{"id":185975,"date":"2004-09-14T00:00:00","date_gmt":"2019-03-11T21:59:47","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?p=185975"},"modified":"2019-03-11T21:59:47","modified_gmt":"2019-03-11T21:59:47","slug":"auto-insert-185975","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/auto-insert-185975\/","title":{"rendered":"Illegal Israeli actions in OPT &#8211; Letter from Palestine"},"content":{"rendered":"<div>\n\t\t\t\t<\/p>\n<div style=\"color:#000000;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>Identical letters dated 14 September 2004 from the Permanent Observer of Palestine to the United Nations addressed to the Secretary-General and the President of the Security Council <\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:left;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>&nbsp;<\/strong>&nbsp;<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:8pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;Israel, the occupying Power, continues to perpetrate war crimes, State terrorism and systematic human rights violations against the Palestinian people as it continues to launch deadly assaults and raids against civilian areas throughout the Occupied Palestinian Territory, including East Jerusalem. In this regard, it is my deepest regret to inform you that since my last letter to you, the Israeli occupying forces have killed at least 16 Palestinian civilians, including six children, and wounded dozens of others. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;Today, Israel, the occupying Power, committed yet another extrajudicial killing in grave breach of international law, including international humanitarian law and human rights law. Helicopter gunships fired missiles at a car travelling in the town of Jenin, killing three Palestinian men. In addition, scores of innocent bystanders, including children, were wounded as a result of the assault, several critically. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The criminal act was preceded by the killing of a 10-year-old girl, Ragda Adnan Al-Assar, by Israeli occupying forces on 8 September 2004. Israeli occupying forces shot the young girl while she was sitting in her fourth grade classroom of a clearly marked UNRWA school building in Khan Yunis refugee camp. According to UNRWA, the girl was sitting at her desk in the school when Israeli fire struck her in the head. Medical sources at Nasser Hospital, where she was taken, declared her clinically dead. Following the tragic incident, the UNRWA Commissioner-General said, &#8220;The kind of live fire into a refugee camp so indiscriminate that it makes classrooms dangerous for 10-year-old children is totally unacceptable.&#8221; This is only one of many such horrific incidents where young Palestinian children have been struck by Israeli fire while in classrooms or on playgrounds of UNRWA schools. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;&nbsp;&nbsp;In another war crime, which was committed the following day on 9 September 2004, the Israeli occupying forces killed a nine-year-old boy, Munir El-Deqqes, as he played with friends outside of his grandfather&#8217;s house in the Gaza Strip. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;&nbsp;Munir El-Deqqes was killed when Israeli occupying forces fired from a tank-mounted machine gun towards a group of Palestinians in the area. At least three other Palestinians were also killed by tank fire in that same attack. On the same day, another Palestinian was killed when Israeli occupying forces attacked the Jabaliya refugee camp, firing missiles from helicopter gunships into the camp of over 100,000 inhabitants as Israeli tanks, backed by ground troops, sealed it from the rest of the Gaza Strip. The attack wounded at least 35 Palestinian civilians, including women, children and elderly, many of them seriously. Also on that same day, 15-year-old Mohammed Jad Al-Haq was crushed to death by an Israeli military jeep, which rolled over his body twice. The boy was part of a group of stone-throwing youths that pelted two Israeli military jeeps as they entered the Al-Amaari camp in Ramallah. The Israeli military jeep fled the scene, leaving the young boy to die. <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;The continuation of such war crimes by the Israeli occupying forces against the Palestinian civilian population should be vigorously condemned by the international community. Israel, the occupying Power, cannot continue to commit these crimes against the Palestinian people under its occupation with impunity. We urge the international community to take the necessary measures to compel Israel to halt its military campaign and to scrupulously abide by international law and international humanitarian law, including in particular the Fourth Geneva Convention. <\/p><\/div>\n<p><\/p>\n<div style=\"text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">&nbsp;&nbsp;The present letter is in follow-up to our previous 199 letters to you regarding the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, since 28 September 2000. Those letters, dated from 29 September 2000&nbsp;&nbsp;(<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/5EBF266EF643182B8525696D00477A9D.pdf\" style=\"color:#0000ff;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">A\/55\/432-S\/2000\/921<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">)<\/span><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">&nbsp;to 7 September 2004 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/FAAF51140D94533E85256F0A0068F86A.pdf\" style=\"color:#0000ff;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">A\/ES-10\/279-S\/2004\/719<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">), constitute a basic record of the crimes committed by the Israeli occupying forces against the Palestinian people since September 2000. For all of these war crimes, State terrorism and systematic human rights violations committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice. <\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;Accordingly, in follow-up to the above-mentioned letters, it is my deepest regret to inform you that, since my last letter to you, at least 16 more Palestinians have been killed by the Israeli occupying forces, raising the total number of martyrs killed since September 2000 to 3,229 Palestinians. (The names of the martyrs that have been identified are contained in the annex to the present letter.) <\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;&nbsp;I would be grateful if you would arrange to have the present letter and its annex distributed as a document of the tenth emergency special session of the General Assembly, under agenda item 5, and of the Security Council. <\/p><\/div>\n<div
