1.\t<\/span>At its 3rd plenary meeting, on 17 September 1999, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its fifty-fourth session the item entitled "Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories" and to allocate it to the Special Political and Decolonization Committee (Fourth Committee).<\/p><\/div>\n

<\/p>\n

\n

2.\t<\/span>The Fourth Committee considered the item at its 8th, 9th and 19th meetings, on 11 and 13 October and 4 November 1999 (see A\/C.4\/54\/SR.8, 9 and 19). The general debate on the item was held at the 8th and 9th meetings (see A\/C.4\/54\/SR.8 and 9).<\/p><\/div>\n

\t<\/span>5.\t<\/span>At the same meeting, the Permanent Observer of Palestine to the United Nations made a statement (see A\/C.4\/54\/SR.8).<\/p><\/div>\n

6.\t<\/span>At the 19th meeting, on 4 November, the representative of Cuba, on behalf of Bahrain, the Comoros, Cuba, Djibouti, Egypt, Jordan, Kuwait, Morocco, Qatar, Saudi Arabia, the Sudan, Tunisia, the United Arab Emirates, Yemen and Palestine, subsequently joined by Bangladesh, Brunei Darussalam, Indonesia and Malaysia, introduced a draft resolution entitled "Work of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories" (A\/C.4\/54\/L.8).<\/p><\/div>\n

\n\t\t\t\t\t<\/span>Recalling<\/i> the signing of the Declaration of Principles on Interim Self-Government Arrangements by the Government of Israel and the Palestine Liberation Organization in Washington, D.C., on 13 September 1993, 6<\/u>\/ as well as the subsequent implementation agreements, including the Israeli-Palestinian Interim Agreement on the West Bank and the Gaza Strip signed at Washington, D.C., on 28 September 1995, 7<\/u>\/ and the recent signing of the Sharm el-Sheikh Memorandum on 4 September 1999,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>Expressing the hope<\/i> that, with the progress of the peace process, the Israeli occupation will be brought to an end and therefore violation of the human rights of the Palestinian people will cease,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Commends<\/i> the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories for its efforts in performing the tasks assigned to it by the General Assembly and for its impartiality;\n\t\t\t\t<\/div>\n
