{"id":21100,"date":"2016-10-15T19:18:38","date_gmt":"2016-10-15T19:18:38","guid":{"rendered":"https:\/\/www.un.org\/sustainabledevelopment\/?p=21100"},"modified":"2018-04-22T11:56:57","modified_gmt":"2018-04-22T15:56:57","slug":"habitat-3-to-set-new-urban-development-agenda-creating-sustainable-equitable-cities-for-all","status":"publish","type":"post","link":"https:\/\/www.un.org\/sustainabledevelopment\/blog\/2016\/10\/habitat-3-to-set-new-urban-development-agenda-creating-sustainable-equitable-cities-for-all\/","title":{"rendered":"Habitat 3 to set new urban development agenda creating sustainable, equitable cities for all"},"content":{"rendered":"<p>A major global conference, aiming to set a \u2018New Urban Agenda,\u2019 which, in the words of the United Nations <a href=\"https:\/\/www.un.org\/sg\/\">Secretary-General<\/a> Ban Ki-moon, will \u201chelp us to rethink how we plan, manage and live in cities,\u201d begins this weekend, in the Ecuadorian capital, Quito.<\/p>\n<p>The 2016 UN Conference on Housing and Sustainable Urban Development \u2013 or <a href=\"https:\/\/www.habitat3.org\/\">Habitat III<\/a> \u2013 has been 20 years in the making, following on from the very first UN Conference on Human Settlements in Vancouver, Canada, in 1976, and \u201cHabitat II,\u201d which took place in 1996, in Istanbul, Turkey.<\/p>\n<p>It was the UN General Assembly which convened the Habitat conferences, recognizing the need for a more sustainable approach to help cities grow.<\/p>\n<p>This highly-anticipated conference, is taking place in the so-called Global South for the very first time an important symbol, according to Habitat III\u2019s de facto architect, Joan Clos, who is Executive Director of UN-Habitat, the organization\u2019s Human Settlements Programme.<\/p>\n<p>He will be assuming the title of Secretary-General of the conference, which officially opens Monday and runs until 20 October.<\/p>\n<p>\u201cThe Global South is the one that is organizing most now, it is where most of the big problem are, and it\u2019s where a lot of the support is required,\u201d he said, in an interview with the <em>UN News Service<\/em> at UN Headquarters, on his way to Quito.<\/p>\n<p>\u201cUrbanization has accelerated in the last 20 years <div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 hundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-overflow:visible;--awb-flex-wrap:wrap;\" ><div class=\"fusion-builder-row fusion-row\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_1_1 1_1 fusion-one-full fusion-column-first fusion-column-last fusion-column-no-min-height\" style=\"--awb-bg-size:cover;--awb-margin-bottom:0px;\"><div class=\"fusion-column-wrapper fusion-flex-column-wrapper-legacy\">[\u2026] We have discovered that urbanization has huge potential, and also has huge risks,\u201d he said, adding that urban planning and development, moving forward, was one of the \u201chuge strategic issues\u201d facing the planet.<\/p>\n<p><strong>Cities: Home to more than half the world\u2019s population<\/strong><\/p>\n<p>While the conference involves discussion on all kinds of settlements, the focus is due to be on cities, where 54 per cent of the world\u2019s population already lives. This figure is due to increase to 66 per cent by 2050.<\/p>\n<p>At the time of Habitat I, the world\u2019s urban population stood at just under 40 per cent.<\/p>\n<p>Mr. Clos, a former big-city mayor himself, having led Barcelona between 1997 and 2006, said that a whole range of recent global events had made cities more important than ever \u2013 from the 2008 sub-prime mortgage crisis to the urban revolts of the so-called \u201cArab spring\u201d \u2013 and the ambitious <a href=\"https:\/\/sustainabledevelopment.un.org\/post2015\/transformingourworld\">2030 Agenda<\/a>and its Sustainable Development Goals (<a href=\"https:\/\/sustainabledevelopment.un.org\/sdgs\">SDGs<\/a>) are closely linked to the standards that governments are due to adopt in Quito, known collectively as the<a href=\"https:\/\/habitat3.org\/the-new-urban-agenda\">New Urban Agenda<\/a>.<\/p>\n<p>\u201cIt\u2019s a proposal to revisit urbanization, and avoid the mistakes that have been developing in the last 20 years. When we look at the statistics, the level of planned organization has decreased, and the quality of the planning has also decreased,\u201d said Mr. Clos.<\/p>\n<p>\u201cThat has created a very deadly situation where a lot of people are suffering in many cities for lack of urban design, and lack of adequate management, and lack of adequate urban finances [\u2026]We need to recover that,\u201d he stressed.<\/p>\n<div class=\"carousel-inner\">\n<div class=\"item\">\n<div class=\"carousel-caption\">\n<p>A city view of Dhaka, Bangladesh. UN Photo\/Kibae Park<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p>\u201cWe need to go back to the basics \u2013 to the fundamentals \u2013 and understand that urbanization is not a minor question, it is not an easy process, it requires a lot of commitment,\u201d he added.<\/p>\n<p>Rather than thinking of it as the new agenda, he said it needed to be seen as \u201cthe forgotten agenda,\u201d which would require a major effort by national governments working with local politicians to come up with individual \u201ccompacts\u201d to help each city to get on track.<\/p>\n<p><strong>Bridging the gap between the urban rich and poor<\/strong><\/p>\n<p>Another key focus for the thousands of government representatives, civil society, and other stakeholders, who will be in Quito, is to stop the widening inequality gap between the richest and the poorest in many cities.<\/p>\n<p>Additional affordable housing, creating more public spaces, and enlisting creative new ideas and investment from the business community, are all essential to smarter growth, said Mr. Clos.<\/p>\n<p>Just looking to the financial elites to spend money on a city\u2019s problems, is \u201cthe wrong approach,\u201d he added.<\/p>\n<p>\u201cThe value generated by urbanization should not be kept by a minority of people. It should be shared between all the stakeholders, in order that urbanization pays for itself, in a virtuous circle of improvement and reinvestment.\u201d<\/p>\n<p>Habitat III represents a great opportunity he added, to \u201crecover [\u2026] 20 to 30 years of loss of focus, and loss of direction in the urbanization process,\u201d he stated.<\/p>\n<p>\u201cWe have seen faith in the deregulation of urbanization as an efficient manner to organize, and all that together, has produced a cocktail which has come with an outcome which has been very negative for urbanization,\u201d Mr. Clos explained, adding: \u201cThe sad outcome is that we have lost the opportunity to take advantage of the value that can be generated through good and proper urbanization.\u201d<\/p>\n<p><strong>From Medellin to Quito: an inclusive, participatory process<\/strong><\/p>\n<p>The road to Quito itself, has been a mindful one, beginning in 2014 with the Medellin Declaration of the National Regional and World Urban Forums, through preparatory events and dialogues in cities throughout the world.<\/p>\n<p>That inclusive and participatory process will culminate in Quito, starting on Saturday ahead of the Conference, with assemblies involving children, youth and women, followed by a business assembly, and gathering of mayors from around the world on Sunday.<\/p>\n<p>UN Secretary-General Ban is due to open the high-level event on Monday celebrating the adoption of the Quito Declaration, alongside the President of Ecuador, Rafael Correa, and fittingly, the Mayor of Quito, Mauricio Rodas.<\/p>\n<p>Unlike the clear global warming targets that drive the <a href=\"http:\/\/newsroom.unfccc.int\/unfccc-newsroom\/finale-cop21\/\">Paris Agreement<\/a> on climate change, the success of Habitat III, said Mr Clos, will depend on more complex and nuanced policies, drawn up by national and local politicians first and foremost.<\/p>\n<p>\u201cRecovering sound urban legislation, especially addressing questions of property of land, protection of public space, public housing &#8211; strengthening the capacity of local authorities \u2013 it\u2019s not wise to leave many local authorities bankrupt around the world, which is the current situation.\u201d<\/p>\n<p>\u201cIt\u2019s a mixture of politics, and science, and in that sense, every city is different,\u201d added Mr Clos.<\/p>\n<p>Mr. Ban, in his <a href=\"https:\/\/www.un.org\/en\/events\/habitatday\/2016\/sgmessage.shtml\">message<\/a> for <a href=\"http:\/\/www.urbanoctober.org\/index_1.asp?pcd=2\">World Habitat Day<\/a> earlier this month, said: \u201cI look forward to a successful Habitat III Conference that will help us advance our sustainable development agenda for the benefit of all mankind.\u201d<\/p>\n<p>Via <a href=\"https:\/\/www.un.org\/apps\/news\/story.asp?NewsID=55305#.WAJ-mZMrKYU\" target=\"_blank\">UN News Centre<\/a><div class=\"fusion-clearfix\"><\/div><\/div><\/div><\/div><\/div><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A major global conference, aiming to set a &#8220;New Urban Agenda,&#8221; will \u201chelp us to rethink how we plan, manage and live in cities,\u201d according to Ban Ki-moon, begins this weekend in Quito.<\/p>\n","protected":false},"author":230,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"","_et_pb_old_content":"","_et_gb_content_width":"","footnotes":""},"categories":[19,4],"tags":[94,6232,6236,6240,3936],"class_list":["post-21100","post","type-post","status-publish","format-standard","hentry","category-cities","category-news","tag-cities","tag-habitat-3","tag-joan-clos","tag-quito","tag-un-habitat"],"_links":{"self":[{"href":"https:\/\/www.un.org\/sustainabledevelopment\/wp-json\/wp\/v2\/posts\/21100","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.un.org\/sustainabledevelopment\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.un.org\/sustainabledevelopment\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.un.org\/sustainabledevelopment\/wp-json\/wp\/v2\/users\/230"}],"replies":[{"embeddable":true,"href":"https:\/\/www.un.org\/sustainabledevelopment\/wp-json\/wp\/v2\/comments?post=21100"}],"version-history":[{"count":0,"href":"https:\/\/www.un.org\/sustainabledevelopment\/wp-json\/wp\/v2\/posts\/21100\/revisions"}],"wp:attachment":[{"href":"https:\/\/www.un.org\/sustainabledevelopment\/wp-json\/wp\/v2\/media?parent=21100"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.un.org\/sustainabledevelopment\/wp-json\/wp\/v2\/categories?post=21100"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.un.org\/sustainabledevelopment\/wp-json\/wp\/v2\/tags?post=21100"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
