Identical letters dated 15 April 2005 from the Chargé d’affaires a.i. of the Permanent Observer Mission of Palestine to the United Nations addressed to the Secretary-General and the President of the Security Council <\/strong><\/p><\/div>\n

  <\/p><\/div>\n

\n

  As it persists in waging its military campaign in the Occupied Palestinian Territory, including East Jerusalem, Israel, the occupying Power, continues to commit extrajudicial killings of Palestinian civilians in grave breach of international law, including international humanitarian law, and in deliberate violation of the truce reached in Sharm El-Sheikh on 8 February 2005. The continuation by Israel, the occupying Power, of its illegal policies and practices against the Palestinian people under its occupation, including its unlawful practice of extrajudicial killings, continues to seriously undermine the understandings reached between the two parties aimed at calming the situation on the ground and reviving the peace process. <\/p><\/div>\n

  Yesterday, Thursday, 14 April 2005, the Israeli occupying forces shot and killed Mr. Ibrahim Hashash El-Sumari in the Balata refugee camp in the city of Nablus. Israeli occupying forces, dressed in civilian clothes, entered Balata refugee camp and directly fired at close range at Mr. El-Sumari. Mr. El-Sumari did not die immediately and was taken by the occupying Power to an Israeli military base in the southern part of the city of Nablus. Shortly after, the Israeli occupying forces declared El-Sumari dead. Upon hospital examination, the Palestinian Red Crescent confirmed that El-Sumari had been shot multiple times with three bullets in his chest. <\/p><\/div>\n

  The Palestinian leadership holds Israel, the occupying Power, fully responsible for the consequences of such unlawful and illegal acts taken against the Palestinian civilians under its occupation. We call upon the international community to take measures to address the dangerous situation in the Occupied Palestinian Territory as a result of the ongoing and blatant aggressions being committed by Israel, the occupying Power. Israel must be compelled to cease forthwith its flagrant violations of international law, including the Fourth Geneva Convention, and to abide by all the agreements signed by the two parties. <\/p><\/div>\n

  This letter is in follow-up to our previous 216 letters to you regarding the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, since 28 September 2000. These letters, dated from 29 September 2000 <\/span>(<\/span>A\/55\/432-S\/2000\/921<\/a>)<\/span> to 10 April 2005 (<\/span>A\/ES-10\/299-S\/2005\/237<\/a>) constitute a basic record of the crimes committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, State terrorism and systematic human rights violations committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice. <\/span><\/p><\/div>\n

  Accordingly, in follow-up to the above-mentioned letters, it is my regret to inform you that the killing of Mr. Ibrahim Hashash El-Sumari raises the total number of martyrs killed since September 2000 to 3,653. <\/p><\/div>\n

  I would be grateful if you would arrange to have the text of the present letter distributed as a document of the tenth emergency special session of the General Assembly, under agenda item 5, and of the Security Council. <\/p><\/div>\n
