Secretary-General António Guterres announced today the appointment of Dag Halvor Nylander of Norway as his Personal Representative on the Border Controversy between Guyana and the Bolivarian Republic of Venezuela.

By the Geneva Agreement of 17 February 1966, Guyana and Venezuela have referred to the Secretary-General the decision as to means of settlement of the controversy that has arisen as the result of the Venezuelan contention that the Arbitral Award of 1899 about the frontier between Venezuela and what is now Guyana is null and void.

As announced on 16 December 2016, the Secretary-General has concluded that the present Good Offices Process - which has been conducted since 1990 - will continue until the end of 2017, with a strengthened mandate of mediation.

Mr. Nylander will conduct the Good Offices Process on behalf of the Secretary-General and will actively engage with the Governments of Guyana and Venezuela with a view to exploring and proposing options for a solution to the border controversy between the two countries.

If, by the end of 2017, the Secretary-General concludes that no significant progress has been made toward arriving at a full agreement for the solution of the controversy, he will choose the International Court of Justice as the next means of settlement, unless the Governments of Guyana and Venezuela jointly request that he refrain from doing so.

Mr. Nylander was the Norwegian Special Envoy to the Colombia peace process (2012-2016) and served as Norway's Head of Mission in Bogota, Colombia (2006-2008). Mr. Nylander was a delegate of his country before the United Nations in New York (2001-2004), and at the Norwegian Embassy in Buenos Aires, Argentina (1999-2001).

Born in 1969, Mr. Nylander is a lawyer from the University of Oslo and is fluent in English, Spanish and Norwegian.

El Secretario General António Guterres anunció hoy la designación de Dag Halvor Nylander de Noruega como su Representante Personal  para la Controversia Fronteriza entre Guyana y la República Bolivariana de Venezuela.

Mediante el Acuerdo de Ginebra del 17 de febrero de 1966, Guyana y Venezuela han otorgado al Secretario General la decisión en cuanto a medios de solución de la controversia que surgió como resultado de la contención de Venezuela que el Laudo Arbitral del 1899 sobre la frontera entre Venezuela y lo que hoy es Guyana era nulo y sin efecto. 

Como se anunció el 16 de diciembre de 2016, el Secretario General ha concluido que el Proceso de Buenos Oficios – que ha sido llevado a cabo desde 1990 − continuará hasta el final de 2017, con un mandato reforzado de mediación.

El Sr. Nylander conducirá el Proceso de Buenos Oficios en nombre del Secretario General y se empeñará activamente con los Gobiernos de Guyana y Venezuela con miras a explorar y proponer opciones para una solución a la controversia fronteriza entre los dos países.

Si, a finales de 2017, el Secretario General concluyera que no se ha logrado un avance significativo hacia un acuerdo completo para la solución de la controversia, el Secretario General elegirá la Corte Internacional de Justicia como el siguiente medio de solución, a menos de que los Gobiernos de Guyana y Venezuela conjuntamente le pidan que no lo haga.

El Sr. Nylander fue Enviado Especial de Noruega para el Proceso de Paz en Colombia (2012-2016) y fue Encargado de Negocios de la Embajada de Noruega en Bogotá, Colombia (2006-2008).

El Sr. Nylander fue delegado de su país ante las Naciones Unidas en Nueva York (2001-2004), y en la Embajada de Noruega en Buenos Aires, Argentina (1999-2001).

Nacido en 1969, el Sr. Nylander es un abogado de la Universidad de Oslo y habla con fluidez español, inglés y noruego.
