MICHELLE BACHELET, United Nations High Commissioner for Human Rights, presenting her annual report,… In the occupied Palestinian territory, the devastating impact of the occupation on economic and social rights was closely linked with violations of civil and political rights. The High Commissioner noted that imposing economic hardship on Palestinians did not make Israelis safer, and she regretted Israel’s decision to cancel the temporary international protective presence in Hebron, which had helped to prevent and mitigate some human rights violations.
