{"id":177289,"date":"2002-11-07T00:00:00","date_gmt":"2019-03-11T20:28:14","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?p=177289"},"modified":"2019-03-11T20:28:14","modified_gmt":"2019-03-11T20:28:14","slug":"auto-insert-177289","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/auto-insert-177289\/","title":{"rendered":"Nuclear-weapon-free-zone in the Middle East &#8211; First Cttee report"},"content":{"rendered":"<div>\n\t\t\t\t<\/p>\n<div style=\"color:#000000;text-align:left;padding-top:14px;font-size:14pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>The risk of nuclear proliferation in the Middle East<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>Report of the First Committee<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><i>Rapporteur<\/i>: Mr. Mehmet <strong>Samsar <\/strong>(Turkey)<\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>I.&nbsp;&nbsp;Introduction<\/strong><\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">1.&nbsp;&nbsp;&nbsp;The item entitled &#8220;The risk of nuclear proliferation in the Middle East&#8221; was included in the provisional agenda of the fifty-seventh session of the General Assembly in accordance with Assembly resolution <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/3BEDE20C55816F1D85256B43004FEDE9.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">56\/27 <\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">of 29 November 2001.<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">2.&nbsp;&nbsp;&nbsp;At its 19th plenary meeting, on 20 September 2002, the General Assembly, on the recommendation of the General Committee, decided to include the item in its agenda and to allocate it to the First Committee.<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">3.&nbsp;&nbsp;&nbsp;At its 1st meeting, on 27 September 2002, the First Committee decided to hold a general debate on all disarmament and international security items allocated to it, namely items 57, 58 and 60 to 73, which was held at the 2nd to 10th meetings, from 30 September to 4 October and on 7, 9 and 10 October (see A\/C.1\/57\/PV.2-10). Thematic discussions on the items were held and draft resolutions were introduced and considered at the 11th to 16th meetings, from 14 to 18 October (see A\/C.1\/57\/PV.11-16). Action on all draft resolutions was taken at the 17th to 23rd meetings, from 21 to 23 and on 25, 28 and 29 October (see A\/C.1\/57\/PV.17-23).<\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">4.&nbsp;&nbsp;&nbsp;For its consideration of the item, the Committee had before it the report of the Secretary-General (<\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/9256D25358569E8085256C55004AEDFB.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">A\/57\/454<\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">).<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:left;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><strong>&nbsp;II.&nbsp;&nbsp;&nbsp;Consideration of draft resolution A\/C.1\/57\/L.27<\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">5.&nbsp;&nbsp;&nbsp;At the 14th meeting, on 17 October, the representative of Egypt, on behalf of the States Members of the United Nations that are members of the League of Arab States, introduced a draft resolution entitled &#8220;The risk of nuclear proliferation in the Middle East&#8221; (A\/C.1\/57\/L.27).<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">6.&nbsp;&nbsp;&nbsp;At its 21st meeting, on 25 October, the Committee voted on draft resolution A\/C.1\/57\/L.27 as follows:<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;(a)&nbsp;&nbsp;&nbsp;The sixth preambular paragraph was adopted by a recorded vote of 153 to 2, with 5 abstentions. style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:7pt;font-family:Times New Roman, serif;\"><sup><u>1<\/u><\/sup><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<i>&nbsp;Cognizant <\/i>that the proliferation of nuclear weapons in the region of the Middle East would pose a serious threat to international peace and security,<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<i>Mindful <\/i>of the immediate need for placing all nuclear facilities in the region of the Middle East under full-scope safeguards of the International Atomic Energy Agency,<\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>Recalling <\/i><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">the decision on principles and objectives for nuclear non-proliferation and disarmament adopted by the 1995 Review and Extension Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons on 11 May 1995, <\/span><a href=\"http:\/\/\/#bmk9\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:7pt;font-family:Times New Roman, serif;\"><sup><u>2<\/u><\/sup><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">in which the Conference urged universal adherence to the Treaty as an urgent priority and called upon all States not yet parties to the Treaty to accede to it at the earliest date, particularly those States that operate unsafeguarded nuclear facilities,<\/span><\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>Recognizing with satisfaction <\/i><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">that, in the Final Document of the 2000 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, <\/span><a href=\"http:\/\/\/#bmk10\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:7pt;font-family:Times New Roman, serif;\"><sup><u>3<\/u><\/sup><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">the Conference undertook to make determined efforts towards the achievement of the goal of universality of the Treaty on the Non-Proliferation of Nuclear Weapons,<\/span><a href=\"http:\/\/\/#bmk11\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:7pt;font-family:Times New Roman, serif;\"><sup><u>4<\/u><\/sup><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;and called upon those remaining States not parties to the Treaty to accede to it, thereby accepting an international legally binding commitment not to acquire nuclear weapons or nuclear explosive devices and to accept International Atomic Energy Agency safeguards on all their nuclear activities, and underlined the necessity of universal adherence to the Treaty and of strict compliance by all parties with their obligations under the Treaty, <\/span><\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>&nbsp;Recalling <\/i><\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">the resolution on the Middle East adopted by the 1995 Review and Extension Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons on 11 May 1995,<\/span><span style=\"color:#000000;font-size:7pt;font-family:Times New Roman, serif;\"><sup>&nbsp;<\/sup><\/span><a href=\"http:\/\/\/#bmk12\" style=\"color:#0000ff;text-align:justify;padding-top:11px;font-size:7pt;font-family:Times New Roman, serif;\"><sup><u>5<\/u><\/sup><\/a><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;in which the Conference noted with concern the continued existence in the Middle East of unsafeguarded nuclear facilities, reaffirmed the importance of the early realization of universal adherence to the Treaty and called upon all States in the Middle East that had not yet done so, without exception, to accede to the Treaty as soon as possible and to place all their nuclear facilities under full-scope International Atomic Energy Agency safeguards, <\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<i>Noting <\/i>that Israel remains the only State in the Middle East that has not yet become party to the Treaty on the Non-Proliferation of Nuclear Weapons,<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<i>&nbsp;Concerned <\/i>about the threats posed by the proliferation of nuclear weapons to the security and stability of the Middle East region,<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<i>Stressing <\/i>the importance of taking confidence-building measures, in particular the establishment of a nuclear-weapon-free zone in the Middle East, in order to enhance peace and security in the region and to consolidate the global non-proliferation regime,<\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:11px;font-size:11pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">&nbsp;<i>Emphasizing <\/i>the need for all parties directly concerned to consider seriously taking the practical and urgent steps required for the implementation of the proposal to establish a nuclear-weapon-free zone in the region of the Middle East in accordance with the relevant resolutions of the General Assembly and, as a means of promoting this objective, inviting the countries concerned to adhere to the Treaty on the Non-Proliferation of Nuclear Weapons and, pending the establishment of the zone, to agree to place all their nuclear activities under International Atomic Energy Agency safeguards,<\/p><\/div>\n<div style=\"text-align:justify;padding-top:11px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\">&nbsp;<\/span><span style=\"color:#000000;font-size:11pt;font-family:Times New Roman, serif;\"><i>Noting <\/i><\/span><span
