\t<\/span>By resolution <\/span>1990\/53<\/a>, the Council, after recalling General Assembly decision 40\/432 and Council resolution <\/span>1989\/86<\/a>, requested the Secretary-General to prepare a report on Israeli land and water policies and practices in the occupied Palestinian and other Arab territories, taking into account Israeli settlement practices, and to submit that report to the General Assembly at its forty-sixth session, through the Economic and Social Council.<\/span><\/p><\/div>\n

IMPLEMENTATION OF THE DECLARATION ON THE GRANTING OF INDEPENDENCE TO COLONIAL COUNTRIES AND PEOPLES BY THE SPECIALIZED AGENCIES AND THE INTERNATIONAL INSTITUTIONS ASSOCIATED WITH THE UNITED NATIONS<\/p><\/div>\n

\n

Assistance to the Palestinian people<\/u><\/p><\/div>\n

<\/p>\n

\n

\t<\/span>By resolution 1990\/59, the Council, after recalling General Assembly resolution <\/span>44\/235<\/a> and Council resolution <\/span>1989\/86<\/a>, requested the international community, the United Nations system and intergovernmental and non-governmental organizations to sustain and increase their assistance to the Palestinian people, in close cooperation with the Palestine Liberation Organization; called for the immediate lifting of Israeli restrictions and obstacles hindering the implementation of assistance projects by the United Nations Development Programme, other United Nations bodies and others providing economic and social assistance to the Palestinian people in the occupied Palestinian territory, and reiterated its call for the implementation of development projects in the occupied Palestinian territory, including the projects mentioned in General Assembly resolution<\/span> 39\/223<\/a>;  and requested the Secretary-General to report in full to the General Assembly at its forty-sixth session, through the Council, on the implementation of Council resolution 1990\/59.<\/span><\/p><\/div>\n

C.  PERMANENT SOVEREIGNTY OVER NATIONAL RESOURCES IN THE<\/p><\/div>\n

OCCUPIED PALESTINIAN AND OTHER ARAB TERRITORIES<\/p><\/div>\n

\n

28.\t<\/span>The Council considered the question of permanent sovereignty over national resources in the occupied Palestinian and other Arab territories at its second regular session of 1990 (agenda item 4).  It had before it a note by the Secretary-General on the question (E\/1990\/83).<\/p><\/div>\n

<\/p>\n

\n

29.\t<\/span>The Council considered the item at its 30th, 32nd and 34th meetings, on 16, 18 and 24 July 1990.  An account of the discussion is contained in the relevant summary records (E\/1990\/SR.30, 32 and 34).<\/p><\/div>\n

<\/p>\n

\n

30.\t<\/span>At its 30th meeting, on 16 July, the Council held a general discussion on the item.  Statements were made by the representatives of the Ukrainian Soviet Socialist Republic, Bahrain, Jordan, Iraq and the Union of Soviet Socialist Republics and the observers for the Syrian Arab Republic, Israel and Egypt.  The observer for Palestine also made a statement.<\/p><\/div>\n

31.\t<\/span>At its 32nd meeting, on 18 July, the representative of Pakistan, on behalf of Algeria, Bahrain, Cuba, Egypt, 1<\/u>\/ Iraq, the Libyan Arab Jamahiriya, Mauritania, 1<\/u>\/ Pakistan, the Syrian Arab Republic, 1<\/u>\/ Tunisia and the Ukrainian Soviet Socialist Republic, introduced a draft resolution (E\/1990\/L.43) entitled "Israeli economic practices in the occupied Palestinian and other Arab territories".  In introducing the draft resolution, he revised the third preambular paragraph by replacing the words "Expressing its regret<\/u>" by the words "Expressing concern<\/u>" and the word "submitted" by the word "presented".  The revised draft resolution was subsequently circulated in document E\/1990\/L.43\/Rev.1.  Subsequently, Jordan, Malaysia, 1<\/u>\/ Morocco, 1<\/u>\/ Saudi Arabia, Senegal, 1<\/u>\/ and the Sudan 1<\/u>\/ joined in sponsoring the revised draft resolution.<\/p><\/div>\n

\n

32.\t<\/span>At the 34th meeting, on 24 July, the Vice-President of the Council, Mr. Burka (Ireland), informed the Council that no consensus had been reached during the informal consultations on the revised draft resolution.<\/p><\/div>\n

<\/p>\n

\n

33.\t<\/span>At the same meeting, the Council adopted the revised draft resolution by a vote of 46 to 1, with no abstentions.  For the final text, see Council resolution 1990\/53.<\/span><\/a><\/p><\/div>\n

34.\t<\/span>After the revised draft resolution was adopted, statements were made by the representative of the United States of America and the observer for the Syrian Arab Republic.\n<\/p><\/div>\n
