and several 155-mm artillery shells at Wadi al-Qaysiyah and outlying areas of Yatar.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0645 hours Mazra`at al-Hamra, the Yuhmur lowland and the outskirts of Zawtar al-Sharqiyah and Zawtar al-Gharbiyah came under artillery fire from the Israeli occupation position at Zafatah.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0710 hours Israeli forces at Dabshah hill fired three 155-mm artillery shells at the Yuhmur lowland.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0730 hours Israeli warplanes attacked outlying areas of Yatar, firing two air-to-surface missiles.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0850 hours several 155-mm artillery shells fired from Israeli occupation positions in the occupied strip fell in the Birkah locality, between Majdal Silm and Shaqra.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1015 and 1030 hours the Lahad collaborators' militia fired three artillery shells at the southernmost neighbourhood of Arabsalim.  A house belonging to Husayn Ahmad Salih was badly damaged.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1130 hours Israeli occupation forces fired four 155-mm artillery shells from the Abu Qamhah position that fell near the vocational school in Mashgharah.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1755 and 1820 hours Israeli forces fired several 155-mm artillery shells at outlying areas of Majdal Zun, Yatar, Izziyah and Qulaylah from the Tall Ya`qub position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1900 hours Israeli warplanes attacked outlying areas of Qulaylah and Hinniyah, firing three air-to-surface missiles.  Five occupied dwellings in Qulaylah were damaged.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2310 hours Israeli forces fired several 155-mm artillery shells at Wadi al-Qaysiyah and outlying areas of Khirbat Silm and Yatar from the positions at the Mays al-Jabal checkpoint and Tall Ya`qub while Israeli helicopters and reconnaissance aircraft overflew the Tibnin and Tyre areas at medium altitudes.<\/p><\/div>\n

\t<\/span>At 2335 hours Israeli forces and the proxy militia fired several 155-mm artillery shells at the Yuhmur lowland and outlying areas of Qa`qa`iyat al-Jisr from the Shurayfah and Zafatah positions.<\/p><\/div>\n

7 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0430 hours Israeli occupation forces at Dabshah hill fired several 155-mm artillery shells at outlying areas of Mayfadun.  One resident, Qasim Ali al-Madhbuh, was wounded in the shelling.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0930 and 1030 hours an Israeli reconnaissance aircraft overflew the Nabatiyah, Iqlim al-Tuffah, Sidon East and Western Bekaa areas.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1215 and 1230 hours Israeli forces fired several 155-mm artillery shells at outlying areas of Zibqin, Mansuri, Majdal Zun, the area around Sujud hill and areas along the Tasah spring from the Tall Ya`qub and Shurayfah positions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1330 and 1430 hours Israeli warplanes overflew the South and the Rashayya district.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1500 hours Israeli forces fired 14 155-mm artillery shells at outlying areas of Yatar from the Tall Ya`qub position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1540 hours Israeli warplanes attacked outlying areas of Yatar, firing eight air-to-surface missiles.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1840 hours Israeli forces fired six 155-mm artillery shells at outlying areas of Yatar from the Tall Ya`qub position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1930 and 2010 hours Israeli warplanes overflew the South.  At 1940 hours they attacked outlying areas of Yatar, firing two air-to-surface missiles.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2300 hours Israeli forces at Tahrah fired five artillery shells at the Maydanah lowland and Wadi al-Akhdar near Arabsalim and Kafr Rumman.<\/p><\/div>\n

<\/p>\n

\n

8 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>During the morning, the Lahad proxy militia proceeded to close the Batir-Jazzin and Rum-Jazzin crossings.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 0715 hours the Lahad militia fired three 120-mm mortar shells at the Jabbur pool area from the Ahmadiyah position.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1415 and 1445 hours occupying Israeli forces fired four 160-mm mortar shells at outlying areas of Jibal al-Butm and five direct-fire rounds at outlying areas of Yatar from the Dahr al-Jabal position (south-east of Ramiyah).<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1735 hours six 155-mm artillery shells fired from the occupation position at Hardhun fell in the Antarah area between Jibal al-Butm and Yatar.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1740 hours Israeli forces at Tall Ya`qub fired six 155-mm artillery shells at outlying areas of Jibal al-Butm and Zibqin.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2215 hours the Lahad collaborators' militia fired five 120-mm mortar shells at Jabal Ayn al-Tinah from the Ahmadiyah position.<\/p><\/div>\n

<\/p>\n

\n

9 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At intervals between 0430 and 0540 hours an Israeli gunboat off Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>The Lahad militia prevented people from Mays al-Jabal from leaving for the liberated areas by way of the Bayt Yahun crossing.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1210 hours the Lahad proxy militia directed light-weapons fire at a vehicle belonging to Kamil Jawad Muruwwah of Yuhmur after he had come to a halt in order to speak with his brother near the Arnun pool.  He was held for half an hour after shots were fired over his head.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1245 and 1345 hours Israeli occupation positions at Abu Qamhah fired 16 155-mm artillery shells at areas along the Litani River and outlying areas of Maydun and Ayn al-Tinah.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1735 and 1815 hours Israeli occupation forces fired several 155-mm artillery shells and 120-mm and 160-mm mortar shells at outlying areas of Yatar, Jibal al-Butm and Zibqin from the Tall Ya`qub, Dahr al-Jamal, Shurayfah and Zafatah positions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 2005 and 2030 hours the Lahad collaborators' militia fired several 120-mm mortar shells at outlying areas of Jba`.<\/p><\/div>\n

<\/p>\n

\n

10 May 1999<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At intervals between 0011 and 0515 hours Lahad proxy militia positions at Shaqif al-Naml, Rum, Suwayda and Tahrah fired several 81-mm mortar shells and directed bursts of medium-weapons fire at outlying areas of Haddatha, areas along the Zahrani River and areas around the aforesaid hills themselves.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0400 and 0600 hours an Israeli gunboat off the coast between Ra's al-Ayn and Mansuri fired several bursts of medium-weapons fire in all directions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 0550 and 0610 hours the Lahad proxy militia at Zafatah, Suwayda and Tahrah fired several 155-mm artillery shells and 81-mm mortar shells and directed bursts of medium-weapons fire at areas along the Zahrani River, Arabsalim, Wadi al-Kafur and Habbush.  One dwelling in Arabsalim was hit in the shelling.<\/p><\/div>\n

<\/p>\n

\t<\/span>At 0505 hours Israeli occupation forces shelled Wadi al-Usfur and the outskirts of Arabsalim from the Dabshah and Ali al-Tahir positions.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At intervals between 1400 and 1630 hours Israeli warplanes overflew the South, breaking the sound barrier in the Tyre area.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 1820 hours Israeli occupation forces at Dahr al-Jamal and Tall Ya`qub fired 11 160-mm mortar shells and 155-mm artillery shells at outlying areas of Zibqin, Jibal al-Butm and Yatar.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Between 1855 and 1910 hours Israeli warplanes attacked outlying areas of Zibqin and Yatar, firing four air-to-surface missiles.<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>At 2130 hours Israeli forces fired 13 155-mm artillery shells and 120-mm mortar shells at Jabal al-Rafi` and Jabal Safi and at outlying areas of Jba` from the Shurayfah and Ksarat al-Urush positions.<\/p><\/div>\n

\t<\/span>The Lebanese Government strongly condemns the continued Israeli occupation and the fresh attacks and arbitrary practices against the Lebanese civilian population that have left a number of dead and wounded and have caused further serious damage to property.<\/p><\/div>\n

\t<\/span>Like previous attacks, this new series is in flagrant violation of the sovereignty and independence of Lebanon and constitutes a breach of the purposes and principles of the Charter of the United Nations, of international law and of basic human rights.<\/p><\/div>\n
