to the United Nations addressed to the Secretary-General<\/strong><\/p><\/div>\n

  I wish to draw your attention to the latest incident of Palestinian terrorism directed against Israel.<\/p><\/div>\n

\n

  Just before 11 a.m. (local time) on the morning of 22 October 2001, Yousef Muhammad Ayash, an automobile mechanic from the Palestinian-controlled village of Artis, shot and seriously wounded his former employer at a garage in the Jerusalem neighbourhood of Talpiot. Ayash then ran into the street where he wounded three others before being shot by an Israeli soldier who happened to be in the vicinity. Islamic Jihad claimed responsibility for the attack. <\/p><\/div>\n

  The Government of Israel holds the Palestinian Authority responsible for this latest attack in light of its continuing role in orchestrating and inciting a campaign of violence and terrorism against Israel and its citizens and its refusal to bring the perpetrators of such acts to justice. This campaign, which is being conducted in grave and flagrant violation of signed commitments reached between Israel and the Palestinian leadership, and which represents a dangerous departure from the spirit and the letter of the Middle East peace process, is the direct result of the relentless incitement in the official Palestinian media, the collusion between the Palestinian leadership and recognized terrorist groups, and the release of scores of terrorists from Palestinian prisons.<\/p><\/div>\n

\n

  At the same time as the international community mobilizes its resources in the fight against terror, the Palestinian leadership continues to support and harbour terrorists in its territory even while it persists in paying lip service to the global effort to eradicate terrorism. Israel calls on the Palestinian leadership to adhere to its obligations to renounce the use of violence and terrorism, to control and punish all Palestinian elements that continue to engage in such practices, and to bring its actions into accord with its written and verbal commitments to fight terrorism emanating from the territory under its control. Israel further calls on the international community, in the context of its global campaign against terrorism, to exert maximum pressure on all States and entities that support terrorism or are actively engaged in terrorist operations.<\/p><\/div>\n

  I should be grateful if you would arrange to have the text of the present letter circulated as a document of the fifty-sixth session of the General Assembly, under agenda item 166, and of the Security Council.<\/p><\/div>\n
