The Secretary-General is outraged by a serious incident that took place this morning, 31 July, in Kasindi, North Kivu province, on the border of the Democratic Republic of the Congo and Uganda, in which military personnel of MONUSCO opened fire while returning to the Democratic Republic of the Congo from leave in their home country.
The Secretary-General is both saddened and dismayed by the loss of life and serious injuries sustained during this incident. He expresses his deepest condolences to the affected families, the people of the DRC and the Congolese government, and wishes a speedy recovery to those injured.
The Secretary-General stresses in the strongest terms the need to establish accountability for these events. He welcomes the decision of his Special Representative in the Democratic Republic of the Congo to detain the MONUSCO personnel involved in the incident and to immediately open an investigation. He notes that the United Nations has established contact with the country of origin of the concerned personnel, with a view to urgently initiating judicial proceedings with the participation of victims and witnesses so that appropriate sanctions can be handed down.

Le Secrétaire-General est outré de l’incident grave survenu ce matin, 31 juillet, à Kasindi dans la province du Nord Kivu, à la frontière entre la RDC et l’Ouganda, durant lequel des militaires de la force de la MONUSCO, de retour de congé, ont ouvert le feu.
Le Secrétaire-General est à la fois profondément attristé et consterné de la perte en vie humaine et des blessésgraves causé par cet incident. Il présente ses profondes condoléances aux familles des victimes, au peuple et au gouvernement de la République démocratique du Congo, et souhaite un prompt rétablissement aux blessés.
Le Secrétaire général souligne avec la plus grande fermeté la nécessité d’établir la responsabilité de ces événements. Il soutient la décision de sa Représentante Spéciale en République démocratique du Congo de la mise en détention du personnel militaire mis en cause dans cet incident et l’ouverture immédiate d’une enquête. Il prend note du contact établit par les Nations Unies avec le pays d’origine de ces militaires afin qu’une procédure judiciaire soit initiée urgemment avec la participation des victimes et des témoins, afin que des sanctions appropriées soient prises.
