  I wish to draw your attention to the latest act of Palestinian terrorism directed against Israel.<\/p><\/div>\n

\n

  Yesterday, a Palestinian gunman walked into a crowded reception hall in the city of Hadera in northern Israel and opened fire with a semi-automatic rifle, killing six people and wounding more than thirty, four of them critically. At the time of the incident, scores of children and adults had gathered in the hall for a bat mitzvah party, after the traditional Jewish service to mark the transition of a girl to womanhood. The gunman was killed by the Israeli police. The Al-Aqsa Martyr Brigades, a group linked to Yasser Arafat’s Fatah movement, claimed responsibility for the attack.<\/p><\/div>\n

  Today’s attack represents the latest incident in the continuing campaign of Palestinian terrorism directed against Israeli civilians.   We hold Chairman Arafat and the Palestinian Authority responsible for yesterday’s attack in the light of their continuing role in supporting and perpetrating terrorist attacks against Israel and their persistent refusal to take the necessary action against terrorist organizations. Chairman Arafat and the Palestinian leadership continue their duplicitous tactics, whereby they call for an end to violence and occasionally even condemn violence when it occurs, while continuing to actively support and harbour terrorists. It should be emphasized that the terrorist attack yesterday was perpetrated by a group linked to Mr. Arafat’s Fatah movement.<\/p><\/div>\n

  The continuation of terrorism against Israel emanating from the territories of the Palestinian Authority constitutes the greatest obstacle to the resumption of a negotiated political process. Such a process, as the parties themselves have agreed, is the only possible and acceptable way to address the needs and aspirations of both sides. Israel calls on the international community, in the context of its global campaign against terrorism, to exert maximum and unrelenting pressure on the Palestinian leadership to fulfil its obligations to fight terrorism and to ensure its compliance with international norms. <\/p><\/div>\n

  I should be grateful if you would arrange to have the text of the present letter circulated as a document of the fifty-sixth session of the General Assembly, under agenda item 166, and of the Security Council.<\/p><\/div>\n
