Letter dated 14 March 2002 from the Permanent Representative of Israel<\/strong><\/p><\/div>\n

to the United Nations addressed to the Secretary-General<\/strong><\/p><\/div>\n

\n

\t<\/span>I wish to draw your attention to the latest attacks against Israelis committed as part of the continuing Palestinian campaign of terrorism.<\/p><\/div>\n

\n

\t<\/span>On Tuesday afternoon, 12 March, terrorist set up an ambush on a hilltop near Kibbutz Matzuva and opened fire and hurled grenades at Israeli vehicles travelling along Route 70, a road in northern Israel not far from the Lebanese border. The gunmen, who were wearing IDF uniforms, killed six Israelis and wounded seven others before they were stopped by security forces. The Al Aksa Brigades, the terrorist wing of Chairman Yasser Arafat’s Fatah faction, claimed responsibility for the attack. Israel is also investigating the possibility that the perpetrators originated in Lebanon.<\/p><\/div>\n

\n

\t<\/span>Earlier on Tuesday, terrorists opened fire on an Israeli vehicle travelling near the community of Kiryat Sefer. One Israeli civilian — Eyal Lieberman, age 45 — was killed in the attack and one other was injured. <\/p><\/div>\n

\n

\t<\/span>Last night, Yosef Yitzhak Primo, age 40, was stabbed in the chest by two masked Palestinians who knocked on the door of his home in Nahliel shortly before 9 p.m. (local time). His wife opened the door and the terrorists burst in and stabbed Primo, who was moderately injured in the attack.<\/p><\/div>\n

\t<\/span>These attacks represent the latest developments in the ongoing campaign of Palestinian terrorism directed against the citizens of the State of Israel. \t<\/span>Despite the repeated condemnations of Palestinian terror attacks, there are no signs that Chairman Arafat is prepared to take any concerted action that would bring such acts to an end. Rather, the only signs emerging from the Palestinian side are the continued incitement in the official media and the proud claims of responsibility from forces affiliated with Chairman Arafat’s Fatah faction following their latest deadly assault on Israeli civilians. These attacks result from the extensive terrorist infrastructure that has taken root in the Palestinian territories and from the unwillingness of the Palestinian leadership to fulfil its obligations to prevent acts of violence against civilians.<\/p><\/div>\n

\n

\t<\/span>Israel is committed to achieving a cessation of violence and to proceeding towards the implementation of the <\/span>Mitchell Report<\/a> and the Tenet work plan as called for in <\/span>Security Council resolution 1397 (2002)<\/a>. The success of an enduring ceasefire will require that the Palestinian leadership act against the terrorist organizations that continue to carry out deadly attacks on a daily basis. The international community must facilitate this process by reaffirming the absolute unacceptability of any acts of violence that deliberately target civilians. Achieving a cessation of violence will enable the parties to progress towards the resumption of a bilateral negotiating process in an atmosphere conducive to producing a final settlement to the conflict in the region.<\/span><\/p><\/div>\n
