Identical letters dated 29 September 2005 from the Permanent Observer of Palestine to the United Nations addressed to the Secretary-General and the President of the Security Council <\/strong><\/p><\/div>\n

  <\/p><\/div>\n

\n

  It is my profound regret to inform you that Israel, the occupying Power, has continued to escalate its reckless and cruel campaign of military warfare against the Palestinian people in the Occupied Palestinian Territory, including East Jerusalem, in grave violation of international law, including international humanitarian law and human rights law. War crimes and acts of State terrorism continue to be committed daily by the occupying Power against the civilian population under its occupation. <\/p><\/div>\n

\n

  For the sixth day in a row, the Israeli occupying forces have continued to carry out air and artillery raids and attacks against the Gaza Strip. Using heavy military weaponry, including F-16 warplanes, the occupying forces are terrorizing the civilian population and endangering the lives of thousands of people, including women, children and the elderly. The military attacks have resulted in the extensive destruction of homes, schools, bridges, roads and properties in this already devastated area and have exacerbated the tense situation on the ground and deepened the humanitarian crises being faced by the Palestinian people. In addition, the Israeli occupying forces have also used sonic booms to cause false raids, which have negative and psychological effects on the Palestinian civilian population. <\/p><\/div>\n

\n

  In the period of just two days since my last letter to you, the occupying forces have killed at least three more Palestinians and have injured scores of other innocent Palestinians. The Palestinians killed were extrajudicially executed, in flagrant violation of the fundamental provisions of international human rights law and humanitarian law. In addition, the occupying forces continue to carry out arrests and detentions and have detained at least 25 more Palestinian civilians throughout the Occupied Palestinian Territory, including East Jerusalem. In fact, in the past week, more than 400 Palestinians have been detained, in addition to the thousands of Palestinians that continue to be illegally detained in Israeli detention centres and jails under the most abject and inhumane conditions. It is imperative to reiterate that a number of those arrested are declared candidates intending to run in the legislative Palestinian elections to be held in January 2006, a blatant interference in the internal affairs of the Palestinian people and an intrusion in the Palestinian democratic election process. <\/p><\/div>\n

\n

  This decline of an already fragile and perilous situation makes it imperative for the international community to respond quickly. There must be a firm condemnation of the killings and of the widespread destruction wrought by the Israeli occupying forces and a cl ear demand for an immediate end to all military attacks. Such military attacks continue to escalate despite the fact that all Palestinian political groups and organizations have agreed to respect the unilateral ceasefire and have reiterated their commitment to quietness. Therefore, the international community must take immediate action to compel Israel, the occupying Power, to cease its military attacks and to scrupulously abide by international law, particularly the provisions of the Fourth Geneva Convention in the Occupied Palestinian Territory, including East Jerusalem. <\/p><\/div>\n

  The present letter is in follow-up to our previous 221 letters to you regarding the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, since 28 September 2000. These letters, dated from 29 September 2000 (<\/span>A\/55\/432-S\/2000\/921<\/a>)<\/span> <\/span>to 26 September 2005 (<\/span>A\/ES-10\/307-S\/2005\/608<\/a>) constitute a basic record of the crimes committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, State terrorism and systematic human rights violations committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice. <\/span><\/p><\/div>\n

\n

  Accordingly, in follow-up to the above-mentioned letters, it is my profound regret to inform you that since our last letter to you, which included an attached list of martyrs, dated 18 August 2005, at least 24 more Palestinians have been killed by the Israeli occupying forces, raising the total number of martyrs killed since September 2000 to 3,739. (The names of the martyrs that have been identified are listed in the annex to the present letter.) <\/p><\/div>\n

  I would be grateful if you would arrange to have the present letter and its annex distributed as a document of the tenth emergency special session of the General Assembly, under agenda item 5, and of the Security Council. <\/p><\/div>\n
