Secretary-General's remarks to the High-Level Meeting on The Central African Republic [as delivered; scroll down for English version]

Excellences, Mesdames et Messieurs,
 
Je suis heureux de me joindre à vous et vous remercie de votre participation à cette réunion sur la République centrafricaine.
 
La période à venir sera décisive pour le pays. Les élections présidentielles, législatives et locales représentent une opportunité unique pour la réconciliation nationale et la consolidation de la paix ainsi que de l’ordre constitutionnel et des acquis démocratiques du pays.
 
Les élections constituent également une étape cruciale pour la continuité du processus politique. Dans ce cadre, l’Accord Politique du 6 février 2019 demeure le seul cadre viable pour une paix durable dans le pays.
 
Je salue le soutien apporté par certains groupes à mon appel au cessez-le-feu, réitéré la semaine dernière et j’espère que l’engagement à cet égard de la part des principaux groupes armés en RCA contribuera à consolider les acquis de l’Accord de paix.
 
Les autorités centrafricaines ainsi que toutes les parties prenantes nationales ont une responsabilité historique dans le bon déroulement de ces élections, qui doivent être libres, transparentes, sécurisées, inclusives et dans les délais constitutionnels.
 
À cet égard, j’appelle toutes les parties prenantes à privilégier le dialogue national et la recherche de consensus, dans un esprit de respect et de tolérance entre les différentes ethnies et religions.
 
Le peuple centrafricain dans toutes ses composantes, et notamment les femmes, les jeunes, les déplacés et réfugiés, doit être au cœur des efforts de consolidation de la démocratie et par conséquent de ce processus électoral.
 
Il est essentiel que la communauté internationale reste mobilisée pour soutenir ce processus de manière coordonnée.
 
Je remercie à cet égard tous les partenaires mobilisés qui ont fourni un soutien important et l’appui technique nécessaires à la préparation des élections. Je souhaite appeler à la générosité de tous les partenaires afin de combler le déficit financier pour les élections présidentielles et législatives de décembre, mais aussi pour les élections locales prévues en 2021.
 
L’ensemble des populations centrafricaines, y compris ceux qui sont réfugiés et généreusement accueillis dans les pays voisins, doivent bénéficier des retombées positives des efforts de paix et de démocratie. 
 
Excellences,
 
Depuis notre réunion de haut niveau sur la République centrafricaine en septembre dernier, des progrès importants ont été réalisés dans la mise en œuvre de l’Accord Politique soutenu par les Nations unies, en étroite collaboration avec ses garants.
 
Nous avons vu des avancées en matière de réformes législatives, dans le domaine du Désarmement, de la Démobilisation et de la Réintégration, ainsi que dans l’extension de l’autorité de l’État à travers le pays. Il est important de poursuivre et de consolider ces efforts avec l’ensemble des protagonistes.
 
Malgré la pandémie, les mécanismes de mise en œuvre de l'accord ont permis un dialogue constructif entre le Gouvernement, les groupes armés, les partis politiques et les représentants de la société civile. Je souhaite féliciter tous ceux qui ont œuvré en ce sens et j’invite les autres à joindre cette marche de l’histoire.
 
La situation sécuritaire s’est également améliorée dans certaines zones du pays, grâce à l’engagement politique et constant de la MINUSCA, complétée par une posture robuste et dynamique en soutien des efforts des autorités centrafricaines.
 
Je reste cependant préoccupé par le nombre important de violations des droits humains et des violations de l’Accord.
 
Les engagements pris par tous les signataires doivent être respectés. Je souhaite en particulier condamner fermement toutes les attaques ciblant les civils, les travailleurs humanitaires et les casques bleus.
 
Ces attaques, qui peuvent constituer des crimes de guerre, doivent immédiatement cesser, et j’appelle les autorités à redoubler d’efforts pour traduire leurs auteurs en justice et garantir la protection des civils et renforcer les mesures pour répondre à la violence dirigée contre les femmes.
 
Ne nous y trompons pas : aucune paix durable ne sera possible sans le respect de l’Accord mais aussi sans de réelles avancées en matière de développement.
 
Les besoins humanitaires et le développement durable du pays restent une priorité urgente. Ces besoins se sont accentués en raison de la pandémie et n’ont pas permis de progrès dans la réalisation de l’Agenda 2030 et de l’agenda 2063.
 
Les dividendes de la paix doivent profiter à tous les Centrafricains, notamment les plus vulnérables et ceux qui sont historiquement marginalisés.
 
Notre partenariat avec les Institutions Financières Internationales est en ce sens crucial, et je salue l’engagement de la Banque Mondiale en République centrafricaine.
 
Les avancées en matière de développement permettront de réduire les besoins humanitaires. Malheureusement, et comme les années précédentes, la communauté humanitaire a reçu moins de la moitié des fonds nécessaires pour subvenir aux besoins des 2,6 millions de Centrafricains en situation précaire.
 
Je lance un appel aux donateurs afin qu’ils renforcent de manière significative leur coopération avec la Centrafrique dans les domaines économique et humanitaire.

Le soutien des partenaires de la RCA reste indispensable pour la tenue d’élections justes, transparentes et inclusives dans les délais constitutionnels, ainsi que pour la mise en œuvre pleine et entière de l’Accord Politique.
 
Je me félicite en ce sens du partenariat avec l’Union africaine, la Communauté économique des États de l'Afrique centrale, les pays de la région et d’autres partenaires importants comme la Banque Mondiale, l’Union européenne et le Fonds Monétaire International.
 
Les Nations Unies continueront à soutenir les Centrafricains à travers l’Équipe pays, la MINUSCA – et je voudrais rendre hommage aux casques bleus qui poursuivent leur mission dans des conditions difficiles – ainsi que mon Représentant Spécial, Monsieur Mankeur Ndiaye, dont je salue l’engagement indéfectible.
 
Je vous souhaite une réunion pleine de succès. Et je vous remercie.

 Excellencies, ladies and gentlemen,
 
I am pleased to join you and I thank you for attending this meeting on the Central African Republic.
 
The coming period will be decisive for the country. The presidential, legislative and local elections represent a unique opportunity for national reconciliation and the consolidation of peace as well as the country's constitutional order and democratic achievements.
 
The elections also constitute a crucial step for the continuity of the political process. In that connection, the Political Agreement of 6 February 2019 remains the only viable framework for lasting peace in the country.
 
I welcome the support of some groups for my call for a ceasefire, which was reiterated last week. I hope that the commitment in that regard of the main armed groups in the Central African Republic will help in consolidating the gains achieved with the Peace Agreement.
 
The authorities of the Central African Republic and all national stakeholders have a historic responsibility to ensure the proper conduct of these elections, which must be free, transparent, safe, inclusive and within the constitutional time limits.
 
I therefore call upon all stakeholders to prioritize national dialogue and consensus-building, in a spirit of respect and tolerance between different ethnic groups and religions.
 
All segments of the population of the Central African Republic, in particular women, young people, internally displaced persons and refugees, must be at the centre of efforts to consolidate democracy and, consequently, of this electoral process.
 
It is vital for the international community to remain mobilized to support the peace process in a coordinated manner.
 
In that regard, I thank all the mobilized partners that have provided significant support and the technical assistance needed for the preparation of the elections. I appeal to all the partners to show their generosity in order to close the financial deficit for not only the presidential and legislative elections to be held in December, but also the local elections to be held in 2021.
 
All the people of the Central African Republic, including those who have taken refuge and have been generously welcomed in neighbouring countries, must reap the benefits of the peace and democracy efforts. 
 
Excellencies, ladies and gentlemen,
 
Since our high-level meeting on the Central African Republic held last September, significant progress has been made in the implementation of the Political Agreement supported by the United Nations, in close cooperation with its guarantors.
 
We have seen progress in terms of legislative reforms, the disarmament, demobilization and reintegration process, and the extension of State authority across the country. It is important to continue and to consolidate these efforts with all the protagonists.
 
Despite the pandemic, the mechanisms for implementing the Agreement have allowed for constructive dialogue between the Government, the armed groups, the political parties and representatives of civil society. I wish to congratulate all those who have worked towards this goal and I call upon others to join this march of history.
 
The security situation has also improved in some areas of the country, thanks to the ongoing political commitment of MINUSCA, complemented by a robust and dynamic posture in support of the efforts of the authorities of the Central African Republic.
 
I remain concerned, however, about the significant number of human rights violations and breaches of the Agreement.
 
The commitments made by all signatories must be respected. In particular, I wish to strongly condemn all attacks targeting civilians, humanitarian workers and peacekeepers.
 
These attacks, which may constitute war crimes, must stop immediately, and I call upon the authorities to redouble their efforts to bring the perpetrators to justice, protect civilians and strengthen measures to address violence against women.
 
Let there be no mistake: lasting peace will not be possible without compliance with the Agreement and without real progress on the development front.
 
The humanitarian and sustainable development needs of the country remain an urgent priority. These needs have increased as a result of the pandemic and have not allowed for progress to be made with regard to the 2030 Agenda, as well as the 2063 Agenda.
 
The peace dividends must benefit all the people of the Central African Republic, in particular the most vulnerable and the historically marginalized.
 
In that connection, our partnership with the international financial institutions is crucial, and I welcome the commitment of the World Bank in the Central African Republic.
 
The progress made on the development front will help to reduce humanitarian needs. Unfortunately, and as in previous years, the humanitarian community has received less than half of the funds required to meet the needs of the 2.6 million people of the Central African Republic who are in a precarious situation.
 
I appeal to donors to significantly strengthen their economic and humanitarian cooperation with the Central African Republic.
 
Excellencies, ladies and gentlemen,
 
The support of the partners of the Central African Republic remains indispensable for the holding of fair, transparent and inclusive elections within the constitutional time limits, as well as for the full and comprehensive implementation of the Political Agreement.
 
In that connection, I welcome the partnership with the African Union, the Economic Community of Central African States, the countries of the region and other important partners such as the World Bank, the European Union and the International Monetary Fund.
 
The United Nations will continue to support the people of the Central African Republic through the country team and MINUSCA. I wish to conclude by paying tribute to the peacekeepers, who are continuing to fulfil their mission under difficult conditions, and also to my Special Representative, Mr. Mankeur Ndiaye, whom I commend for his unwavering commitment.
 
I wish you every success in your meeting. I thank you.
