Middle East

  • On 10 October, Gisha- Legal Centre for Freedom of Movement reported the launch of the World Health Organization’s report “Right to Health” on access to health in the occupied Palestinian territory (oPt) in 2018. Gisha stated that the main issues addressed in the report included the access to medical treatment for patients from the Gaza Strip seeking care unavailable in the enclave and the harmful impact of restrictions on movement.
  • On 7 October, Al-Haq announced the launch of a report and a documentary film on climate change adaptation in the south Hebron hills region. The ceremony was hosted at the Henrich Boell Foundation’s office in Ramallah, and was attended by representatives from diplomatic missions, local and international human rights groups, research and media organizations, as well as community members. In their remarks, both Al-Haq and Heinrich Boell Foundation noted that the Israeli occupation hampered climate change adaptability for Palestinians. The report presentation was followed by the screening of “The Struggle for Self-Determination in the Face of Climate Change”, which captures the experiences of local farming and herding communities in the West Bank.
  • On 7 October, Addameer – Prisoner Support and Human Rights Association denounced a recent order of the Israeli Military Court, which banned the NGO from providing information to the public on the names and cases of multiple detainees, many of whom remain under interrogation and all of whom are yet to be charged. Addameer stated that the order was “an attempt to cover up grave human rights violations inflicted on Palestinian prisoners by their interrogators,” in addition to being a violation of the basic rights of each prisoner, their family and their lawyer in having access to information.
  • On 5 October, Al-Haq Centre for Applied International Law concluded a four-day international law orientation course for diplomatic staff and staff of international organizations based in the occupied Palestinian territory (oPt). The orientation, attended by 30 participants from different countries, included presentations by Al-Haq and partner organizations, such as Addameer and BADIL, on international humanitarian law and human rights law applicable to the oPt, as well as an introduction to business’ responsibilities vis-à-vis human rights.
  • On 5 October, BADIL Resource Centre for Palestinian Residency and Refugee Rights held its regular General Assembly meeting and made several recommendations including the need to develop a unified position among Palestinian civil society organizations in order to challenge the political conditions and restrictions imposed by the international donor community. BADIL also underscored the need to keep stressing the importance of the international community shouldering its responsibility towards UNRWA, by ensuring the funding of its core budget and expanding its mandate by closing the protection gap.

North America

  • On 7 October, the US Campaign for Palestinian Rights and Adalah Justice Project launched the campaign “The Progressive Vision of Justice for All” to promote a “coherent US foreign and domestic policy that upholds the universal values of equal rights, historical justice, and freedom for all – from the US to Palestine.” The project seeks to address reparations from Israel to Palestine, the right of return for Palestinian refugees and an end to US military funding to Israel.

United Nations

  • On 10 October, Humanitarian Coordinator for the occupied Palestinian territory Jamie McGoldrick issued a statement to call for the protection of children in the Gaza Strip. The Humanitarian Coordinator stated his concern about the impact on children of Friday demonstrations at the Israeli fence surrounding the Gaza Strip. He called on the Israeli authorities to refrain from using excessive force and reminded them of their responsibility to ensure the safety and well-being of children. He reiterated that children must never be the target of violence or encouraged to participate in violence.

في ١٠ تشرين الأول/أكتوبر، أعلن مركز جيشاه لحريّة التنقل (مركز مسلك) عن إصدار تقرير منظمة الصحة العالمية المعنون ”الحق في الصحة“ بشأن فرص الحصول على الخدمات الصحية في الأرض الفلسطينية المحتلة في عام ٢٠١٨. وذكر المركز أن من بين المسائل الرئيسية التي تطرق إليها التقرير فرصُ الحصول على العلاج الطبي المتاحةُ للمرضى من قطاع غزة الذين يلتمسون الرعاية غير المتوفرة في القطاع المحاصر، والأثرُ الضار الناجم عن تقييد حرية التنقل

وفي ٧ تشرين الأول/أكتوبر، أعلنت مؤسسة الحق إصدار تقرير وفيلم وثائقي عن التكيف مع تغير المناخ في منطقة جنوب جبل الخليل. ونُظمت المناسبة في مكتب مؤسسة هاينريش بول في رام الله، وحضرها ممثلون من البعثات الدبلوماسية والمنظمات المحلية والدولية المعنية بحقوق الإنسان ومؤسسات الأبحاث والمؤسسات الإعلامية، فضلا عن أفراد المجتمع المحلي. وقالت كل من مؤسسة الحق ومؤسسة هاينريش بول إن الاحتلال الإسرائيلي يحول دون اكتساب الفلسطينيين للقدرة على التكيف مع تغير المناخ. وبعد تقديم التقرير، عُرض شريط ”الصراع من أجل تقرير المصير في مواجهة التغير المناخي“، الذي يصور تجارب السكان المحليين ممن يزاولون الزراعة والرعي في الضفة الغربية

وفي ٧ تشرين الأول/أكتوبر، أعربت مؤسسة الضمير لرعاية الأسير وحقوق الإنسان عن شجبها لقرار أصدرته المحكمة العسكرية الإسرائيلية في الآونة الأخيرة وتحظر فيه على المنظمة غير الحكومية إطلاع الرأي العام على أسماء وقضايا محتجزين لا يزال الكثير منهم في مرحلة الاستجواب، ولم توجه لأي منهم أي اتهامات بعد. وقالت مؤسسة الضمير إن هذا القرار ”محاولة للتستر على الانتهاكات الجسيمة لحقوق الإنسان التي يمارسها المحققون على الأسرى الفلسطينيين“، علاوة على كونها انتهاكا للحقوق الأساسية للأسرى وأسرهم ومحاميهم في الحصول على المعلومات

وفي ٥ تشرين الأول/أكتوبر، اختتم مركز الحق للقانون الدولي التطبيقي دورة توجيهية من أربعة أيام في القانون الدولي لموظفي السلك الدبلوماسي وموظفي المنظمات الدولية العاملة في الأرض الفلسطينية المحتلة. واشتملت الدورة التوجيهية، التي حضرها ٣٠ مشاركا من بلدان مختلفة، على عروض قدمتها مؤسسة الحق ومنظمات شريكة، مثل مؤسسة الضمير ومركز بديل، في القانون الإنساني الدولي والقانون الدولي لحقوق الإنسان، ولاسيما ما ينطبق منهما على الأرض الفلسطينية المحتلة، إضافة إلى عرض عن مسؤوليات المؤسسات التجارية في مجال حقوق الإنسان

وفي ٥ تشرين الأول/أكتوبر، عقد المركز الفلسطيني لمصادر حقوق المواطنة واللاجئين (مؤسسة بديل) الاجتماع العادي لجمعيته العامة، وأصدر عدة توصيات، منها الدعوة إلى صياغة موقف موحد تُجمع عليه منظمات المجتمع المدني الفلسطينية من أجل رفض الشروط والقيود السياسية التي تفرضها الجهات المانحة الدولية. وأكدت مؤسسة بديل أيضا الحاجة إلى مواصلة التشديد على أهمية تحمُّل المجتمع الدولي لمسؤوليته تجاه الأونروا من خلال ضمان التمويل اللازم لميزانيتها الأساسية وتوسيع نطاق الولاية المنوطة بها من خلال القضاء على الخصاص الحاصل في الحماية

                 أمريكا الشمالية

    الذي صدر في الآونة الأخيرة “Justice for Some – Law and the Question of Palestine”  في ٢٤ تشرين الأول/أكتوبر، يعقد مركز الدراسات الفلسطينية في جامعة كولومبيا حلقة نقاش بشأن كتاب نورا عريقات

وفي ١٧ تشرين الأول/أكتوبر، يعقد صندوق القدس للثقافة والتنمية الاجتماعية حلقة نقاش في موضوع ”الانتخابات الإسرائيلية وأثرها على العلاقات بين إسرائيل والولايات المتحدة“. ومن ضمن المتكلمين في المناسبة المحللان فيليس بنيس ومارك بيري المتخصصان في الشؤون الخارجية

وفي ٧ تشرين الأول/أكتوبر، أطلقت حملةُ الولايات المتحدة من أجل حقوق الفلسطينيين ومشروعُ عدالة حملةً تحت شعار ”رؤية تقدمية لكفالة العدالة للجميع“، بهدف التشجيع على ”انتهاج الولايات المتحدة سياسةً منسجمة على الصعيدين الخارجي والداخلي تحترم القيم العالمية للمساواة في الحقوق والعدالة التاريخية والحرية للجميع – من الولايات المتحدة إلى فلسطين“. ويهدف المشروع إلى معالجة مسألة دفع إسرائيل تعويضات لفلسطين، وحق عودة اللاجئين الفلسطينيين، وإنهاء التمويل العسكري الذي تقدمه الولايات المتحدة إلى إسرائيل

                 الأمم المتحدة

في ١٠ تشرين الأول/أكتوبر، أصدر جيمي ماكغولدريك، منسق الشؤون الإنسانية في الأرض الفلسطينية المحتلة، بيانا يدعو فيه إلى حماية الأطفال في قطاع غزة. وأعرب منسق الشؤون الإنسانية عن قلقه إزاء الأثر الذي يلحق بالأطفال من جراء مظاهرات أيام الجمعة بمحاذاة السياج الإسرائيلي المحيط بقطاع غزة. ودعا السلطات الإسرائيلية إلى الامتناع عن استخدام القوة المفرطة، وذكَّرها بمسؤوليتها عن ضمان سلامة الأطفال ورفاههم. وكرر التأكيد على أنه ينبغي ألا يشكل الأطفال هدفاً لأعمال العنف مطلقاً، وأنه لا يجوز تشجيعهم على المشاركة في أعمال العنف
