of Palestine to the United Nations addressed to the Secretary-General<\/strong><\/p><\/div>\n

and the President of the Security Council<\/strong><\/p><\/div>\n

\n

\t<\/span>Israel, the occupying Power, has once more defied the United Nations Security Council. <\/span>Resolution 1435 (2002)<\/a>, adopted by the Council on 24 September 2002, has not been implemented, including the provisions that should have been complied with immediately, namely, ending the reoccupation of the headquarters of the President in the city of Ramallah and the cessation of measures in and around Ramallah, including the destruction of Palestinian civilian and security infrastructure. In fact, several Israeli officials have publicly challenged the authority of the Council by indicating that the Israeli Government does not intend to carry out the resolution. On its part, the Palestinian side has clearly indicated its readiness to implement resolution 1435 (2002) and has expressed readiness to cooperate with the representatives of the Quartet towards the full implementation of all of the provisions of the resolution. <\/span><\/p><\/div>\n

\n

\t<\/span>At the same time, Israel, the occupying Power, continues to commit more war crimes, State terrorism and collective punishments, with the obvious intention of further inflaming the situation and provoking a Palestinian response, thus ensuring the continuation of the current cycle of violence and bloodshed. Today, the Israeli occupying forces launched a helicopter gunship attack, firing two missiles at a car in a heavily populated area of Gaza City. This attack killed at least two Palestinian men and wounded approximately 40 other people, including several children. Also today, a 52-year-old Palestinian man in Jenin was shot dead by the occupying forces when he opened a window in his home.<\/p><\/div>\n

\n

\t<\/span>Moreover, yesterday, a 14-month-old Palestinian baby girl, Gharam Mohammed Mana’a, died in Al-Khalil when the occupying forces fired tear gas canisters into a crowded market to reimpose a curfew. Also yesterday, the Israeli occupying forces demolished three Palestinian homes, leaving at least 25 people homeless. Further, in yet another development yesterday, Israeli colonial settlers even inaugurated, with the presence of some Israeli officials, a new settlement in an area outside the Palestinian city of Nablus. <\/p><\/div>\n

\n

\t<\/span>At this time, we recall Article 25 of the Charter of the United Nations with regard to the obligations of States Members of the United Nations to accept and carry out the decisions of the Security Council. In the light of the continuing Israeli defiance and rejection, we believe it is incumbent upon the Council to take the necessary measures to ensure compliance with its resolutions. This is necessary both to ensure the integrity of the Council’s resolutions and for the prevention of the further deterioration of the grave situation on the ground, which represents a serious threat to international peace and security. We therefore call upon the Council to uphold its duties and responsibilities.<\/p><\/div>\n
