1.\t<\/span>At its 3rd plenary meeting, on 15 September 1998, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its fifty-third session the item entitled “Report of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories” and to allocate it to the Special Political and Decolonization Committee (Fourth Committee).<\/p><\/div>\n

<\/p>\n

\n

2.\t<\/span>The Fourth Committee considered the item at its 22nd to 24th meetings, on 18 and 19 November 1998 (see A\/C.4\/53\/SR.22–24). The general debate on the item was held at the 22nd and 23rd meetings, on the same dates (see A\/C.4\/53\/SR.22 and 23).<\/p><\/div>\n

5.\t<\/span>At the 23rd meeting, on 19 November, the Permanent Observer of Palestine to the United Nations made a statement (see A\/C.4\/53\/SR.23).<\/p><\/div>\n

\t<\/span>II.\t<\/span>Consideration of proposals<\/p><\/div>\n

<\/p>\n

\t<\/span>A.\t<\/span>Draft resolution A\/C.4\/53\/L.16<\/p><\/div>\n

<\/p>\n

\n

6.\t<\/span>At the 24th meeting, on 19 November, the representative of Cuba, on behalf of Bangladesh, Brunei Darussalam<\/i>, the Comoros, Cuba, Djibouti, Egypt, Indonesia, Jordan, Malaysia, Morocco, Saudi Arabia<\/i>, the Sudan, Tunisia<\/i>, the United Arab Emirates, Yemen<\/i> and Palestine<\/i>, subsequently joined by Bahrain<\/i>, introduced a draft resolution entitled “Work of the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories” (A\/C.4\/53\/L.16).<\/p><\/div>\n

<\/p>\n

\n

7.\t<\/span>In introducing the draft resolution, the representative of Cuba orally revised operative paragraph 4 by deleting the word “recent” before the word “deterioration”.<\/p><\/div>\n

<\/p>\n

\n

8.\t<\/span>At the same meeting, statements were made by the representatives of Austria, Oman and Egypt (see A\/C.4\/53\/SR.24).<\/p><\/div>\n

<\/p>\n

\n

9.\t<\/span>At the same meeting, the representative of Chile requested a separate vote on operative paragraph 4 of the draft resolution, as orally revised.<\/p><\/div>\n

<\/p>\n

\n

10.\t<\/span>Also at the same meeting, the representative of Cuba further orally revised the draft resolution by replacing, in operative paragraph 4, the words “impasse facing” by the words “difficulties confronting”. The representative of Chile subsequently withdrew his request for a separate vote.<\/p><\/div>\n

11.\t<\/span>At its 24th meeting, the Committee adopted draft resolution A\/C.4\/53\/L.16, as orally revised, by a recorded vote of 72 to 2, with 55 abstentions (see para. 21, draft resolution I).1 The voting was as follows:<\/p><\/div>\n

\t<\/span>Recalling<\/i> the signing of the Declaration of Principles on Interim Self-Government Arrangements by the Government of the State of Israel and the Palestine Liberation Organization in Washington, D.C., on 13 September 1993,7 as well as the subsequent implementation agreements, including the Israeli-Palestinian Interim Agreement on the West Bank and the Gaza Strip signed in Washington, D.C., on 28 September 1995,8<\/p><\/div>\n

\t<\/span>Expressing the hope<\/i> that, with the progress of the peace process, the Israeli occupation will be brought to an end and therefore violation of the human rights of the Palestinian people will cease,<\/p><\/div>\n

<\/p>\n

\t<\/span>1.\t<\/span>Commends<\/i> the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories for its efforts in performing the tasks assigned to it by the General Assembly and for its impartiality;<\/p><\/div>\n

<\/p>\n

\n

\t<\/span>2.\t<\/span>Demands<\/i> that Israel cooperate with the Special Committee in implementing its mandate;<\/p><\/div>\n

<\/p>\n

\t<\/span>3.\t<\/span>Deplores<\/i> those policies and practices of Israel which violate the human rights of the Palestinian people and other Arabs of the occupied territories, as reflected in the reports of the Special Committee covering the reporting period;<\/p><\/div>\n

\t<\/span>4.\t<\/span>Expresses concern<\/i> about the deterioration of the situation in the occupied Palestinian territory, including Jerusalem, as a result of Israeli practices and measures and the difficulties confronting the Middle East peace process;<\/p><\/div>\n

\t<\/span>5.\t<\/span>Requests<\/i> the Special Committee, pending complete termination of the Israeli occupation, to continue to investigate Israeli policies and practices in the occupied Palestinian territory, including Jerusalem, and other Arab territories occupied by Israel since 1967, especially Israeli lack of compliance with the provisions of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949,13 and to consult, as appropriate, with the International Committee of the Red Cross according to its regulations in order to ensure that the welfare and human rights of the peoples of the occupied territories are safeguarded and to report to the Secretary-General as soon as possible and whenever the need arises thereafter;<\/p><\/div>\n

\t<\/span>6.\t<\/span>Also requests<\/i> the Special Committee to submit regularly to the Secretary-General periodic reports on the current situation in the occupied Palestinian territory, including Jerusalem;<\/p><\/div>\n

\t<\/span>7.\t<\/span>Further requests<\/i> the Special Committee to continue to investigate the treatment of prisoners in the occupied Palestinian territory, including Jerusalem, and other Arab territories occupied by Israel since 1967;<\/p><\/div>\n

\t<\/span>8.\t<\/span>Requests<\/i> the Secretary-General:<\/p><\/div>\n
