A biographical note for Mr. Lacroix follows this Statement by the Secretary-General:
From the very beginning of my mandate, I have announced that reforming the Secretariat Peace and Security strategy, functioning and architecture would be a key priority. I decided to this end to establish an internal review team led by Mr. Tamrat Samuel. This team will submit recommendations to me by June 2017, in order to initiate a process of consultations with Member States and relevant entities, and in the end take appropriate action in due course.
This important work will require both expertise and experience from principals and all staff members.
Pending those evolutions, I decided that the mandate of senior officials working in the Peace and Security pillar should be maintained for another one year. Accordingly, the mandates of Mr. Jeffrey Feltman, as Under-Secretary-General for Political Affairs, Mr. Oscar Fernandez-Taranco, as Assistant Secretary-General for Peacebuilding Support, and Mr. Atul Khare, as Under-Secretary-General for Field Support, will be extended for one year until 1 April 2018.
Mr. Hervé Ladsous, Under-Secretary-General for Peacekeeping Operations, informed me that he would be unavailable for an extension at the end of his current contract on 31 March 2017. I would like to express my gratitude for his service to the United Nations, his tireless efforts and dedication to peacekeeping, especially in modernizing capacities both to address multidimensional crises and protect civilian populations.
I intend to appoint Mr. Jean-Pierre Lacroix, as Under-Secretary-General for Peacekeeping Operations, for one year beginning 1 April 2017. Mr. Lacroix, who is currently Director for the United Nations and International Organizations at the Ministry of Foreign Affairs, France, brings to the position over 25 years of political and diplomatic experience, mostly handling multilateral organizations, United Nations activities and programmes.
On 14 February, Secretary-General António Guterres announced the appointment of Jean-Pierre Lacroix of France as Under-Secretary-General for Peacekeeping Operations, to replace Mr. Hervé Ladsous of France.
Currently Director for United Nations, International Organizations, Human Rights and Francophonie at the French Ministry of Foreign Affairs (since 2014), Mr. Lacroix brings over 25 years of political and diplomatic experience, mostly handling multilateral organizations, Unite Nations activities and programmes.
He previously served as Ambassador of France to Sweden (2011), Chief of Protocol of France (2009-2010), Deputy Permanent Representative, Permanent Mission of France to the United Nations in New York (2006-2009), Deputy Director United Nations and International Organizations Division, French Ministry of Foreign Affairs (2002-2006), Second Counsellor, Deputy Chief of Mission, French Embassy in Prague (1998-2002), First Secretary then Second Counsellor, French Embassy in Washington (1995-1998), Advisor, Cabinet of the French Prime Minister (1993-1995) and First Secretary, Permanent Mission of France to the United Nations in New York (1990-1993).
Born on 2 May 1960, Mr. Lacroix holds BAs from the Institute of Economic and Commercial Sciences (ESSEC), the Institute for political studies - Sciences Po Paris and the National School of Administration (ENA) Class “Michel de Montaigne.”
