FURTHER CONSIDERATION OF THE QUESTION OF THE FUTURE GOVERNMENT<\/strong><\/p><\/div>\n

OF PALESTINE: PROTECTION OF THE CITY OF JERUSALEM<\/strong><\/p><\/div>\n

\n

AND ITS INHABITANTS<\/strong><\/p><\/div>\n

\n

FRANCE: AMENDMENT TO THE DRAFT RESOLUTION PROPOSED<\/p><\/div>\n

\n

BY THE PRESIDENT*<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>Substitute the following text for the last paragraph of Document A\/545<\/p><\/div>\n

<\/p>\n

\n

Whereas at the expiry of the British Mandate the Special Municipal Commissioner referred to in paragraph 3 of Section II of the Report of the Trusteeship Council on the protection of the City of Jerusalem and its inhabitants, will no longer be empowered by any regular authority, it is urgently necessary that the United Nations appoint a special delegate to proceed immediately to Jerusalem with the following instructions and powers:<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(a) To secure compliance with the cease-fire order already issued for the old city;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(b) To co-operate with the Truce Commission established by the Security Council to secure a truce that shall cover the whole city of Jerusalem within the present municipal boundaries;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(c) To exercise in the name of the United Nations, temporarily and until the future of the Holy City shall be determined, power of control over the whole of the municipal government and particularly to ensure that all expedient steps are taken to safeguard and conserve the assets of the municipality;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(d) To observe the preservation and maintenance in good condition of the Holy Places;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(e) Generally to ensure respect for the fundamental rights of man;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(f) To ensure the maintenance of order and security in the Holy City, and for that purpose to organize the necessary municipal police forces<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>(g) Guided by humane considerations, and with the co-operation of the Jewish and Arab communities of the Holy City, to explore all suitable means of ensuring the supply to the City of food, water, and the like.<\/p><\/div>\n
