I commend Brazil for proposing, more than a decade ago, that Arab and South American countries meet at the highest political level to deepen their ties.

Your regions are dynamic, with great human capacity.

Your regions also have a long history of beneficial contact and exchange.

Good afternoon.

I thank H.E. President Abbas for welcoming me and sharing his thoughts on the current situa-tion. I have come to Ramallah because I am very concerned about the dangerous escalation in violence across the Occupied Palestinian Territory, Israel and, especially, in Jerusalem.

Mr. Prime Minister, thank you very much for the warm welcome. Ladies and gentlemen, Shalom. I thank Prime Minister Benjamin Netanyahu for welcoming me on such short notice. These are difficult times for Israelis and Palestinians. I am here in the hope that we can work together to end the violence, ease the tensions, and begin to restore a long-term political horizon of peace.

I want to offer, first of all, my sympathy for the loss and injury of innocent victims. Allow me to express my condolences to you and the people of Israel for the killing of your citizens.

Mr. President

Thank you for receiving me so warmly and at such short notice.

My visit reflects the sense of global alarm at the dangerous escalation in violence between Israelis and Palestinians. I am here to encourage and support all efforts to lower tensions and prevent the situation from spinning out of control.

I want to express my condolences to the families and loved ones of all the victims of the hostilities and terrorist attacks. No society should have to live in fear. No society can afford to see its youth suffer in hopelessness.

I am pleased and honoured to address this thirteenth UN Crime Congress -- the world’s largest and most diverse gathering of governments, civil society, academia and experts in crime prevention and criminal justice.

For 60 years, these congresses have helped shape criminal justice policies and strengthen international cooperation against the global threat of transnational organized crime.

I warmly thank our hosts, the Government of Qatar, for welcoming us and hosting this very important meeting here.

Shukran Jazilan, I want to thank Prime Minister Haider al-Abadi for his welcome and for his leadership. It is a great pleasure for me to be back in Iraq once again.

We have just concluded a very productive meeting, which was preceded by fruitful discussions with President Fuad Masum and Speaker Saleem al-Jabouri.

Later today, I will speak by phone with President Massoud Barzani of the Kurdistan Regional Government.
