One missile missed its target, but the other struck the front of the tank, fatally wounding an Israeli soldier, St.-Sgt. Elad Litvak.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>This latest act of aggression comes amidst continuous attacks and provocations emanating from Lebanese territory since Israel&#8217;s withdrawal in May 2000, a withdrawal confirmed by the Secretary-General (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/736411AF9BC6369585256903004F90C1.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/590<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), endorsed by the Security Council (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/FCCB334AC2E1AC6C8525690B0063667E.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">S\/PRST\/2000\/21<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">) and referred to in <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/4386B26285175190852569B60058EE10.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">Security Council resolution 1310 (2000)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">. Mobs regularly gather on the Lebanese side of the border to harass Israeli soldiers and civilians with rocks, Molotov cocktails and other explosives. Hizbullah has also carried out a number of more serious attacks which have resulted in the deaths of three Israeli soldiers and the abduction of three others.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>This missile attack clearly violates Security Council resolutions <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/E25DAE8E3CE54FB5852560E50079C708.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">425 (1978)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;and <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/DB9FD6B989BC0381852560E50079A532.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">426 (1978)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">, as well as 1310 (2000) and <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/5F140B3A4644923B852569E500506C38.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">1337 (2001)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">, and established principles of international law as expressed, inter alia, in the Declaration on Principles of International Law concerning Friendly Relations and Cooperation among States in accordance with the Charter of the United Nations, as contained in General Assembly resolution 2625 (XXV) of 24 October 1970. That Declaration provides that sovereignty carries a responsibility not to allow terrorist acts to be organized and prepared on one&#8217;s territory, or launched from it. Lebanon&#8217;s backing of Hizbullah, allowing the organization to establish an elaborate terrorist infrastructure and to launch terrorist attacks against Israel from Lebanese soil, stands in direct conflict with resolution 2625 (XXV) and international norms.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"text-align:left;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Saturday&#8217;s attack was confirmed, in a statement issued today by the Personal Representative of the Secretary-General for Southern Lebanon, to be both an infringement of resolution 425 (1978) and a violation of the Blue Line. Israel has repeatedly drawn the attention of the international community to this ongoing series of violations in letters dated 16 February 2001 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/DB7602AFB9E6287F852569FA004F6624.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">A\/55\/792-S\/2001\/142<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), 6 February 2001 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/5024BBE352D5F80D852569ED004CDBF8.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">A\/55\/767-S\/2001\/111<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), 26 November 2000 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/9218780D1A195734852569AC00594FDF.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/1121<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), 23 October 2000 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/2793E7AE30F1F054852569820070F049.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/1011<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), 19 October 2000 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/08C09676FD8E4D6C8525697E004ABDC1.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/1002<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">) and 7 October 2000 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/91852BCC7E64E1C485256973005255F9.pdf\" style=\"color:#0000ff;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/969<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">).<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The State of Israel holds the Governments of Lebanon and Syria directly responsible for this latest act of aggression. Despite the repeated urgings of Israel and other voices in the international community, the Government of Lebanon has consistently failed to fulfill its obligations under resolution 425 (1978) and subsequent Security Council resolutions with regard to the restoration of international peace and security and the return of its effective authority in the area.<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Syrian Government&#8217;s support of Hizbullah, and its permitting of overland arms transfer from Iran to Hizbullah through Syrian territory, has directly enhanced the capability of the organization to launch deadly attacks against Israel.
