On 28 September 2018, the State of Palestine\u00a0instituted proceedings against the United States of\u00a0America with respect to a dispute concerning alleged\u00a0violations of the Vienna Convention on Diplomatic\u00a0Relations of 18 April 1961. It is recalled that, on\u00a05 July 2018, Palestine had filed a declaration pursuant\u00a0to Security Council resolution 9 (1946), whereby it\u00a0accepted the jurisdiction of the Court for the settlement\u00a0of disputes under article I of the Optional Protocol\u00a0to the Vienna Convention on Diplomatic Relations\u00a0Concerning the Compulsory Settlement of Disputes, to\u00a0which the State of Palestine acceded on 22 March 2018.\u00a0In its application, the State of Palestine contends that it\u00a0flows from the Vienna Convention that the diplomatic\u00a0mission of a sending State must be established on the\u00a0territory of the receiving State.<\/p>\n
