href=\"http:\/\/webtv.un.org\/watch\/the-situation-in-the-middle-east-including-the-palestinian-question-security-council-8108th-meeting\/5650493193001\/\">video<\/a><\/p>\n<p>Critical intra\u2011Palestinian talks were scheduled to open in Cairo, Egypt, on 21\u00a0November, the Special Coordinator for the Middle East Peace Process told the Security Council today, emphasizing that a genuine change in Gaza, including full Palestinian Authority control over security, would help restore confidence in the feasibility of a comprehensive peace agreement.<\/p>\n<p>Nicolay Mladenov said via video link from Jerusalem that by signing the intra\u2011Palestinian reconciliation agreement in Cairo on 12\u00a0October, Palestinians had embarked on a long road that could lead to reconciliation.\u00a0 However, first, they must solve the humanitarian crisis in Gaza and return the Strip under the full civilian and security control of the Palestinian Authority.\u00a0 The Authority had regained control over Gaza crossings, and on 2\u00a0November, the Palestinian committee tasked with rationalizing and integrating Gaza\u2019s public sector had held its first meeting.\u00a0 The transfer of responsibility at Gaza\u2011based public institutions was slowly proceeding, he said.<\/p>\n<p>Yet, despite progress in implementing the October Cairo agreement, Gaza residents had not seen any improvements to their daily lives, he said.\u00a0 The lack of electricity had devastated basic services.\u00a0 Most of the population had access to piped water for only three to five hours every 5\u00a0days, and untreated sewage continued to flow into the Mediterranean Sea.\u00a0 The Gaza humanitarian appeal had called for $25\u00a0million in new funding, of which $10.8\u00a0million remained unmet.\u00a0 A donor meeting in Ramallah had been convened recently to discuss how to support returning Gaza under the Palestinian Authority\u2019s control.<\/p>\n<p>Mr. Mladenov also welcomed the restoration of full security coordination between Israel and the Palestinian Authority, announced on 8\u00a0November.\u00a0 However, on 30\u00a0October, the Israel Defense Forces had uncovered another tunnel from Gaza into Israel.\u00a0 During the operation, at least 12\u00a0Palestinian militants had been killed underground.\u00a0 According to Islamic Jihad, the aim was to \u201ckidnap Israeli soldiers\u201d.\u00a0 On 31\u00a0October, a Palestinian man had been shot dead by Israeli security forces near a West Bank settlement.\u00a0 On 17\u00a0November, two Israelis had been injured in a ramming attack in the West Bank.<\/p>\n<p>He also reported that Israeli planning authorities had approved building permits for at least 418\u00a0housing units in East Jerusalem settlements and had issued additional approval of 178\u00a0units in the settlement of Nof Zion in East Jerusalem.\u00a0 On 10\u00a0November, the Israeli Prime Minister\u00a0[Benjamin Netanyahu] had pledged to advance $226\u00a0million for the construction of infrastructure in the occupied West Bank to improve settlement connectivity to Israel.<\/p>\n<p>In addition, he said that the Knesset was considering an amendment that would require a majority of 80\u00a0out of 120\u00a0members for any transfer of territory of Jerusalem to a \u201cforeign entity\u201d.\u00a0 Israeli authorities had demolished or seized 30\u00a0Palestinian structures, and three Bedouin herding communities in Area\u00a0C were at risk of having a total of 520\u00a0structures demolished, including donor\u2011funded structures serving as schools.<\/p>\n<p>Turning to the matter of Lebanon, he noted that Prime Minister Saad Hariri\u2019s resignation had shocked the country and the region.\u00a0 Recalling the international statements of support for Lebanon\u2019s stability, sovereignty and independence, he reported that Mr.\u00a0Hariri was in Paris and expected to return to Lebanon shortly.<\/p>\n<p>The security situation on the Golan remained of concern, he said.\u00a0 Fighting between the Syrian Arab Armed Forces and armed groups, as well as fighting between armed groups, continued.\u00a0 Those developments undermined the 1974\u00a0Disengagement of Forces Agreement and had the potential to jeopardize the long\u2011standing ceasefire between Israel and Syria.<\/p>\n<p>Addressing the Palestinian unity efforts, he said that, with all the difficulties inherent in the Egyptian\u2011led process and concerns about the timing and modalities of the Palestinian Authority\u2019s assumption of full civilian and security control of Gaza, the process must not be allowed to fail.\u00a0 If it did, it would most likely result in another devastating conflict.<\/p>\n<p>While voicing his concern about the implications of the latest developments related to the office of the Palestine Liberation Organization\u00a0(PLO) representation in the United States, he underscored that Palestinian leaders, as well as Israel and the international community, had an important responsibility to advance peace efforts.\u00a0 \u201cThis is a Palestinian\u2011owned process,\u201d he emphasized.\u00a0 \u201cAll Palestinian factions must seize this opportunity to open a new page for their people.\u201d<\/p>\n<p>Elbio Oscar Rosselli Frieri (Uruguay), reaffirming his delegation\u2019s support for the Special Coordinator\u2019s efforts, condemned violence by Palestinians against Israelis as well as Israeli settlement activity, arguing that both set the peace process back.\u00a0 He stressed that the two\u2011State solution remained the only way to end the conflict.\u00a0 Welcoming the progress towards Palestinian reconciliation, he said it was essential to consolidate security issues and change Hamas\u2019 position on the destruction of Israel.\u00a0 He called for all parties to exercise flexibility and prioritize the peace process.<\/p>\n<p>Sacha Sergio Llorentty Sol\u00edz (Bolivia) said persistent, unchecked defiance by the Government of Israel and its disregard for its international responsibilities continued to paint a gloomy picture, including through its settlement activity and its blockade of Gaza.\u00a0 He urged the Council to take immediate steps to end the longest\u2011lasting occupation in the modern world, particularly in light of the humanitarian situation in Gaza.\u00a0 Welcoming progress in Palestinian reconciliation, he called for honest dialogue towards Israeli\u2011Palestinian negotiations, condemned all violence, and reiterated his delegation\u2019s
