At the 23rd meeting, on 27 September 2010, the President outlined the modalities for the interactive dialogue with the Committee of independent experts in international humanitarian and human rights laws to monitor and assess any domestic, legal or other proceedings undertaken by both the Government of Israel and the Palestinian side, in light of General Assembly resolution 64\/254, which would be 3 minutes for States Members of the Council and 2 minutes for observer States, followed by other observers. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">19. At the 23rd meeting, on 27 September 2010, the President outlined the modalities for the general debate on agenda item 7, which would be 3 minutes for States Members of the Council and 2 minutes for observer States and other observers. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">20. Interactive dialogue with members of the international fact-finding mission to investigate violations of international law, including international humanitarian and human rights law, resulting from the Israeli attacks on the flotilla of ships carrying humanitarian assistance <\/strong><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">34. At its 24th meeting, on 27 September 2010, the Chaiperson-Rapporteur of the international fact-finding mission to investigate violations of international law, including international humanitarian and human rights law, resulting from the Israeli attacks on the flotilla of ships carrying humanitarian assistance, Justice Karl Hudson-Phillips, presented the mission&#8217;s report (A\/HRC\/15\/21). The other two members of the mission, Desmond de Silva and Mary Shanti Dairiam, were also present. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">35. At the same meeting, the representatives of Israel and Turkey made statements as concerned countries. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">36. Also at the same meeting, the representative of Palestine made a statement as a concerned party. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">37. At the 30th meeting, on 29 September 2010, the representative of Pakistan (on behalf of the Organization of the Islamic Conference) introduced draft resolution <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/BC3AEB41E798D600852577AD006916EC.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">A\/HRC\/15\/L.33<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">, sponsored by Pakistan (on behalf of the Organization of the Islamic Conference). Subsequently, Bolivia (Plurinational State of) and Venezuela (Bolivarian Republic of) joined the sponsors. <\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">46. At the same meeting, the representative of Pakistan orally revised the draft resolution. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">47. Also at the same meeting, the representatives of Palestine and Turkey made statements as concerned parties. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">48. At the same meeting, the representatives of Belgium, on behalf of the States Members of the European Union that are members of the Council, and the United States of America made statements in explanation of vote before the vote. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">49. Also at the same meeting, at the request of the representative of the United States of America, a recorded vote was taken on draft resolution A\/HRC\/15\/L.33 as orally revised. The draft resolution as orally revised was adopted by 30 votes in favour, 1 against, with 15 abstentions. At the 23rd meeting, on 27 September 2010, the High Commissioner introduced her report on the status of implementation of Council resolution 13\/9 on follow-up to the report of the United Nations Independent International Fact-Finding Mission on the Gaza Conflict (A\/HRC\/15\/52), and the report of the Secretary-General on the progress made in the implementation of the recommendations of the United Nations Independent International Fact-Finding Mission on the Gaza Conflict (A\/HRC\/15\/51), in accordance with Council resolution 12\/1. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">731. At the same meeting, on the same day, Christian Tomuschat, Chairperson-Rapporteur of the Committee of independent experts in international humanitarian and human rights laws, established by Council resolution 13\/9, to monitor and assess any domestic, legal or other proceedings undertaken by both the Government of Israel and the Palestinian side, in the light of General Assembly resolution 64\/254, presented the report of the Committee (A\/HRC\/15\/50). The other two members of the Committee, Justice Mary McGowan and Param Cumaraswamy, were also present. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">732. At the same meeting, the representatives of Israel and Palestine made statements as the concerned parties. <\/p><\/div>\n<div style=\"text-align:justify;padding-top:10px;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\"><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">733. At the 30th meeting, on 29 September 2010, the representative of Pakistan (on behalf of the Organization of the Islamic Conference and the Group of Arab States) introduced draft resolution <\/span><a href=\"https:\/\/unispal.un.org\/pdfs\/EB7608650C5309BB852577AD0069E713.pdf\" style=\"color:#0000ff;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">A\/HRC\/14\/L.34<\/a><span style=\"color:#000000;font-size:10pt;font-family:Times New Roman, serif;\">, sponsored by Pakistan (on behalf of the Organization of the Islamic Conference) and co-sponsored by Palestine and Syrian Arab Republic (on behalf of the Group of Arab States). Subsequently, Venezuela (Bolivarian Republic of) joined the sponsors. <\/span><\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">737. At the same meeting, the representative of Pakistan orally revised the draft resolution. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">738. At the same meeting, the representative of Palestine made a statement as a concerned party. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">739. In accordance with rule 153 of the rules of procedure of the General Assembly, the attention of the Council was drawn to the estimated administrative and programme budget implications of the draft resolution as orally revised (see annex II). <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">740. At the same meeting, the representatives of Belgium, on behalf of the States Members of the European Union that are members of the Council, the United Kingdom of Great Britain and Northern Ireland and the United States of America made statements in explanation of vote before the vote. <\/p><\/div>\n<div style=\"color:#000000;text-align:justify;padding-top:10px;font-size:10pt;font-family:Times New Roman, serif;\">\n<p style=\"margin-top:0px;margin-bottom:0px;\">741.
