The Secretary-General continues to follow the situation in Peru with deep concern. He is concerned about the number of deaths reported in the context of the protests and urges the authorities to conduct prompt, effective and impartial investigations into these deaths, and to avoid the stigmatization of victims.
As demonstrations continue, the Secretary-General urges restraint to avoid a further escalation of violence and reiterates his call on the authorities to comply with international human rights law. He underscores that protests must take place in a peaceful manner, respecting life and property. Even in times of public emergency, measures derogating from the right of peaceful assembly must be limited to those strictly required by the exigencies of the situation and consistent with other obligations under international law.
The Secretary-General highlights that it is critical to generate conditions for meaningful and inclusive dialogue to address the current crisis.

El Secretario General está siguiendo la situación en Perú con gran preocupación. Se encuentra consternado por el número de muertes registradas en el contexto de las protestas e insta a las autoridades a que lleven a cabo investigaciones rápidas, efectivas e imparciales sobre las mismas, y a que se evite la estigmatización de las víctimas.
Mientras continúan las manifestaciones, el Secretario General exhorta a la moderación para evitar una nueva escalada de violencia y reitera su llamamiento a las autoridades para que cumplan con sus compromisos internacionales en materia de derechos humanos. Subraya que las protestas deben desarrollarse de forma pacífica, respetando el derecho a la vida y la propiedad. Incluso en tiempos de emergencia pública, las medidas que suspenden el derecho de reunión pacífica deben limitarse a lo estrictamente requerido por la situación y ser coherentes con otras obligaciones del derecho internacional.
El Secretario General subraya que es fundamental generar las condiciones para un diálogo significativo e inclusivo que permita abordar la crisis actual.
