An account of the Committee&#8217;s discussion of the item is contained in the relevant summary records (A\/C.2\/55\/SR.15 and 34). Attention is also drawn to the general debate held by the Committee at its 3rd to 7th meetings, on 2, 3 and 5 October (see A\/C.2\/55\/SR.3-7).<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>For its consideration of the item, the Committee had before it the following documents:<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>(a)<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Note by the Secretary-General on the economic and social repercussions of the Israeli occupation on the living conditions of the Palestinian people in the occupied Palestinian territory, including Jerusalem, and of the Arab population in the occupied Syrian Golan (A\/55\/84-E\/2000\/16);<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>(b)<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Letter dated 5 May 2000 from the Permanent Representative of Nigeria to the United Nations addressed to the President of the General Assembly, transmitting the Declaration and the Programme of Action adopted by the South Summit of the Group of 77, held at Havana from 10 to 14 April 2000 (A\/55\/74).<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the 15th meeting, on 17 October, the Executive Secretary of the Economic and Social Commission for Western Asia made an introductory statement (see A\/C.2\/55\/SR.15).<\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>II.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Consideration of draft resolutions A\/C.2\/55\/L.7 and Rev.1<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the 19th meeting, on 20 October, the representative of Egypt, on behalf of Algeria, Bangladesh, Egypt, Indonesia, Jordan, Kuwait, Lebanon, Malaysia, Oman, the Sudan, Tunisia, the United Arab Emirates and Palestine, introduced a draft resolution entitled &#8220;Permanent sovereignty of the Palestinian people in the occupied Palestinian territory, including Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources&#8221;. Subsequently, Brunei Darussalam, Morocco, Qatar and Yemen joined in sponsoring the draft resolution, which read:<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#8220;<i>The General Assembly<\/i>,<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#8220;4.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Calls upon<\/i>&nbsp;Israel, the occupying Power, not to exploit, to cause loss or depletion of or to endanger the natural resources in the Occupied Palestinian Territory, including Jerusalem, and in the occupied Syrian Golan;<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#8220;5.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Recognizes<\/i>&nbsp;the right of the Palestinian people to claim restitution as a result of any exploitation, loss or depletion of, or danger to, their natural resources, and expresses the hope that this issue will be dealt with in the framework of the final status negotiations between the Palestinian and Israeli sides;<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>&#8220;6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span><i>Requests<\/i>&nbsp;the Secretary-General to report to it at its fifty-sixth session on the implementation of the present resolution, and decides to include in the agenda of its fifty-sixth session the item entitled &#8216;Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources&#8217;.&#8221;<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the 34th meeting, on 15 November, the Chairman of the Committee, Alexandru Niculescu (Romania), informed the Committee of the outcome of the informal consultations held on draft resolution A\/C.2\/55\/L.7 and drew the Committee&#8217;s attention to a revised draft resolution entitled &#8220;Permanent sovereignty of the Palestinian people in the Occupied Palestinian Territory, including Jerusalem, and of the Arab population in the occupied Syrian Golan over their natural resources&#8221; (A\/C.2\/55\/L.7\/Rev.1), submitted by the sponsors of draft resolution A\/C.2\/55\/L.7 and Cuba, Malta and Saudi Arabia.<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-bottom:5.5px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">7.<span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>At the same meeting, the Committee adopted draft resolution A\/C.2\/55\/L.7\/Rev.1 by a recorded vote of 131 to 2, with 3 abstentions (see para. 11).
