and the President of the Security Council<\/strong><\/p><\/div>\n

\n

\t<\/span>Israel, the occupying Power, has taken a partial step in implementing one of the provisions of Security Council <\/span>resolution 1435 (2002)<\/a> of 24 September 2002, namely ending the siege on the headquarters of the President of the Palestinian Authority in the city of Ramallah. The Palestinian leadership views this development as a positive one, yet at the same time stresses the imperative need for the complete and full implementation of the resolution. The Palestinian leadership remains ready to cooperate with the Secretary-General of the United Nations and the Quartet in this regard, and calls upon them to intensify their efforts in helping to ensure the full implementation of all of the provisions of the resolution.<\/span><\/p><\/div>\n

\n

\t<\/span>As the overall Israeli military siege continues, the Palestinian people marked the two-year anniversary of the Al-Aqsa intifada just two days ago, on 28 September 2002. The date marks the infamous visit of Mr. Ariel Sharon to Al-Haram Al-Sharif, which was followed by the excessive and indiscriminate use of force by Israeli occupying forces against protesting Palestinian civilians throughout the Occupied Palestinian Territory, including Jerusalem, and the consequent onset of the second Palestinian intifada.<\/p><\/div>\n

\n

\t<\/span>Throughout the past two years, Israel, the occupying Power, has waged a bloody military campaign, in which it has committed countless war crimes, State terrorism and human rights violations. This military campaign has encompassed the wide destruction of property, both public and private, the destruction of roads and vital infrastructure the destruction of agricultural fields, the destruction of the Palestinian economy as a whole and the destruction of numerous facilities belonging to the Palestinian Authority. The devastation wrought by the Israeli occupying forces, in addition to the imposition of the constant military siege on Palestinian refugee camps, villages, towns and cities, has caused the complete socio-economic suffocation of the Palestinian people. This siege and the constant, and frequently round-the-clock, curfews have caused the total disruption of the economic, social, health, educational and cultural life of the Palestinian people, who are now facing a dire humanitarian crisis.<\/p><\/div>\n

\n

\t<\/span>Furthermore, and even more tragically, during this two-year period, Israeli occupying forces, and in some cases illegal Israeli settlers, have brutally killed 1,832 Palestinians, in addition to the injury of more than 35,000 Palestinians, many of whom have suffered permanent disabilities. Moreover, thousands of homes have been damaged or even completely demolished by the Israeli occupying forces, leaving thousands of Palestinians homeless. During this time, thousands of homes have also been raided, with hundreds of Palestinians being abducted, while thousands of others have been rounded up and detained by the occupying forces.<\/p><\/div>\n

This includes a 10-year-old boy who was killed in Nablus today, Monday, 30 September 2002, by Israeli occupying forces. (The names of the martyrs that have been identified thus far are contained in the annex to the present letter.)<\/span><\/p><\/div>\n

\t<\/span>I would be grateful if you would arrange to have the text of the present letter and its annex distributed as a document of the tenth emergency special session of the General Assembly, under agenda item 5, and of the Security Council. <\/p><\/div>\n
