قبل عشر سنوات، اتفق قادة العالم في هيوغو، اليابان على إطار عمل لتحسين إدارة المخاطر والحد من آثار الكوارث في أعقاب كارثة تسونامي في المحيط الهندي – التي أودت بحياة نحو 227 ألف شخص. ومن المقرر أن يجتمع القادة في مارس، آذار، في مؤتمر للأمم المتحدة في مدينة يابانية أخرى لتقييم ما إذا كان العالم قد أوفى بذلك الوعد.

The Hyogo Framework for Action (HFA), ooking to update that landmark agreement at a follow-up conference, global leaders in mid-March will head to Sendai, the centre of the Tōhoku region, which bore the brunt of the 2011 earthquake and tsunami that led to the Fukushima meltdown.
