\n\t\t\t\t1.\t<\/span>The PRESIDENT: I declare open the ninth emergency special session of the General Assembly.\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\tITEM 2 OF THE PROVISIONAL AGENDA<\/strong>\n\t\t\t\t<\/div>\n
\n\t\t\t\tMinute of silent prayer or meditation<\/strong>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t2.\t<\/span>The PRESIDENT: I invite representatives to stand and observe one minute of silent prayer or meditation.\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\tThe representatives stood in silence. Organization of work<\/strong><\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t3.\t<\/span>The PRESIDENT: With the permission of members, I should like to draw the Assembly's attention to rule 63 of the rules of procedure, which states: "Notwithstanding the provisions of any other rule and unless the General Assembly decides otherwise, the Assembly, in case of an emergency special session, shall convene in plenary meeting only and proceed directly to consider the item proposed for consideration in the request for the holding of the session, without previous reference to the General Committee or to any other committee; the President and Vice-Presidents for such emergency special sessions shall be, respectively, the chairmen of those delegations from which were elected the President and Vice-Presidents of the previous session."\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t4.\t<\/span>If there is no objection, I shall take it that the General Assembly will proceed in accordance with that rule.\n\t\t\t\t<\/div>\n
\n\t\t\t\tIt <\/i>was so decided.<\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t5.\t<\/span>The PRESIDENT: I am certain that I can rely, as I did during the regular session, on the assistance of the Vice-Presidents in the exercise of my duties during the present session.\n\t\t\t\t<\/div>\n

\n\t\t\t\t6.\t<\/span>The PRESIDENT: Before we proceed to the next item, I should like, in keeping with established practice, to invite the attention of the General Assembly to the letter dated 29 January 1982 addressed to me by the Secretary-General [A\/ES-9\/3], informing the Assembly that four Member States are in arrears in the payment of their financial contributions to the United Nations under the terms of Article 19 of the Charter.\n\t\t\t\t<\/div>\n

ITEM 3 OF THE PROVISIONAL AGENDA<\/strong><\/p><\/div>\n

\n

Credentials of representatives to the ninth emergency<\/strong><\/p><\/div>\n

\n

special session of the General Assembly<\/strong><\/p><\/div>\n

\n\t\t\t\t(a) <\/strong><\/i>Appointment of the members of the Credentials Committee<\/strong>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t1.\t<\/span>The PRESIDENT: We shall now proceed to the appointment of a Credentials Committee, as provided for in rule 28 of the rules of procedure.\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t2.\t<\/span>With a view to expediting the work of the emergency special session and in accordance with precedents, it might be appropriate if the Credentials Committee were to consist of those members which served during the thirty-sixth session, namely: China, Ghana, Netherlands, Niger, Panama, Papua New Guinea, Paraguay, Union of Soviet Socialist Republics and United States of America. If there is no objection, I shall consider the Credentials Com­mittee constituted accordingly.\n\t\t\t\t<\/div>\n
\n\t\t\t\tIt was so decided (ES-9\/11).<\/i>\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t3.\t<\/span>The PRESIDENT: I should like to <\/strong>point out that, in connection with the credentials, the Secretary-General, in his note convening this emergency special session, indicated that credentials of those representatives who are not already authorized to represent their Governments at all sessions of the General Assembly should be issued in accordance with rule 27 of the rules of procedure and may be presented by cable.\n\t\t\t\t<\/div>\n
