Excellencies,
Ladies and gentlemen,
 
I welcome the opportunity to address this summit of the Shanghai Cooperation Organization.
 
Let me start by expressing my appreciation for the hospitality and friendship of the Government and people of Kazakhstan, a country that is currently serving on the Security Council and is playing an increasingly dynamic role on the international stage.

I am very happy to be here for this visit to Kazakhstan and to be participating, of course, in the Shanghai Cooperation Organization Summit, and in the opening of the EXPO 2017 that I hope will be a landmark in our commitment to sustainable development, especially in relation to something that is absolutely crucial in relation to climate change – that is, of course, the energy dimension.
 
Our partnership with Kazakhstan is an extremely important pillar of our activity, both at the national, regional and global level.

The Secretary-General is encouraged by the progress in the implementation of the peace accord in Colombia and in particular, the completion yesterday of the delivery to the United Nations Mission of the first 30 per cent of the arms of the FARC-EP.

The Secretary-General encourages both parties to advance with further progress in the implementation of their respective commitments under the peace agreement and reiterates the readiness of the United Nations to continue to support the peace process as required.

The Secretary-General congratulates the people of the Kingdom of Lesotho on the conclusion of a peaceful National Assembly election. He commends the work of the Independent Electoral Commission in organizing the election and the role played by the Southern African Development Community (SADC) in assisting the Kingdom of Lesotho to ensure a peaceful political environment.

The Secretary-General is following the situation in the Middle East with deep concern.
 
He urges countries in the region to avoid escalating tensions and work instead to overcome their differences. He encourages diplomatic means to address concerns and is ready to support such efforts, if desired by all parties.

Statement attributable to the Spokesman for the Secretary-General on attacks in Tehran

The Secretary-General strongly condemns the terrorist attacks on the mausoleum of Ayatollah Ruhollah Khomeini and the Parliament (Majlis) building in Tehran today. He extends his sincere condolences to the Government of the Islamic Republic of Iran and the families of the victims and wishes a speedy recovery to those injured. 

The Secretary-General hopes those responsible for this unjustifiable violence will be swiftly brought to justice. All countries must work together in fighting terrorism while upholding the universal rights and values that bind the global community.
