Press Release"},"content":{"rendered":"<p style=\"text-align: right\"><strong><span class=\"meeting-session\">SEVENTY-THIRD SESSION,<\/span>\u00a0<span class=\"meeting-information\">20TH MEETING (PM)<br \/>\nGA\/12078<br \/>\n16 OCTOBER 2018<\/span><\/strong><\/p>\n<p><a href=\"http:\/\/www.un.org\/press\/fr\/2018\/ag12078.doc.htm-0\">fran\u00e7ais\u00a0<\/a><\/p>\n<p>The General Assembly decided today to provide additional rights and privileges of participation to the State of Palestine when it assumes its position as chair of the \u201cGroup of\u00a077\u201d developing countries and China for the year\u00a02019.<\/p>\n<p>The Assembly set out those terms in a resolution\u00a0(document <a href=\"https:\/\/www.un.org\/unispal\/document\/chair-of-the-group-of-77-for-2019-state-of-palestine-ga-draft-resolution-sponsored-by-egypt\/\">A\/73\/L.5<\/a>) adopted by a recorded vote of 146\u00a0in favour to 3\u00a0against (Australia, Israel, United States), with 15\u00a0abstentions.<\/p>\n<p>Taking note of the Group of\u00a077\u2019s decision to elect the State of Palestine as its chair for\u00a02019, the Assembly decided to adopt several modalities for the State of Palestine\u2019s participation in the Assembly\u2019s sessions, work and the international conferences convened under its auspices or other organs of the United Nations.\u00a0 These include the right to make statements, submit proposals and amendments and introduce them on behalf of the Group; to co\u2011sponsor proposals and amendments; and to raise procedural motions, among other rights.<\/p>\n<p>Aware that the State of Palestine is a full member of the League of Arab States, the Movement of Non\u2011Aligned Countries, the Organization of Islamic Cooperation, the Group of Asia\u2011Pacific States and the Group of\u00a077, the Assembly also requested the Economic and Social Council and other relevant organs, specialized agencies, organizations and entities within the United Nations system to apply the above\u2011mentioned modalities for the duration of the State of Palestine\u2019s chairmanship of the Group of\u00a077.<\/p>\n<p>\u201cToday\u2019s vote represents multilateralism at its best,\u201d said the Permanent Observer of the State of Palestine, who spoke after the draft\u2019s adoption.\u00a0 The State of Palestine will \u201cspare no effort to prove worthy of this trust in its capacity to represent and defend the interests of the Group of\u00a077\u201d, he said, adding that his delegation will engage constructively with all partners to \u201cadvance cooperation and mutually beneficial agreements for the common good of humanity\u201d.<\/p>\n<p>Representatives of Israel and the United States took the floor ahead of the vote to voice their opposition to the draft.<\/p>\n<p>The speaker for Israel said the Group of\u00a077 is an important player in the development sphere of the United Nations and warned the Assembly that the resolution before it \u201conly serves the interests of one delegation\u201d.\u00a0 She said constant attempts to change rules of procedure invariably weaken the Organization and added that it is ironic that the draft was considered under the agenda item on \u201cStrengthening of the United Nations system\u201d.<\/p>\n<p>For his part, the representative of the United States said his country does not recognize that there is a Palestinian State and therefore strongly opposes this decision to make Palestine the Chair of the Group of\u00a077.\u00a0 The United States has long opposed enhancements of Palestinian status at the United Nations and has consistently opposed Palestinian accession to treaties the United States is party to.\u00a0 Achieving real peace requires the courage to sit down at the table and make compromises. \u00a0\u201cThis is the exact opposite,\u201d he stressed.<\/p>\n<p>At the meeting\u2019s outset, the representative of Egypt, in his capacity as Chair of the Group of\u00a077, introduced the draft by saying that since the Group\u2019s inception it has \u201cchampioned multilateralism to foster cooperative and harmonious relations towards the achievement of equality and prosperity for all\u201d.\u00a0 The Group strives to promote the economic interests of developing countries and its legacy is inextricable from that of the United Nations.\u00a0 Much of what the Organization has achieved in the development sphere is inspired and shaped by the Group of\u00a077, he stressed.\u00a0 A General Assembly resolution is required to avail the State of Palestine the rights and capacity to perform the functions and the usual practices undertaken by the chair of the Group.<\/p>\n<p>Speaking after the text\u2019s adoption, the representatives of Germany, Netherlands and United Kingdom said they voted in favour of the draft to enable the State of Palestine to carry out its duties as Chair of the Group of\u00a077 while also stressing their vote did not construe recognition of a Palestinian State.\u00a0 \u201cThe only way to give the Palestinian people the State they deserve and the Israelis the peace they are entitled to is through a negotiated two\u2011State solution,\u201d said the representative of the United Kingdom.<\/p>\n<p>Explaining her vote against the text, the representative of Australia said unilateral recognition of Palestinian statehood will not result in peace.\u00a0 Australia remains firmly committed to a two\u2011State solution, she said, urging all parties to return to negotiations.<\/p>\n<p>The General Assembly will reconvene tomorrow, 17\u00a0October at 3\u00a0p.m. to consider international residual mechanisms for criminal tribunals.<\/p>\n<p><strong>For information media.
