48.\t<\/span>In the Middle East, the Organization’s political missions supported several countries navigating the difficult transition from war to peace. The Organization strived to create conditions conducive to a resumption of political negotiations between Israelis and Palestinians. The United Nations helped to manage a cessation of hostilities between Israel and Lebanon and encouraged the Government of Lebanon to develop a comprehensive border strategy to enforce the arms embargo. The United Nations has consistently advocated a full reopening of the crossings in Gaza.<\/p><\/div>\n

49.\t<\/span>The United Nations actively participated in the Middle East Quartet in supporting a broader Middle East settlement and responding to unfolding developments in the region. More recently, in the aftermath of the Israelis’ attack on and diversion of a humanitarian flotilla bound for Gaza, the Secretary-General has been engaged in formulating proposals, consistent with the Security Council presidential statement on the issue (<\/span>S\/PRST\/2010\/9<\/a>), for a credible, transparent and independent international inquiry into the events.<\/span><\/p><\/div>\n

83.\t<\/span>There has been an increasing focus on accountability for funds, including the development of a draft performance and accountability framework for the Central Emergency Response Fund. Country-based pooled funds continued to make progress in strengthening their respective monitoring systems, notably in the Democratic Republic of the Congo, Ethiopia, Iraq, the Occupied Palestinian Territory and Somalia.<\/p><\/div>\n
