{"id":182101,"date":"2001-01-18T00:00:00","date_gmt":"2019-03-11T21:18:53","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?p=182101"},"modified":"2019-03-11T21:18:53","modified_gmt":"2019-03-11T21:18:53","slug":"auto-insert-182101","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/auto-insert-182101\/","title":{"rendered":"Mideast situation\/Lebanon\/UNIFIL &#8211; Letter from Israel"},"content":{"rendered":"<div>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>Letter dated 17 January 2001 from the Permanent Representative<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:center;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>of Israel to the United Nations addressed to the Secretary-General<\/strong><\/p><\/div>\n<div style=\"text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>I wish to refer to the letter addressed to you by the Permanent Representative of Lebanon dated 5 January 2001 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/BA2C48D743AC4E4F852569D800534BFD.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">S\/2001\/14<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">) in which he requests the extension of the mandate of the United Nations Interim Force in Lebanon.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The allegations contained in the letter of the Lebanese representative are as strange as they are disturbing, particularly in light of the regular assaults on Israeli soldiers and civilians emanating from Lebanese territory which have occurred, and continue to occur, along our common border. I have detailed these violations in a series of letters over the past several months, most recently in my letters of 26 November 2000 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/9218780D1A195734852569AC00594FDF.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/1121<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), 23 October 2000 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/2793E7AE30F1F054852569820070F049.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/1011<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">), 19 October 2000 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/08C09676FD8E4D6C8525697E004ABDC1.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/1002<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">) and 7 October 2000 (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/91852BCC7E64E1C485256973005255F9.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/969<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">).<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>In addition to the ongoing violations of the Line of Withdrawal by Lebanese civilians in the vicinity of the Phatma Gate, who engage in stone throwing, attacks with Molotov cocktails, and other manner of provocation, there have been a number of more serious incidents, including the kidnapping of three Israeli soldiers from Israeli territory by members of the Hizbullah terrorist organization on 7 October 2000 (S\/2000\/969), the killing of an Israeli soldier by a roadside charge on 26 November 2000 (S\/2000\/1121), and an attempted terrorist infiltration on 20 October 2000 (S\/2000\/1011).<\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>The Government of Lebanon has not only failed to prevent these violations and acts of aggression, it has even supported and encouraged them. Regrettably, these actions have also been supported by the Governments of certain neighbouring States known for their support of terrorism.<\/p><\/div>\n<p><\/p>\n<div style=\"text-align:justify;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>It is therefore not the actions of Israel, but those of Lebanon, which stand in direct contravention to <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/E25DAE8E3CE54FB5852560E50079C708.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">Security Council resolutions 425 (1978)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;and <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/4386B26285175190852569B60058EE10.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">1310 (2000)<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">. In withdrawing its troops from South Lebanon in May of 2000, Israel has already fully complied with its obligations under resolution 425 (1978) as confirmed by the Secretary-General (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/736411AF9BC6369585256903004F90C1.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">S\/2000\/590<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">) and endorsed by the Security Council (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/FCCB334AC2E1AC6C8525690B0063667E.pdf\" style=\"color:#0000ff;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">S\/PRST\/2000\/21<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">) and referred to in Security Council resolution 1310 (2000). The responsibility now falls chiefly to the Government of Lebanon to fulfil its commitments pursuant to resolution 425 (1978) and exercise its effective authority in the area and ensure the return of peace and security to our common border.<\/span><\/p><\/div>\n<p><\/p>\n<div style=\"color:#000000;text-align:justify;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span class=\"Apple-tab-span\" style=\"white-space:pre; font-size:smaller\">\t<\/span>Unfortunately, despite Israel&#8217;s repeated urgings, the Government of Lebanon has failed to take the steps required of it under resolutions 425 (1978) and 1310 (2000). The Government of Lebanon has failed to &#8220;ensure the return of its effective authority and presence in the south, and in particular to proceed with a significant deployment of the Lebanese armed forces as soon as possible&#8221; and &#8220;ensure a calm environment throughout the south&#8221; (S\/RES\/1310, paras. 6-7).
