The Permanent Mission of Lebanon to the United Nations Office and other international organizations at Geneva presents its compliments to the Chairman of the fifty-second session of the Commission on Human Rights and has the honour to transmit herewith the text of the appeal made by H.E. the Minister for Social Affairs to all delegates of countries participating in the work of the Commission on Human Rights. The Permanent Mission requests the Chairman to have the appeal*, dated 19 April 1996, circulated as a document of the fifty-second session of the Commission on Human Rights under agenda item 10.<\/p><\/div>\n

Alors que vous êtes réunis pour examiner la situation dans toutes 1es régions du monde et que vous vous efforcez de trouver les meilleurs moyens d'améliorer les conditions de vie de l'homme dans tous 1es domaines, de lui garantir l'exercice de tous ses droits et de lui assurer une exiitence dans la dignité et la liberte à l'abri de l'oppression et de la pauvreté, alors que vous oeuvrez pour faire régner la justice à tous les niveaux, le peuple libanais épris de paix est victime sur sa propre terre des violations les plus odieuses et des crimes les plus abjects. Des centaines d'enfants, de femmes, de veillards et de personnes handicapées sont déchiquetés par les bombes israéliennes qui ne laissent que des monceaux de cadavres démembrés difficiles à identifier.<\/p><\/div>\n

Les Libanais sont tués par milliers et le feu de la mort poursuit les survivants partout où ils essaient de se réfugier ne leur laissant même pas la possibilité de s'approvisionner en eau, en nourriture ou en médicaments.<\/p><\/div>\n

<\/p>\n

\n

Notre peuple est plongé dans les ténèbres, tant l'incertitude quant à son avenir et sa survie est grande. Les Libanais qui ont pu fuir lsB bombardements se sont réfugiés dans des endroits où il n'existe pratiquement aucune infrastructure d'accueil ou d'hébergement. Ceux qui ont pu échapper à la mort doivent à présent faire face à un froid glacial contre lequel leurs haillons ne les protègent guère.<\/p><\/div>\n

<\/p>\n

\n

Les coutumes et les dispositions des conventions internationales sont bafouées dans notre pays, et ceux qui combattent notre peuple le poursuivent même lorsqu'il s'abrite derrière les drapeaux de l'Organisation des Nations Unies et dans ses locaux.<\/p><\/div>\n

<\/p>\n

\n

En bref, notre pays est à feu et à sang, et notre peuple assiégé en proie aux affres du froid et de la faim.<\/p><\/div>\n

\n

Dans notre pays, un peuple est traité avec mépris et des larmes coulent pour les victimes et face aux destructions et au silence du monde.<\/p><\/div>\n

<\/p>\n

\n

Dans notre pays, il y a un terrible engrenage de la souffrance et une profonde affliction dans le coeur des hommes; y êtes-vous sensibles ?<\/p><\/div>\n
