Head of Mission and Chief Military Observer for the United Nations Military Observer Group in India and Pakistan

United Nations Secretary-General António Guterres announced on 3 July 2018 the appointment of Major General José Eladio Alcaín of Uruguay as Head of Mission and Chief Military Observer for the United Nations Military Observer Group in India and Pakistan (UNMOGIP).
Major General Alcaín will succeed Major General Per Gustaf Lodin of Sweden, who will complete his two-year assignment in July 2018.  The Secretary-General is grateful to Major General Lodin for his contribution to United Nations peacekeeping efforts.

I join with you today in sorrow for the loss of Shimon Peres, and gratitude for a life so extraordinarily lived.

Throughout my tenure as Secretary-General, I had the privilege to benefit from his wisdom.  He was a constant source of optimism and hope, and inspiration.

Like so many millions, I deeply admired and respected his leadership and many decades of service for his beloved country, Israel, and for the cause of peace throughout the Middle East.

Remarks to the Parliament of Uruguay

Muchas gracias por su calida bienvenida.

Es un placer y un gran honor estar en Uruguay, especialmente en la celebracion del bicentenario de la Revolucion Oriental.


This is an extraordinary honour for me to address this august chamber of Parliament.

I have been looking forward to this visit for a long time.

I know that there is no official religion in Uruguay. But I have been told that there are two distinct sects: Peñarol and Nacional!

I take no sides. I am neutral.

Remarks to National School for Peacekeeping Operations [as prepared for delivery]

It is a privilege to be among you who have served the United Nations with honour and distinction – and to be here at this school for peacekeeping operations which has taught and trained so many.

I am also pleased to be here in this, the bicentennial year of Uruguay as well as the Uruguayan Army.

Peacekeeping is an indispensable part of the United Nations' work for a better world. And Uruguay's commitment to global peacekeeping is without rival.

Minister Bonomi,
Distinguished guests,
Ladies and gentlemen,

Buenos dias.

I am extremely honoured by your invitation to visit the Penitentiary Centre of Punta Rieles.

Mr. Minister, you and so many Uruguayans suffered in prison during the dictatorship and I am deeply moved to be here with you today.

It is not every day that a Government allows the United Nations -- let alone the Secretary-General -- to review its efforts to promote prison reform. I know this is national priority for your government, but it also an example for the world.

Buenas noches. Muchas gracias por su hospitalidad.

It is a pleasure to be here in Uruguay. This is my first visit as the Secretary-General. I am very grateful for such great hospitality and warm welcome. In fact, I have been looking forward to visiting this great country for a long time.

I have just concluded a productive meeting with President [José ] Mujica and Minister [Luis] Almagro and other senior officials.

I want to salute President Mujica for his leadership and lifelong commitment to social justice and democracy and a better life for all Uruguayans.
