2.\t<\/span>At its 3rd plenary meeting, on 20 September 1986, the General Assembly, on the recommendation of the General Committee, decided to include the item in its agenda and to allocate it to the Special Political Committee.<\/p><\/div>\n

<\/p>\n

3.\t<\/span>The Special Political Committee examined the item at its 13th to 19th meetings, between 27 October and 4 November 1986 (see A\/SPC\/41\/SR.13 and Corr.1 and 14-19).<\/p><\/div>\n

5.\t<\/span>At its 13th meeting, on 27 October, the Committee heard a statement by the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), who introduced his report. 1<\/u>\/<\/p><\/div>\n

<\/p>\n

6.\t<\/span>At the same meeting, the representative of Norway, Rapporteur of the Working Group on the Financing of UNRWA, introduced the report of the Working Group <\/span>(A\/41\/702)<\/a>.<\/span><\/p><\/div>\n

II.  CONSIDERATION OF PROPOSALS<\/p><\/div>\n

<\/p>\n

7.\t<\/span>In the course of its deliberations, the Special Political Committee considered 11 draft resolutions, as set forth below.<\/p><\/div>\n

\n

A.  Draft resolution A\/SPC\/41\/L.7<\/u><\/p><\/div>\n

<\/p>\n

\n

8.\t<\/span>At the 16th meeting, on 30 October, the representative of the United States of America<\/u> introduced a draft resolution (A\/SPC\/41\/L.7) entitled "Assistance to Palestine refugees", sponsored by her delegation.<\/p><\/div>\n

<\/p>\n

\n

9.\t<\/span>At the 19th meeting, on 4 November, the representative of the <\/span>United States of America<\/u><\/span> orally revised draft resolution A\/SPC\/41\/L.7, by substituting "resolution 40\/165 A of 16 December 1985" for "resolution <\/span>39\/99 A<\/a> of 14 December 1984" in the first preambular paragraph.<\/span><\/p><\/div>\n

10.\t<\/span>At the same meeting, the Committee adopted draft resolution A\/SPC\/41\/L.7, as orally revised, by a recorded vote of 119 to none, with 1 abstention (see para. 24, draft resolution A).  The vote was as follows: 2<\/u>\/<\/p><\/div>\n

11.\t<\/span>At the 19th meeting, on 4 November, the representative of the Netherlands introduced a draft resolution (A\/SPC\/41\/L.8), entitled "Working Group on the Financing of the United Nations Relief and Works Agency for Palestine Refugees in the Near East" sponsored by Austria, Canada, Denmark, Germany, Federal Republic of, India, Indonesia, Liberia, Malaysia,<\/u> the Netherlands, New Zealand, Nigeria, Pakistan<\/u>, the Philippines, Spain, Sweden<\/u> and Yugoslavia<\/u>, subsequently joined by Bangladesh<\/u>.<\/p><\/div>\n

12.\t<\/span>On 31 October, the Secretary-General, in accordance with rule 153 of the rules of procedure of the General Assembly, had submitted a statement (A\/SPC\/41\/L.18) on the programme budget implications of the draft resolution.<\/p><\/div>\n

13.\t<\/span>At the 19th meeting, on 4 November, the Committee adopted draft resolution A\/SPC\/41\/L.8 without a vote (see para. 34, draft resolution B).<\/p><\/div>\n

14.\t<\/span>At the 19th meeting, on 4 November, the representative of Sweden introduced a draft resolution (A\/SPC\/41\/L.9), entitled "Assistance to persons displaced as a result of the June 1967 and subsequent hostilities" sponsored by Austria, Belgium, Canada, Cyprus, Denmark, Finland, Germany, Federal Republic of, Greece, India, Indonesia, Ireland, Italy, Japan, Malaysia, Mal<\/u>i, the Netherlands, Norway, Pakistan<\/u>, the Philippines, Sri Lanka<\/u> and Sweden<\/u>, subsequently joined by Belgium<\/u>.<\/p><\/div>\n

16.\t<\/span>At the 19th meeting, on 4 November, the representative of Bangladesh introduced a draft resolution (A\/SPC\/41\/L.10), entitled "Offers by Member States of grants and scholarships for higher education, including vocational training for Palestine refugees" sponsored by Afghanistan, Bangladesh, Cuba, Egypt, Indonesia, Jordan, Malaysia, Pakistan<\/u>, and Yugoslavia<\/u>.<\/p><\/div>\n

\n\t\t\t\t\t<\/span>1.\t<\/span><\/span>Notes with deep regret<\/u><\/span> that repatriation or compensation of the refugees as provided for in paragraph 11 of General Assembly resolution 194 (III) has not been effected, that no substantial progress has been made in the programme endorsed by the Assembly in paragraph 2 of its resolution <\/span>513 (VI)<\/a> of 26 January 1952 for the reintegration of refugees either by repatriation or resettlement and that, therefore, the situation of the refugees continues to be a matter of serious concern;<\/span>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span>Expresses its thanks<\/u> to the Commissioner-General and to all the staff of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, recognizing that the Agency is doing all it can within the limits of available resources, and also expresses its thanks to the specialized agencies and private organizations for their valuable work in assisting the refugees;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Reiterates its request<\/u> that the headquarters of the Agency should be relocated to its former site within its area of operations as soon as practicable;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Notes with regret<\/u> that the United Nations Conciliation Commission for Palestine has been unable to find a means of achieving progress in the implementation of paragraph 11 of General Assembly resolution 194 (III), 5<\/u>\/ and requests the Commission to exert continued efforts towards the implementation of that paragraph and to report to the Assembly as appropriate, but no later than 1 September 1987;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>5.\t<\/span>Directs attention<\/u> to the continuing seriousness of the financial position of the Agency, as outlined in the report of the Commissioner-General;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>6.\t<\/span>Notes with profound concern<\/u> that, despite the commendable and successful efforts of the Commissioner-General to collect additional contributions, this increased level of income to the Agency is still insufficient to cover essential budget requirements in the present year and that, at currently foreseen levels of giving, deficits will recur each year;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>7.\t<\/span>Calls upon<\/u> all Governments, as a matter of urgency, to make the most generous efforts possible to meet the anticipated needs of the Agency, particularly in the light of the budgetary deficit projected in the report of the\n\t\t\t\t<\/div>\n
\n\t\t\t\tCommissioner-General, and therefore urges non-contributing Governments to contribute regularly and contributing Governments to consider increasing their regular contributions;\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Having examined<\/u> the report of the Secretary-General, 20<\/u>\/\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>Having also considered<\/u> the report of the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, covering the period from 1 July 1985 to 30 June 1986, 4<\/u>\/\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>1.\t<\/span>Emphasizes<\/u> the need for strengthening the educational system in the Arab territories occupied since 5 June 1967, including Jerusalem, and specifically the need for the establishment of the proposed university;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>2.\t<\/span><\/span>Requests<\/u><\/span> the Secretary-General to continue to take all necessary measures for establishing the University of Jerusalem "Al-Quds", in accordance with Assembly resolution <\/span>35\/13 B<\/a> of 3 November 1980, giving due consideration to the recommendations consistent with the provisions of that resolution;<\/span>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>3.\t<\/span>Calls once more upon<\/u> Israel, the occupying Power, to co-operate in the implementation of the present resolution and to remove the hindrances that it has put in the way of establishing the University of Jerusalem "Al-Quds";\n\t\t\t\t<\/div>\n

\n\t\t\t\t\t<\/span>4.\t<\/span>Requests<\/u> the Secretary-General to report to the General Assembly at its forty-second session on the progress made in the implementation of the present resolution.\n\t\t\t\t<\/div>\n
