Distinguished President of the Human Rights Council,

Madame High Commissioner, this is my first time before this Council in your new capacity.  I know you will bring enormous added value to the advancement of human rights around the world.

Excellencies, Colleagues, Friends

The Human Rights Council is the epicentre for international dialogue and cooperation on the protections of all human rights -- civil, political, economic, social and cultural.

Remarks at Event on Conflict-Related and Gender-Based Violence

Good afternoon, ladies and gentlemen.
 
It is good to be back in this room after almost two years.
 
Thank you very much for being here as President Peter Maurer and I, together with Madame Julienne Lusenge, launch an urgent joint appeal for global action to prevent and end sexual and gender-based violence in and around conflict.

Mr. President,
Excellencies, Distinguished delegates
Ladies and Gentlemen,

It is indeed a privilege to take the floor here in this Council Chamber, a space that was created to nurture the agreements that make our world a safer place.

The words inscribed outside these doors are as urgent as ever: “Nations must disarm or perish.”

I will be blunt. Key components of the international arms control architecture are collapsing.

GOP:  As you know I have been travelling rather extensively and of course [I felt] my first duty, was to go to Damascus and to discuss with the government and then to go on  to Riyadh to discuss with the SNC.  And I think in both places I was very positively received and we had in-depth discussions on what is my mandate.  And as you all know my mandate is Security Council resolution 2254.

UN Special Envoy for Syria Staffan de Mistura held consultations with the Foreign Ministers of the Islamic Republic of Iran, the Russian Federation and the Republic of Turkey in Geneva today.

The efforts to establish a constitutional committee have been the subject of continuing consultations.  In this context, Special Envoy de Mistura anticipates hosting high-level representatives of the Islamic Republic of Iran, the Russian Federation and the Republic of Turkey in Geneva early next week as he finalises his assessment, to be presented to the Security Council on 20 December, of the possibility of establishing a credible, balanced and inclusive constitutional committee.
