I.  INTRODUCTION<\/p><\/div>\n

<\/p>\n

1.\t<\/span>At its 3rd plenary meeting, on 23 September 1994, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its forty-ninth session the item entitled "United Nations Relief and Works Agency for Palestine Refugees in the Near East" and to allocate it to the Special Political and Decolonization Committee (Fourth Committee).<\/p><\/div>\n

<\/p>\n

\n

2.\t<\/span>The Fourth Committee considered the item at its 15th to 17th and 25th to 28th meetings, on 1 to 3, 17, 18, 23 and 30 November 1994 (see A\/C.4\/49\/SR.15-17, 25-28).  The general debate on the item took place at the 15th to 17th meetings, on 1 to 3 November.<\/p><\/div>\n

5.\t<\/span>At its 15th meeting, on 1 November, the Committee heard a statement by the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who introduced his report (see A\/C.4\/49\/SR.15).<\/p><\/div>\n

6.\t<\/span>At the same meeting, the representative of Norway, in his capacity as Rapporteur of the Working Group on the Financing of UNRWA, introduced the report of the Working Group (see A\/C.4\/49\/SR.15).<\/p><\/div>\n

7.\t<\/span>At the 17th meeting, on 3 November, the Commissioner-General of UNRWA made a concluding statement (see A\/C.4\/49\/SR.17).<\/p><\/div>\n

8.\t<\/span>At the 15th and 28th meetings, on 1 and 30 November, the Permanent Observer for Palestine made a statement (see A\/C.4\/49\/SR.15 and 28).<\/p><\/div>\n

II.  CONSIDERATION OF PROPOSALS<\/p><\/div>\n

9.\t<\/span>At the 28th meeting, on 30 November, the representative of Germany<\/u>, on behalf of the States Members of the United Nations that are members of the European Union and Austria, Finland, Norway<\/u> and Sweden<\/u>, introduced a draft resolution entitled "Assistance to Palestine refugees" (A\/C.4\/49\/L.13), which was finally sponsored by Austria, Bangladesh, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Malaysia<\/u>, the Netherlands, Norway, Portugal, Spain, Sweden<\/u> and the United Kingdom of Great Britain and Northern Ireland<\/u>.<\/p><\/div>\n

\t<\/span>7.\t<\/span>Requests<\/u> the Commissioner-General to proceed with the issuance of identification cards for Palestine refugees and their descendants in the occupied Palestinian territory;<\/p><\/div>\n

\t<\/span>8.\t<\/span>Notes<\/u> that the new context created by the signing of the Declaration of Principles on Interim Self-Government Arrangements 4<\/u>\/ by the Government of Israel and the Palestine Liberation Organization and subsequent implementation agreements has had major consequences for the activities of the Agency, which is henceforth called upon, in close cooperation with the Special Coordinator in the Occupied Territories, the specialized agencies and the World Bank, to continue to contribute towards the development of economic and social stability in the occupied territory;<\/p><\/div>\n

\t<\/span>9.\t<\/span>Notes also<\/u> that the functioning of the Agency remains essential in all fields of operation;<\/p><\/div>\n

\t<\/span>Recalling<\/u> that the Universal Declaration of Human Rights 20<\/u>\/ and the principles of international law uphold the principle that no one shall be arbitrarily deprived of his or her private property,<\/p><\/div>\n

\t<\/span>Considering<\/u> that the Palestine Arab refugees are entitled to their property and to the income derived therefrom, in conformity with the principles of justice and equity,<\/p><\/div>\n

\t<\/span><\/span>Recalling<\/u><\/span>, in particular, its resolution <\/span>394 (V)<\/a> of 14 December 1950, in which it directed the United Nations Conciliation Commission for Palestine, in consultation with the parties concerned, to prescribe measures for the protection of the rights, property and interests of the Palestine Arab refugees,<\/span><\/p><\/div>\n

\t<\/span>Taking note<\/u> of the completion of the programme of identification and evaluation of Arab property, as announced by the United Nations Conciliation Commission for Palestine in its twenty-second progress report, 21<\/u>\/ and of the fact that the Land Office had a schedule of Arab owners and file of documents defining the location, area and other particulars of Arab property,<\/p><\/div>\n

<\/p>\n

\t<\/span>1.\t<\/span>Requests<\/u> the Secretary-General to take all appropriate steps, in consultation with the United Nations Conciliation Commission for Palestine, for the protection of Arab property, assets and property rights in Israel and to establish a fund for the receipt of income derived therefrom, on behalf of the rightful owners;<\/p><\/div>\n

\t<\/span>2.\t<\/span>Calls once more upon<\/u> Israel to render all facilities and assistance to the Secretary-General in the implementation of the present resolution;<\/p><\/div>\n

\t<\/span>2.\t<\/span><\/span>Requests<\/u><\/span> the Secretary-General to continue to take all necessary measures for establishing the University of Jerusalem "Al-Quds", in accordance with General Assembly resolution <\/span>35\/13 B<\/a> of 3 November 1980, giving due consideration to the recommendations consistent with the provisions of that resolution;<\/span><\/p><\/div>\n
