The Secretary-General welcomes recent engagement by the President of Angola and African Union Champion for Peace and Reconciliation, João Lourenço, with the Mouvement du 23 mars (M23), which resulted in the announcement of a ceasefire beginning on 7 March, in compliance with the decisions of the African Union Peace and Security Council on 17 February in Addis Ababa, Ethiopia.
The Secretary-General urges the M23 to respect the ceasefire in order to create conditions for its full and effective withdrawal from all occupied areas in eastern Democratic Republic of the Congo, in line with the decisions of the Luanda Mini-Summit held on the 23rd of November 2022.
The Secretary-General condemns all violence against civilians and renews his call on all Congolese and foreign armed groups to lay down their weapons and disarm unconditionally. He urges all parties to the conflict to ensure an immediate and unfettered humanitarian access to the affected population, and to ensure protection of civilians and respect for international humanitarian law. He also calls on all actors to refrain from hate speech and incitement to violence.
The Secretary-General reaffirms the continued support of the United Nations to the Luanda and Nairobi processes, through his Special Representative in the Democratic Republic of the Congo and his Special Envoy for the Great Lakes region, and its readiness to step up efforts to bring about peace and security in eastern Democratic Republic of the Congo.

Le Secrétaire général se félicite de l’initiative récente du Président de l'Angola et Champion de l'Union africaine pour la paix et la réconciliation, João Lourenço, qui a abouti à l'annonce du respect par le Mouvement du 23 mars (M23) d'un cessez-le-feu à partir du 7 mars, conformément aux décisions du Conseil de paix et de sécurité de l'Union africaine prises lors de sa réunion tenue le 17 février à Addis-Abeba, en Éthiopie.
Le Secrétaire général exhorte le M23 à respecter le cessez-le-feu afin de créer les conditions nécessaires à son retrait total et effectif de toutes les zones occupées à l'est de la République démocratique du Congo, conformément aux décisions du mini-sommet de Luanda tenu le 23 novembre 2022.
Le Secrétaire général condamne toute violence contre les civils et renouvelle son appel à tous les groupes armés congolais et étrangers à déposer les armes et à désarmer sans condition. Il demande instamment à toutes les parties au conflit d'assurer un accès humanitaire immédiat et sans entrave à la population touchée, et de garantir la protection des civils et le respect du droit international humanitaire. Il appelle également tous les acteurs à s'abstenir de tout discours de haine et d'incitation à la violence.
Le Secrétaire général réaffirme le soutien continu des Nations Unies aux processus de Luanda et de Nairobi, par l'intermédiaire de sa Représentante spéciale en République démocratique du Congo et de son Envoyé spécial pour la région des Grands Lacs, et sa volonté d'intensifier les efforts pour instaurer la paix et la sécurité à l'est de la République démocratique du Congo.
